QUESTION GOVERNMENT RESPONSE

Pg Section Paragraph 440 3/18/22 Amendment 10, RFI response 232 confirms precast piers do not require epoxy coated reinforcing, but then states cast-in-place concrete piers do not require epoxy coated reinforcing bars. Please clarify since the response is conflicting. Please confirm if cast-in-place piers need epoxy coated reinforcing? Confirm if precast piers need epoxy coated reinforcing?

RFI question was ‘1800 1.8.2.2.4 Cast-in Place Concrete states all reinforcing shall be epoxy coated. Please confirm that precast piers do not require epoxy coated reinforcing?’

The Government’s response to RFI 232 (via Amendment 10) is not conflicting.

Since the original RFI seems to confuse the RFP requirements with regard to both pre-cast and cast-in-place piers.

RFP 01800-1.8.2.2.1 speaks to pre-cast piers and this paragraph does not impose the requirement for epoxy coated reinforcing bar.

RFP 01800-1.8.2.2.4 speaks to cast-in-place piers and does impose a requirement for epoxy coated reinforcing bars.

441 3/18/22 Amendment 10, RFI response 254 states our bid price should only include replacing the bulkhead at the failed bulkhead area and no new bulkhead anywhere else.

Please confirm this is true since RFI 255 response alludes to a new bulkhead from Pier November to Pier Mike, NOT just at the failed bulkhead area?

The Government’s understanding of RFI Question 254 was in reference for the need to remove the existing bulkhead that is directly south of the failed bulkhead section. Installation of a new bulkhead is required from the upper to the lower boundary, as shown on RFP drawings. The upper segment is the failed bulkhead. The lower segment is the existing bulkhead.

Removal of the existing bulkhead is not an RFP requirement.

442 3/18/22 Amendment 10, RFI 329, 333, 413 responses regarding the Price Proposal Form states a new pricing line item for Contaminated Soils have been included in a previous amendment, but there is no quantity listed on the Price Proposal

Provide price per ton up to 1,500 tons See Amendment 0012 for update Price Proposal form.

Form to base price on. Previous Amendment language references “up to” 1,500 tons. “Up to” is not a definitive quantity to base a price.

Please confirm we are to include a price for landside Contaminated Soils based upon 1,500 tons?

443 3/18/22 1 – the base item design portion.

The equipment removal should be included with the line above:

Design (dredging plus equipment removal)

2 – option Item 0002: there is not “Total Option 0002:

$__________” similar to option 001.

3 – Amendment 11 has the language to Delete: Upland contaminated soils and materials for disposal $ / ton (up to 1,500 tons) Add: Dispose of 1500 tons of upland contaminated soils and materials:

($_______/ton)

See Amendment 0012 for update Price Proposal form.

444 3/18/22 Amendment 0010, item 10 and RFI response 170 increases the period of performance to only 1429 calendar days, not the 1,580 days requested in previous RFIs. This is 5 months shorter than the requested

Concur, agree to project duration of 1,580 calendar days.

period of performance extension. The project cannot be accomplished in 1429 calendar days due to the 8 month manatee time-of-year restriction stipulated in the PEA for the dredging and pile driving for the new pier and bulkhead. This 8-month-out-of-a-year work restriction for pile driving and dredging will not allow the project to be completed within 1429 days. The period of performance is also extended by the extensive multi-agency permit process. It will take at least 16 months to progress the design and procure permits to commence construction. With marine pile driving and dredging activities restricted to only 4 months out of a year, the construction duration needs to be at least 36 months. This is a total period of performance of 52 months (1,580 calendar days). Marine subcontractors have confirmed they will not bid the project with a period of performance of 1429 calendar days. Please reconsider and extend the project duration to 1,580 calendar days. An expedited response is appreciated.

445 3/17/22 Amendment 0011, item 4, 5 and RFI responses 112, 124, 256, 259, 330 all state that the failed bulkhead area released aggregate and soils

RFI Question 187 in Amendment 005 is superseded by Amendment 011. The 385,449 CY quantity is exclusively dredge material.

with characteristics not consistent with dredge spoils are not to be counted in the dredge spoil quantity of 385,449 cubic yards, however previous Amendment 005, RFI response 187 states the failed bulkhead released dredging spoils are to be counted in the dredge spoil quantity of 385,449 cubic yards. Please confirm the Amendment 0011 response that the failed bulkhead area released aggregate and soils with characteristics that are not consistent with dredge spoils (30,000 cubic yards) are not to be counted in the dredge spoil quantity of 385,449 cubic yards?

