Specs Section

Part 1

General

Within the reference specification section, it is referenced that this project will provide new Shore Tie services for electrical, potable water, fire protection, sewer, bilge water, telecom and compressed air for the 5 NSCs at Pier November. It is not clear from the drawings provided or the specifications where each utility should make its connection to existing on shore services. Please provide conceptual routing and end connection points for each utility listed.

For Telecoms – Each Shore tie position will connect to the telecom room at foot of pier NOV. (RFP

1.16.15.2.3 and RFP 1.16.15.2.4).

Pier Nov Telecom room will connect to Pier Papa Telecom Room (RFP

1.16.15.2.1 and 1.16.16.2) Final cross connects to the Utilities Demark located in Pier Papa telecom room will be made by the GOV.

85 1/24/2022 C103 Sheet 6 of 8

5% RFP Submittal Charleston Pier Papa In the 65% RFP Submittal Charleston Pier Papa document in the RFP drawing C103 (page 224 of 225) of the document shows an alternate bulkhead berthing location for the WLB. Advise if it is the intent to utilize the bulkhead between Pier Mike and Pier Papa at a bulkhead to berth vessels.

The 65% RFP should not be considered. There will be no vessel berthing along the bulkhead.

This contractor must have rec’d the 65% early on. There are 28 drawings in the RFP and they noted the sheet as 6 of 8, but C-103 is 6 of 28 in the

RFP.

98 1/28/2022

Per Section 01800: 1.1.1 there is 1,500 CY of contaminated soil to remove. Please confirm if there are fuel lines in this vicinity. If so, have existing fuel valves been shut off and have the lines been emptied? Do these existing fuel lines require removal or to be grouted?

(MAW) See amendment. References to removal of 1,500 CY of contaminated soil have been removed. Additional references have been provided in Attachment N that document that petroleum contamination in this location has been remediated, to include the capping of underground piping.

Item #4 in Amend 0006 addresses this.

100 1/28/2022

RFP Section 01800 Paragraph 1.1.1, Paragraph 1.19.7.2.2

RFP Section 01800 Paragraph

1.1.1 indicates a 30' offset from the bulkhead to the dredge basin.

For dredge depth of EL -30 ft below MLLW and 2 ft overdredge allowance and 4:1 side slope, the dredge elevation at the face of the bulkhead would be EL-24.5 ft below MLLW. However, section 01800 Paragraph 1.19.7.2.2 indicates the dredge depth at the bulkhead to be EL -30 ft MLW followed by a 1:4 slope to the ultimate dredge depth. Please confirm which dredge depth at bulkhead to be used for the bulkhead design.

The dredge limits are per RFP drawings. The design elevation and dredge depth of –30 MLLW (including over dredge depth) is required at the face of the bulkhead for 30-ft before the 4:1 slope to –32 MLLW (including over dredge depth).

103 1/28/2022

SECTION 01 80 00 Paragraph

1.9.6.6

Underground storage tank to be demolished at Building 203 - Please confirm that we should assume the tank still contains fuel.

Assume that the tank contains some residual petroleum product.

Requirements for soil and groundwater remediation beyond the basic tank removal and tank closure would be handled as a changed site condition. (MAW) Add

- Tank closure work shall meet all South Carolina UST closure requirements to include required sampling and completion of closure paperwork to be submitted to South Carolina DHEC.

FRP Section 01 80 00 Paragraph

1.9.2.3 and Figure+PIER+-

Field+Map+Well+Locations+Near+P roject

The RFP references removal of all elements within the limits of construction. However, the field map references about 18 abandoned monitoring wells in the area for demolition. These are not referenced in the RFP. Please advise what should be done with these wells.

Monitoring wells may require either proper closure or protection for future use. This determination would be led by the Contractor during the regulatory consultation described in Section 01800 1.18.2.

However, Drawing Sheet C-122 of the RFP shows the approximate location of the new bulkhead tie-in ending at the existing Pier November. Please confirm the location of the new bulkhead tie-in with the existing bulkhead.

Location of bulkhead tie-in shall be as shown.

Paragraph 1.10 New Utility Services, States “Make all arrangements with the local utility providers and pay all fees, charges, and costs…” The last sentence in the paragraph states “All utilities within the base are owned by the Government.” It is our understanding that all water mains within the project limits and within the FLETC facility are owned and operated by Charleston Water System.

Furthermore, the only water lines owned by the Government are the service lines on the private side of the utility meter. Is this correct?

NFCD will connect to hydrants along Hobson Avenue and each of their trucks carry 1,200 feet of hose.

(They will not draft from the river unless it is a matter of last resort.)

NFCD also has a marine vessel that moors nearby and could be at the site within approximately five minutes.
