This amendment is being issued to incorporate the following changes:

1) Factor 1, Subfactor 1.2 – Design Experience, paragraph a.

DELETE: Delete all references to Attachment C-1

REPLACE WITH: Attachment B

2) Factor 3: Past Performance, paragraph a.:

DELETE: Delete all references to Attachment C-2.

REPLACE WITH: Attachment C

3) Factor 1, Subfactor 1.2, paragraph a.

DELETE: Offerors shall have acted as the prime contractor on a minimum of four (4) submitted projects.

REPLACE WITH: a) Experience as the designer of record on all submitted projects.

Questions and Answers (numbering continues from Amendment 002):

29. Attachment B.2 The proposal requirements limit seven (7) projects for construction and seven (7) projects for design. In submitting several waterfront subcontractors and several design firms, this would exceed the proposal requirements. We would like to submit an Attachment B for each waterfront subcontractor and an Attachment B for each design firm. Including our Attachment B for construction projects, this would require the submission of nearly eight (8) different Attachment B forms. Would this be acceptable?

Answer: No this is not acceptable. Offerors are limited to up to 7 projects for construction and 7 projects for design.

30. Section L.4: Section L.4 states that Offerors must submit "all electronic information (questions, site visit names, proposal submissions)" electronically to the primary point of contact's email addresses and the Secondary point of contact's email addresses. However, further down in Section L.4, under "Electronic Submission", the solicitation states that Phase I proposals shall be submitted via DoD SAFE.

Which method is the correct submission method? Email or DoD SAFE?

Answer: Proposals will be submitted via DoDSafe.

RFI, site visit names (Phase II only), etc should be submitted via email.

31. L.8, 1.2 Subfactor Design Experience: The instructions for the Design Experience Sub-factor state:

"The design completion date shall be clearly stated on the Construction & Design Experience Project Data Sheet (Attachment C-1)." There was no Attachment C-1 provided with the solicitation. Can the Government please update this reference?

Answer: See Amendment 002

32. L.8 Factor 2 Technical Approach: For Factor 2: Technical Approach, the solicitation states that "the narratie plan shall not exceed sixteen (16) single-sided pages or eight (8) double sided pages." Since the files are to be submitted electronically (and not printed out on paper), please confirm that the page limit for the narrative is 16 pages.

Answer: Page limit is 16 pages for Factor 2

33. Section J: Section J states that "Attachment D Representations and Certifications" is provided as an attachment separate from the solicitation; however, it was not provided. Can the Government please provide? Or should Offerors use the Representations and Certifications within the solicitation document?

Answer: Offeror may use the Representations and Cerifications within the solicitation documents

34. Section L.8 Factor 1, Subfactor 1.1 a, c: Would the Government consider lowering the minimum new construction waterfront projects requirement under Subfactor 1.1 from two projects to one?

Answer: The Government is not anticipating a change to the minimum new construction of waterfront projects at this time.

35. Section L.8, Factor 1, Subfactor 1.1.a: Would the Government consider raising the maximum number of key subcontractor projects under Subfactor 1.1 from 1 project to 2?

Answer: The Government does not anticipate a change at this time

36. The design build projects must have been completed in the last 8 years from the date of the issuance of the RFP; however ongoing projects within the same dollar value range may be submitted, provided that the design is 100% complete and construction durations to date has exceeded one year. Must design-bid-build projects be fully completed or can we submit substantially completed construction projects?

Answer: Design-Bid-Build Construction projects should have construction duration exceeding one year.

37. The scope/complexity includes new construction and/or renovation of waterfront structures to include bot not limited to piers, wharfs, floating docks, etc. Would a new construction of a USCG station facility with berthing spaces be considered a waterfront structure?

Answer: Structure would need to have a waterfront construction component.

38. Factor 1, Subfactor 1.1: d)- Can the government please consider changing the experience requirement for ten (10) years of the date of issuance of this RFP.

