QUESTION GOVERNMENT RESPONSE
Pg Section Paragraph 16 1/10/2022 Additional environmental studies and contamination reports were completed after collapse of the bulkhead between Pier Mike and Pier November, which is now part of the work under this RFP. Does the Government have access to these additional environmental studies and will this information be considered as part of this contract?
See amendment #006. The Government has added additional references to Attachment N of this RFP including more recent studies and future agency commitments regarding the bulkhead collapse area. Section 01800 1.18.4.1.11 now includes a requirement to prepare a management plan that addresses management of any contaminated materials recovered from the bulkhead collapse area. (MAW) This amends response given to question #16 in Amendment 0003.
37 1/14/2022 1 and 2 1.5.2.7 RFP states "assume Site Class F for bidding purposes." Then goes on to require at least one boring to a depth of 30.5 m (100 ft) to verify the site class. ASCE 7-10 requires a site specific ground motion study be performed when a site is classified as Site Class F. Confirm that a site specific study is not required.
RFP 01800-1.5.2.7 states, ’The registered design professional shall be responsible for verification of the site class used for design. ‘
If the DOR determines a site specific ground motion study is required, then then that costs shall be included in their price proposal.
41 1/14/2022 Seismic 1.8.2.3 Are there maximum deflection limits for the pier under seismic loading?
Shall be determined by the DOR.
42 1/14/2022 Pier Deck 1.8.2.3 The crane loading lists a 90-ton RT crane with a 54,969 lb pick form a mored cutter. Please verify this crane is large enough for this facility. It appears that the reach may not be sufficient for these operations with a 90-ton crane.
Confirmed.
44 1/14/2022 Attachment G Please reference attachment G: H335 Ship Berthing Bulkhead (12 Jul 1966).
This document shows the bulkhead with a turnback 280ft west of Pier November. These plans do not represent or contain the portion of

the bulkhead that failed. Please provide drawings for the portion west of the turnback to Pier Mike (approximately 360')
45 1/14/2022 1 1.8.5.3.1 Is the approach velocity assumed to be relative to the pier structure or waterbody? I.e., does the berthing velocity include current velocity, or should the berthing velocity be adjust for the site based on berth exposure?
Relative to the pier, but not including current. Yes, adjust based on berth exposure.
51 1/14/2022 1 1.8.5.8 Tidal etxremes are stated for floating docks and associated components.
Please verify what the tidal extremes shall be for the pier & float
There are no floating docks. See Amendment.
62 1/18/2022 Specification 01800, Section 1.1.1 Section 01800 1.1.1 of the RFP notes that the dredge depth is -30' (+2' overdredge), with 4:1 sides slope and 30' offset from the bulkhead, however, the RFP drawings show the dredge area up to the face of the bulkhead. Is the dredge area shown on the RFP drawings the full dredge footprint, or does it include the approximate side slopes? Is the 30' offset from the bulkhead face measured to the top of the dredge slope, or the toe of the dredge slope? if the top of the dredge slope, what is the design mudline elevation at the face of the bulkhead?
The dredge limits are per RFP drawings. The design elevation and dredge depth of –30 MLLW (including over dredge depth) is required at the face of the bulkhead for 30-ft before the 4:1 slope to –32 MLLW (including over dredge depth).
63 1/18/2022 Specification 01800, Section 1.8.3.3 What is the design mudline elevation for the bulkhead that is outside the limits of dredging required for this project?
-30 MLLW
65 1/18/2022 Specification 01800, Section 1.19.7.2.2 Section 01800 1.19.7.2.2 of the RFP states that the dredge depth against the existing bulkhead shall be to -30', with a 4:1 slope down to the full design dredge depth. This differs from Section 01800 1.1.1. Please clarify.

Paragr aph 1.1.1 Project Descri ption
Specification Section 01800_Design- Build Criteria; Part 1 General; Subpart
1.1 General Project Requirements and
Descriptions;
Within the Project Description there is reference to the removal and backfill of 1,500 CY of contaminated soils. Does the mentioned volume of removal of contaminated soils directly relate to the approximate excavation area shown within Exhibits 3 & 4 of the Terracon Subsurface and Sediment Investigation Report? Please confirm any additional contaminated material not outlined in the RFP would be handled by change condition in accordance with Section 01800, Paragraphs 1.9.6 and 1.18.5.3.6.
(MAW) See amendment. References to removal of 1,500 CY of contaminated soil has been removed. Additional references have been provided in Attachment N that document that petroleum contamination in this location has been remediated, to include the capping of underground piping.
70 1/20/2022 RFP, page 72 of 209, Section 01800 Part 1 General para 1.1, Lines 11, 12 and 13.
Reference states "New Shore Tie service requirements for electrical, potable water, fire protection, sewer, bilge water, telecomm and compressed air will be provided" however it does not appear shore infrastructure exists for bilge water.
What is the intent for this system?(ie:
will bilge be collected locally and stored in tanks or will it be sent to sanitary sewer? What is the bilge flow rate and total volume?)
See amendment.
73 1/20/2022 RFP Attachment G - Construction Records - H335 Ship Berthing Bulkhead (12 Jul 1966)
The set does not include all the drawing sheets. Please provide the full set of drawings for the bulkhead.
Please also provide the as-built drawings for existing relieving platform and bulkhead at existing Pier N abutment, and as-built drawings for the failed section of the bulkhead east of Pier Mike.
All available as-builts have been provided.
83 1/20/2022 Section 01800 1.4.6
Final RFP Pier Papa Specs

