This amendment is being issued to answer the following questions.

Questions and Answers (numbering continues from Amendment 006):

81. Provided at least 2 projects are between 5 and 9 million, and at least 1 project is over 10 million; may we submit a project under 5 million if it is relevant and similar in scope, i.e. water front, design build, etc.? Or are only projects over 5 million allowed?

Answer: The $5M to $9M is the preferred range; however, there is not a required minimum value.

82. Would the government consider increasing the past performance cutoff of 8 years to 10 years? This would allow small businesses more flexibility in meeting the stricter past performance requirements.

Answer: The 8 year requirement in Past Performance is associated Factor 1 requirement; therefore, the Government does not anticipate a change at this time.

83. When the offeror has a second key subcontractor (other than the designer), and their experience is utilized via the submission of (1) project for factor 1.1 construction, will this count against the offerors total of 7?

Answer: Yes, all Key Subcontractor experience for Factor 1.1 counts towards the total projects

84. What areas within Pool #3 are expected to receive the most projects?

Answer: Projects could be anywhere within Pool #3 the Coast Guard or other DHS Components have facilities/installations

85. Will the government consider allowing the Key Subcontractor to have acted as a major subcontractor on their submitted project experience?

Answer: The Government does not anticipate a change at this time

86. Will the government consider allowing the utilization of (2) projects submitted for factor 1.1 -construction from the offeror's key subcontractor?

Answer: The Government does not anticipate a change at this time

87. Can the designer of records PPQ for a private design build project be filled out by the prime contractor for that project? The prime contractor is not the offeror for this RFP.

Answer: The Designer of Record's PPQ should be filled out by the entity that contracted/hired the Designer of Record

88. If the project owner is unable or unwilling to fill out a PPQ, is it acceptable to fill out and submit all information except for the PPQ POC's signature and assessment?

7 0 Z 0 4 7 2 3 R N M A C C S B

Answer: Yes; however, it should be documented the project owner was unable or unwilling to complete

PPQ.

89. Do the 2 waterfront projects need to be new construction or can they also be renovation?

Answer: Per the solicitation: c) Experience with new construction or major renovation (at least two (2) projects) of waterfront structures

90. If an owner POC is not available to fill out a PPQ submission, would the government accept a PPQ filled out by the DOR's client? If not, what is an acceptable alternative?

Answer: Based upon the National Defence Authorization Act FY2021, the entity that hires the Designer of Record may fill out the PPQ

91. How would the government like "Meaningful involvement" in a Key Subcontractors Letter of Commitment to be exemplified?

Answer: The Offeror should make the decision of how to exemplify the Key Subcontractor's involvement

92. Can FAR Clause 52.216-4 "Economic Priced Adjustments" be added to the RFP?

Answer: The Government does not anticipate including this clause into the contract at this time.