446 3/17/22 Amendment 0011, item 4 states for bidding purposes to remove and dispose 30,000 cubic yards of released aggregate and soils.

Please confirm it is acceptable for the contractor to carry its own estimated quantity and not this specified 30,000 cubic yards, and that this quantity will not be handled as a unit price allowance.

Amendment 0011, RFI responses 234 states cast-in-place pier deck is not listed as requiring epoxy coated

For bidding purposes, the Contractor’s shall assume the quantities as provided within the RFP and Amendments.

447 3/17/22 Amendment 0011, RFI responses 234 states cast-in-place pier deck is not listed as requiring epoxy coated reinforcing bar, but 01800 1.8.2.2.4 specifically lists pier deck and states all reinforcing shall be epoxy coated. Please confirm that the cast-in-place pier deck is to include epoxy coated reinforcing? If not, confirm black steel is acceptable for the CIP pier deck.

RFI response to 234 is superseded by the response to RFI 447 in Amendment 012.

448 3/17/22 Amendment 0011, RFI response 293 and 295 states the Government is advising the bidders to assume that T&E species moratoriums would limit dredging to Nov – Feb time frame (per the EA). The RFP or EA does not mention any time-of-year restrictions for marine pile demo or pile driving except for Best Management Practices for pile driving, and this cannot be determined until after award during the permit process. For bidding purposes, please confirm we are not to include any time-of-year restrictions on marine pile demolition or pile driving except for implementing the Best Management Practices listed in the EA such as bubble curtains and soft starts since any pile driving time restrictions would have significant impacts on the project schedule and not allow us to meet the Period of Performance?

See Amendment 0012; Period of Performance has been extended to 1580 days. Confirmed that bidders should not assume additional time-of-year restrictions on pile demolition and driving;

only assume operational restrictions/BMPs such as those described in the EA.

449 3/17/22 Amendment 0011, RFI response 371 states for bidding purposes only assume award will be 7/15/22. In order to meet the first dredging period in the winter 2023 that is required to meet the project performance period it is important that the project is awarded as soon as possible and no later than the RFP 90 day Proposal Acceptance Period which is 6/30/22. Please confirm the award will be within the 90 day Proposal Acceptance Period in the RFP?

At this time contracting cannot confirm the award will be executed by the 90 day proposal acceptance period of 6/30/22.

Please refer to RFI #371 response via Amendment 0011.

450 3/17/22 Amendment 10, RFI response 254, the USCG confirms to provide a new bulkhead just at the failed bulkhead area and not anywhere else. This

New bulkhead shall be provided as shown on the RFP drawings.

conflicts with the civil drawings C- 119REV3, C-120REV1, and C- 122REV3 that shows a bold line with Note 1 requiring a new bulkhead from Pier Mike to Pier November. Please confirm we are to provide a new bulkhead from Pier November to Pier Mike as shown by the bold line and note 1 on these civil drawings?

451 3/17/22 Amendment 0010, item 10 and RFI response 170 increases the period of performance to 1429 calendar days, not the 1580 days requested in previous RFIs. There is significant schedule risk in procuring permits, phasing in the small time-of-year window for dredging operations and unforeseen market conditions.

Without giving away our project phasing plan, it is imperative that the following assumptions can be confirmed for bidding purposes:

There are dredging operations that need to occur after the pier demolition to start the construction of the new pier. The dredging at the failed bulkhead area needs to occur prior to rebuilding the new bulkhead. To meet the project schedule requirements it is imperative that we can perform these dredging operations during the first available dredging period after permitting during the winter of 2023 to start construction of the new pier and bulkhead. To do this we need the project to be awarded as soon as possible, but no later than the RFP 90 day Proposal Acceptance Period. Please confirm this will occur?

Period of Performance extended to 1580 calendar days per Amendment 0012.

Please review the follow on questions.

There is no mention of any time-of-year restrictions placed on marine pile removal or pile driving in the RFP or Programmatic Environmental Assessment (PEA).

We feel there will be none, but if there is a time restriction similar to the dredging time restriction significant time will need to be added to the period of performance. Pile driving time-of year restrictions cannot be determined until after permitting.

For bidding purposes, please confirm that we are not to include any time-of-year restrictions on marine pile demolition or pile driving except for implementing the Best Management Practices such as bubble curtains and soft starts as stated in the PEA?