39. Factor 1, Subfactor 1.2: Can the government please revise b and C this section to state that the experience is for the design of both new construction and design of renovation and design for waterfront structures.

Answer: See Amendment 002

40. Factor 1, Subfactor1.2: d)- Can the government please consider changing the experience requirement for ten (10) years of the date of issuance of this RFP.

41. Attachment B: If the project is a Design Bid Build, will item number 13 and 14 be left blank?

Answer: Offeror should fill out item numbers 13 and 14 in Attachment B for both Design-Build and Design-Bid-Build projects. For Design-Bid-Build, if the design was provided by the Government indicate so.

42. Attachment B: Please confirm that Attachement B.1 does not count towards the page count and that Attachement B.2 is allowed to be 4 pages per project.

Answer: B.1 does not count towards the page limitation. B.2 is limited to the 4 pages per project.

43. Attachment B: Please confirm that Attachement B.2 Section 16--Photographs of industry awards does not count towards the 4 pages that are allowable per project.

Answer: B.2 Section 16 does count towards the 4 page limitation.

44. Factor 3, Past Performance: Can the CCASS Rating of the Prime Construction Contractor on a Design Build Project be utilized for the past performance of a project for the designer, if the designer was the DOR for that particular project. Often times on Design Build projects, the client will only give the Prime Construction Contractor a review. Since the project is a Design Build project, this review should be able to be shared between both the designer and construction contractor.

Answer: If a CPARS is not available, then a PPQ should be submitted for the projects in Factor 1.

45. Factor 2 Technical Approach: Can the government please exclude the bonding letter from the bonding company from the page count for Factor 2.

Answer: SeeAmendment 002 Question #28

46. Factor 2 Technical Approach: Can the government please consider increasing the page count to 20 pages as there are several areas that are required to be addressed between the items listed on page 107 and 108.

47. Attachment B: Can the government please confirm that we can alter the "Attachment B Experience Information Form" with headers, Footers, and Page Numbers.

Answer: Offeror may add page numbers only to the Attachment B.2 Experience Information Form_Rev2

48. Section L.8: We acknowledge receipt of the more "user-friendly" version of Attachment B provided in Amendment 2. Can we further alter/change the Attachment B, as long as we keep all the numbering and content (form verbiage and requirements) the same? We are requesting to make only changes that will enhance the readability and presentation of the form, for example, using bolding and color, etc.

Answer: Offeror may add page numbers to the Attachment B.2 and may bold or use colors on their verbiage.

49. Attachment B: Item 15 on Attachment B.2 asks for a list of construction trades involved in the project, the firm providing the trades, etc. Please consider limiting the list to the top 5 trades/-subcontractors on the project. The list of Trades/Firms can be quite extensive on some projects. For example, some of our projects have 10, 15 or more subcontractors, which will take up a large portion of the 4-page allotment for the project write up.

Answer: This is the Offeror's business decision as to what trades/subcontractors to list on Attachment B.2

50. Attachment B: Please confirm a response for Items 13 and 14 on Attachment B is required for D/B projects only.

Answer: See question #42

51. Factor 2, Capacity: The organizational chart is eliminated from the page count in Factor 2 Technical Approach. We request the Government also eliminate the formal letter from the bonding company from page count.

Answer: See Amendment 002 Question #28

52. Factor 3: On a D/B project, the CPARS is most often issued to the prime contractor (builder) and not the DOR. Will the Government accept a CPARS rating for the designer on a D/B project that while issued to the prime construction contractor, specifically calls out and rates the design effort on the project?

Answer: If a CPARS is not available, then a PPQ should be submitted for the projects in Factor 1.

53. Factor 1, Subfactor 1.2: Factor 1 calls for 5 to 7 construction projects and 5 to 7 design projects to demonstrate past performance. Subfactor 1.2 Design Experience also requests the Offeror "expand on the proposed strategy for including more than one [design] firm" and that we "provide the full name of the firm(s), address, GSA UID Number and CAGE code of each of the designated corporate and/or field office(s) to be utilized in the NMACC III." Are we to allocate pages to address this requested information in Factor 1 Experience or should we provide this information in Factor 2 Technical Approach?

