Programmatic Environmental Assessment for Pier P

Attachment - Programmatic Environmental Assessment for US Coast Guard Base Charleston Expansion & Land Exchange indicates in paragraph 8 under Replacing Piers N and P - Dredging indicates that Hydraulic dredges are slow and noisy which gives marine life sufficient time to get out of the way of the dredge. The material to be dredged is assumed contaminated based on sediment analysis report and hydraulic dredging of contaminated material is not an acceptable means based on the material being contaminated. Advise if mechanical dredging is acceptable.

Per RFP Section 1.18.2, the contractor will obtain all required permits and shall be responsible for incorporating all permit conditions and constraints into the design and ensuring compliance with permits is maintained throughout the project.

Dredging requirements will be outlined in the permit process with USACE & the state. If all permit(s) issued allow mechanical dredging it is an acceptable means to complete dredging work.

Programmatic Environmental Assessment for Pier P

Attachment - Programmatic Environmental Assessment for US Coast Guard Base Charleston Expansion & Land Exchange indicates under Dredging Restrictions on page 32 of 215 that Dredging is performed during the winter months (November through February) to avoid impact to West Indian Manatee. Advise if the dredging restriction to occur (November - February) is a requirement or if dredging can occur outside the winter months?

The volume of material to be

The time of year constraints are based on the direction and authority of permitting agencies outside the USCG. The contractor must determine all applicable permit restrictions and requirements, as described in RFP para. 1.18.2 and 1.18.3.

Bidders should incorporate any previously identified seasonal restrictions, as well as others based on their professional experience, into their proposal approach.

Bidders should not assume that the USCG can waive or modify any such restrictions.

removed (385,449 CY) as per the Section 1.19.7.2 Estimated Quantities of the specifications cannot be dredged completely within the time specified winter months.

Final RFP Pier Papa Specs

The Final RFP Pier Papa Specs under Item 1.8.1.2 indicates the RFP includes construction of a new bulkhead from Pier Mike to Pier November. Under Section 1.1.1 Project Description it is indicated scope of work includes demolition and replacement of 1,200 LF of damaged bulkhead. This length of bulkhead would be the length between Pier Mike to Pier Papa.

Advise what portion of the bulkhead is actually to be replaced?

The limits of bulkhead work are shown on the RFP drawings. Specification 01800- 1.1..1 identifies 1,200 LF, however, the measured drawings show 1,000 LF (rounded). The measurement refers both the missing section and the existing section. See Amendment.

5 12/16/2021 Page 159 of

The Final RFP Pier Papa Specs under Item 1.19.7.2 Estimated Quantities indicates the estimated quantity for bidding purposes shall be 385,449 CY which based on our takeoff appears to be the dredge quantity required for both Piers November and Piers Papa. Drawing C-117 indicates dredging is to occur on the east and west side of pier November which would suggest a lesser quantity. Advise if the bid quantity for this RFP is 385,449 CY or is to be adjusted based on actual work to occur as shown in drawing C-117

Base bids on the 'estimated quantity for bidding' as provided in RFP Specification 01800-1.19.7.2.

6 12/16/2021 Page 13 of

The Final RFP pier Papa Specs under Item 1.13 Work Sequence indicates the removal of submerged equipment shall be completed in conjunction with dredging before

Contractor is allowed to initiate multiple phases work simultaneously. See Amendment other demolition or construction begins. Advise if it is the intent is to not dredge in the footprint of the existing pier considering the dredging is to occur before demolition? Otherwise advise if demolition of the Pier November can occur before or during dredge operation to allow for dredging to occur in the footprint of existing Pier November once the existing pier and piles are removed in its entirety.

As-Builts for Pier

The as-builts for Pier November are provided in the H325 Facilities for Inactive Vessels 06May1946 file.

The existing pier today was constructed in multiple vintages including 1964 and 1976. The as-builts for 1964 and 1976 were not provided. Various images of these as-builts are provided in the Waterfront Inspection Report Pier November dated 03Jan2018 but these images are not sufficient for an accurate takeoff. Please provide the remaining as-built drawings for vintage 1964 and 1976 construction of Pier November considering only the as-builts for 1946 work was provided for Pier November.

The Government has provided all available information.

Compliance #3. Do all three (3) comparable projects referenced in the non-price factors need to be complete, or are current projects with milestone deadlines that have been met acceptable?

Proposals may include in-progress projects for Non Price Factor 2.3, but should clearly identify what milestones and major tasks have been successfully completed to date. Note that less evaluation merit may be granted to project elements that are still underway or yet to be started.

13 1/10/2022

23 non price factor 2 – Env.

Compliance #3. Do all three (3) comparable projects referenced need to be performed by the Contractor or will projects completed by subcontractors with teaming agreements, designers, or consultants be allowed?

Proposals may include projects performed by proposed subcontractors, designers, or consultants. Project descriptions in Non Price Factor 2.3 should clearly identify which entity performed the work, and narratives in Non Price Factor 2.3 should describe their respective team role (s) and work history with the Prime Contractor.

Note that projects performed by subcontractors/consultants without a proven work history with the Prime may negatively affect the proposal’s rating evaluation (see Solicitation Sec VIII) in terms of risk and probability of success.

Previous permit applications may or may not be helpful in this process or may or may not be applicable. The contractor must provide the permitting expertise to evaluate the permitting requirements.

See RFP Section 01800 - 1.18 for permitting guidance.

16 1/10/2022 Additional environmental studies and contamination reports were completed after collapse of the bulkhead between Pier Mike and Pier November, which is now part of the work under this RFP. Does the Government have access to these additional environmental studies and will this information be considered as part of this contract?

The government has provided all environmental studies it had available for use as reference documents.
