The RFP reference ECS's geotechnical report as the basis for liquifaction potential and site class determination. ECS's report is primarily based on International Building Code criteria, as it performed as a shallow foundation evaluation for landside building structures.
This project is primarily a pier & wharf replacement project, which would typically fall under ASCE 61-14 Seismic Design of Piers and Wharves for seismic design criteria (for example, UFC 4-152-01 defers to ASCE 61-14 for seismic design).
Please clarify that Site Class F shall be assumed for bidding.
Please also clarify if the governing seismic design code is ASCE 61-14.
The Contractor is responsible for a site assessment of liquefaction potential.
Correct, UFC 4-152-01 defers to ASCE 61- 14 and shall apply.
RFP 01800-1.5.2.7 states, ‘Assume Site Class F for bidding purposes.’
The registered design professional shall be responsible for verification of the site class used for design.

Specification 01800, Section 1.19.7.2
Estimated Quantity – in various locations within the RFP documents and the PEA are statements that a portion of the sediments are considered contaminated; however, this estimated quantity section nor the RFP drawings subdivide the contaminated from the non-contaminated sediments in quantity, location, and depth.
Likewise, Specification 01800, Section 1.18.2.1 (and 1.18.9) states “portions of the dredge spoils should…be assumed as contaminated. The Contractor must review environmental reports found in Attachment E and assumed these reports to reflect existing site conditions.”
However, the Attachment E documents do not delineate or quantify the contaminated portion of the sediments/dredged material.
Will this information be provided?
No, regarding sediments and the contaminated/noncontaminated categories, the government has provided all information available. The contractor must further delineate this material as required to comply with all environmental permits issued and assure proper disposal of each category.

Specification 01800, Section 1.19.11
Disposal of Excavated Material indicates that the contractor shall provide safe transportation and disposal of dredged materials at an approved disposal area. Please clarify if USCG has agreements in place or coordinated with USACE for placement of dredged material at nearby CDF or other facility, or if USCG anticipates that the materials shall be dewatered upland and disposed of at an upland facility.
The USCG has no agreements in place with the USACE to utilize any specific dredge spoil areas. The designated dredge spoil area to be used will be determined as part of the USACE permit issued to cover dredging requirements.

Specification 01800, Section 1.19.11
Disposal of Excavated Material
– If material is to be disposed of at an upland facility, does USCG have a specific location within the project boundaries that dredged material dewatering and handling shall occur? The RFP drawings do not show a Sediment Processing & Dewatering temporary waterfront facility.
The USCG has no agreements in place with the USACE to utilize any specific dredge spoil areas. The designated dredge spoil area to be used will be determined as part of the USACE permit issued to cover dredging requirements.

UFC indicates pressure of 125 psi but does not indicate flow required - please provide anticipated compressed air flow. Also - are redundant compressors required? Do they need to be dedicated to each NSC or will a central CA system serving all 5 NSC locations be acceptable?

Has there been any discussions with Dominion regarding electrical service to the electrical equipment shelter? What will be the scope of work for Dominion and the contractor regarding this primary service? If the scope of work is not clearly defined at this point, should an allowance be applied to cover the work on the primary electrical service?
No. It should be assumed that the Utility will be providing connection(s) into their grid as required for the design. It is the responsibility of designer to interface and provide the necessary technical information to the utility to meet the requirements of the project.

144 2/3/22 Has there been any coordination or discussion with the USACE regarding the time necessary to process the required federal permits. Does the USCG have an anticipated time for USCE permitting review and issuance?
Early discussions between USCG and USACE have been held, but USACE has not committed to a permitting timeline.
The Contractor will support further discussions on permitting requirements and timelines as discussed in RFP section 01800 1.18.2. Bidders should apply their professional experience in this area to schedule estimation, to include the possibility that other state and federal consultation requirements may need to be addressed concurrently with a USACE application.

1.18 General
Can we expect the six month Navy Review process to be concurrent with the 401/404/Section 10 Permit Review?
While the timelines for these reviews would likely overlap, the USCG cannot guarantee to what extent they would be concurrent.

Specification 01800 paragraph 1.18.2.1
The Government has initiated permit work for the Charleston Programmatic Environmental Assessment (September 2020X). Does the USCG believe a subsequent tiered NEPA review will be required for the proposed scope of work to supplement the Environmental Assessment (EA) and Finding of No Significant Impact dated 9/14/2020 for the “programmatic approach”?
The USCG believes that the 2020 Programmatic EA provides adequate NEPA coverage for this project scope, and does not believe that a tiered/supplemental analysis is required at this time. The Programmatic EA is provided to the Contractor as a reference to provide context on planned development on Base Charleston and to help characterize current environmental conditions.

Is the Soil and Groundwater Management Plan (SGMP), previously developed for Veterans Terminal available for review? If so, please provide a copy.
The USCG has provided all readily available and reliable references related to soil and groundwater contamination at the project location. Additional information and guidance will be developed through project coordination with the Navy and South Carolina DHEC.
The Contractor will support this coordination as defined in RFP Section 1.18.2.
180 2/4/22 Please refer to Section 01800 paragraph 1.18. Does the USCG have any additional formal communications from the SDHEC or Navy related to Records of Decision (ROD) or further investigation/clean-up related to the numerous solid waste management units (SWMU) and areas of concern (AOC) that haven’t been formally closed by a regulatory agency? This information would need to be included with our dig permit process if available.
Please provide if available.

212 2/4/22 Section 18000 Paragraph Section 1.13.5.3 states that conductors for the power mounds are to be RHW DLO cable. The DLO cable type has a much lower ampacity rating when enclosed in conduit which will increase the number of parallel feeders that will be required for each shore power receptacle in each power mound. The conduits for the power mounds will be embedded in the concrete ductbank and will be protected from damage so DLO cable is really not required. We
Recommendations will need to be made by the DOR regarding the type of conductor used.
recommend traditional type THWN conductors. In addition, the termination of the shore power receptacles can be provided by the manufacturer of the power mound to a set of terminal lugs that would allow the easy termination of type THWN. Please confirm that traditional THWN conductors be used.
213 2/4/22 Please clarify if all underground electrical conduits need to be encased in concrete when not under roadways.

See response for RFI question 216.
286 2/4/22 RFP section 01800_1.1.1 indicates shore ties should include compressed air services for 5 NSCs at Pier November and bulkhead mooring. RFP section 01800_1.13.12.5 indicate the air compressor will be stored in the electrical equipment shelter. RFP section 01800_1.13.12.4.3.3 indicates an electrical receptacle is to be provided for air compressor.
Please confirm the air compressor will be portable and is not required to be plumbed to the shore ties.
Additionally, please indicate
Central Compressed Air is required.