Answer: The offeror may include the additional information requested on the proposed strategy of using more than one design firm in Factor 2 and/or cover letter. Design Firm's full name, address, GSA UID number and CAGE code may be an additional page to the cover letter, or part of the Teaming Agreements/Letter of Commitment. This is an Offeror's business decision.

54. Attachment B: On Attachment B.2, if the Offeror is a joint venture, should we include the joint venture UEI or the UEI of the JV member firm submitting the project in Item 1?

Answer: Offeror should submit the UEI for the JV and each member of the JV.

55. Subfactors 1.1 and 1.2 require "supporting documentation" in the form of JV agreements, teaming agreements, partnership agreements, letters of commitment, etc. Should all this "supporting documentation" be provided at the end of Factor 1?

Answer: This Factor 1 Supporting Documentation may be provided as part of the "Administrative Documents" or at the beginning of Factor 1. This is an Offeror's business decision.

56. Paragraph 6 on Page 106 references the "Construction & Design Experience Project Data Sheet (Attachment C-1)." Does the Government mean to reference Attachment B here?

Answer: See amendment language

57. Both paragraphs reference the Past Performance Questionnaire (PPQ) as "Attachment C-2." Does the Government mean Attachment C or are we missing parts of the PPQ document?

Answer: See Amendment Language

58. Both paragraphs reference the Past Performance Questionnaire (PPQ) as "Attachment C-2." Does the Government mean Attachment C or are we missing parts of the PPQ document?

Answer: The referenced 4 pages may be used to address problems encountered and corrective actions taken and/or past performance ratings.

59. The Factor 1.2 paragraph replacement for (a) uses the word "Prime" in the amendment - "Offerors shall have acted as the prime contractor on a minimum of four (4) submitted projects" and in the original RFP it states "Experience as the designer of record on all submitted projects." Please clarify if this means 4 of the submitted projects for the designer need to be the DOR and the other 3 projects can be from design specialty consultants.

Answer: See Amendment language

60. Questions 16 and 17 reference the $6M range for projects and states that projects under this dollar value "may be evaluated less favorable." Amendment 1 stated that 2 projects could be valued between $5M to $9M. Please clarify that if two projects between $5M-$6M are submitted they will not be evaluated less favorably.

Answer: The two projects submitted, per solicitation requirements, with final value of $5M to $9M will not be evaluated less favorably.

61. Blocks 13 and 14 of Attachment B.2 reference information about design projects. If a design-bid-build project is submitted, are blocks 13 and 14 to be left blank. Since project is a design-bid-build project, the offeror know nothing about the design of the project.

Answer: See question #42

62.

Would the Government be willing to reduce the floor of relevant projects to $3,000,000? The range for Tier 3 task orders is wide and this would allow for more flexibility and options for the Contracting Team to select the best overall Contractors for Phase 2.

Answer: See Amendment 002 Question #16

63. The Government currently allows key subcontractor experience for one project submitted for factor

1.1. Would the Government be willing to allow key Subcontractor experience for 2 two projects? The Small Business Pools range across dozens of states and showing the ability to team with key Subcontractors would allow for more competition on the MACC.

Answer: See Amendment 002

64. Paragraph 1.1a., L.8 of Section L indicates that a minimum of 5 up to a maximum of 7 relevant projects can be submitted. However, subpargraphs of Paragraph 1.1a states that the following projects must be submitted - 2 new construction, 2 renovation, 2 waterfront, and 4 design-build. This totals 10 various projects. Please clarify if 10 projects are required to be submitted or whether 7 projects is the limit. If the limit is 7, what type projects are to be submitted?

Answer: A minimum of 5 up to a maximum of 7 projects may be submitted. To show the new construction, renovation, waterfront, and design-build some projects may need to cover the requested areas of experience. Such as a project could be Design-Build of a new Building and renovation of a pier (waterfront).
