About this file
This amendment modifies a solicitation for the U.S. Coast Guard's National Multiple Award Construction Contract III (NMACC III) small business reserves. The solicitation seeks proposals for design-build projects in Pool #2 and Pool #3, with proposals due February 21, 2023. The amendment adjusts the minimum final construction costs for experience projects, lowering amounts to between $5-15 million, with two projects allowed between $5-9 million. It also provides instructions for offerors to check past performance records in SAM.gov and answers questions on teaming agreements, key subcontractors, and adjusting design-build experience requirements. Eligible projects include new waterfront structures, renovations, and new buildings. The Department of Homeland Security Coast Guard will evaluate proposals and make multiple awards for construction and design-build services.

This amendment is being issued to incorporate the following changes:

Questions and Answers:
1. L.8, Joint Ventures: For construction experience in Pool #3, it is assumed that only projects, per the size requirement, of $6,000,000.00 and greater will be considered relevant. Being a small business, we cannot provide all required new waterfront, new building, or renovation of facilities construction experience without a JV or key subcontractor. If we utilize our JV for new waterfront construction experience, would we be required to perform all task orders as the JV?
Basically, we would like to be a JV entity for the waterfront task orders only and a single corporate entity, with a key subcontractor, for the non-waterfront task orders. Is this acceptable?
If not, would we be able to utilize two key subcontractors and would the one project per key subcontractor be waived?
Answer: The offeror may not be a JV and a single corporate entity. If you submit a proposal as a JV, task orders will be awarded to the JV. If the offeror submits a proposal as a single corporate entity, it may have multiple Key Subcontractors; however, to use the Key Subcontractors experience a signed Teaming Agreement or Letter of Intent, per RFP instructions, must be part of the proposal submission.
2. Factor 1, Subfactor 1.1 Construction Experience: The final construction cost for construction experience is $9 million to $15 million. The majority of small business do not have sufficient experience to meet this requirement. Would consideration be given to change the final construction cost requirement to $4 million to $10 million? Your consideration for this would greatly be appreciated.

3. It appears that the FAPIIS system is no longer active and was migrated to SAM.gov on 12/2/22.
Please advise on what is required for a FAPIIS Certification with the understanding that the system is no longer active.
Answer: FAPIIS is under the Entity Information within SAM.gov. See attached printing instructions
4. The solicitation requires small businesses to provide a minimum of four design-build projects ranging from $6M to $15M or greater. Projects must also satisfy new construction, renovation, and new construction of waterfront structures. These requirements are collectively restrictive to small businesses and will limit participation of some very qualified firms. Please consider reducing the number of design-build projects down to two.