Section 01800
Paragraph 1.13.12.5 Paragraph 1.13.12.5 requires the electrical equipment shelter to be precast concrete or cast-in-place concrete construction. Please confirm if a prefab steel building would be acceptable.
No. A Steel building is not acceptable.
89 1/27/2022 Section 01800 1.1.1
RFP Section 01800 1.1.1 specifics dredge depth to -30 MLLW and -2 foot over dredge with 4:1 and a 30-ft offset from bulkhead. A 4:1 slope over 30-feet would reduce the dredge depth at the new bulkhead to -22.5 MLLW. However, in Section 1.19.7.2.2, the dredge depth at bulkhead face is specified at -30 MLW with a 1:4 slope to the ultimate dredge depth. Please clarify the desired dredge depth at the face of bulkhead.

The issue is with 01800, 1.19.7.2.2.
The Amenedment was given as follows:
2. Section 01800, Paragraph 1.19.7.2.2
(RFI #65, #89)
DELETE: Four uses of
‘MLW’
ADD: Replace with ‘MLLW’.
1/28/2022 Our current design concept includes a fully contained system at the failed bulkhead near Pier Mike, due to permitting concerns with the excavation/remediation in water that may have derailed the 2012 Port project (cancelled project after award). Has USCG had discussions with the Army Corps in regards to the permit requirements and if they include a fully contained system, or more traditional water containment such as turbidity curtain?
The USCG has not discussed specific dredging or pollution control approaches with USACE and does not have insight into whether the USACE permit would specify/allow fully contained systems. The Contractor can propose and seek approval for such a system during the permit acquisition process described in RFP sections 01800
1.18.2 and 1.19.10.
104 1/28/2022 Base+Charleston+Geophysical+Surv ey
This document references three pieces of equipment that are amongst the debris to be removed at the failed bulkhead. Please provide the size of the excavator, for a basis of bid. See amendment.
105 1/28/2022 Site Visit It was noted that there were many large blocks of concrete located on South Hobson Ave. (in front of B-203). Please confirm, these are not part of the demo scope, and that they will be removed prior to demolition.
The concrete blocks are not part of the demolition scope. There are no current plans to remove them.
115 2/1/2022
Specification Section 01800, Paragraph 1.8.4.2 indicates any pile that cannot be removed shall be cut-off 5 ft below the mudline. RFP Drawing Sheet C-122 shows an overlap between existing Pier November and the New Pier November. Will the USCG permit the Design- Builder to shift the location of the new pier and dredge area in design and construction to avoid potential conflicts with existing pier piles that potentially cannot be removed? If this is allowable, what is the maximum allowable distance the new pier and dredge area can be shifted? No.

1.9.6.7 Contaminated Soils
The RFP states that there is 1500 CY of contaminated soil to remove and backfill. Please confirm that, for bid purposes, the amount of contaminated soil is 1500 CY and that additional contaminated soil would be a changed site condition.
See amendment. References to removal of 1,500 CY of contaminated soil has been removed. Additional references have been provided in Attachment N that document that petroleum contamination in this location has been remediated, to include the capping of underground piping.
141 2/2/22 Please provide all AutoCAD files related to bridging documents or preliminary design effort.
AutoCAD bridging doc. files were provided in Amendment 0003.
147 2/3/22 We would like to bring to the USCG’s attention a more recent investigation and remediation report for the bulkhead release area that is not included in the TOA. The Veterans Terminal Bulkhead Release Area Investigation and Remediation Summary Report prepared by Terracon dated January 3, 2020 was submitted to SCDHEC through the state voluntary cleanup program in January 2020 regarding the bulkhead collapse between piers M and N. In summary, the report identified that although some contamination remained at the site, the concerns with PAHs, TPH- DRO, and mobile LNAPL were no longer a concern due to a variety of prior actions by the SCPA.
SCDHEC concurred with this
See amendment. References to removal of 1,500 CY of contaminated soil has been removed. Additional references have been provided in Attachment N that document that petroleum contamination in this location has been remediated, to report and approved to allow the residual contamination at the site to remain in place provided that deed restrictions were implemented. Considering the entire site is deed restricted with various Land Use Controls, would the USCG agree with the approach of implementing the deed restrictions and leaving the residual contamination in place so that there will not be the need for any contaminated soil removal from the area of the bulkhead collapse and/or project? Please consider including this Terracon Investigation and Remediation Summary Report into the TOA and deleting any required contaminated soil removal from the project scope of work.

Specification section 1800 1.5.3 SOG states the design should assume some areas of soft or yielding soils will need to be removed and replaced with structural fill. For bidding purposes, please provide a quantity to base price upon since this cannot be quantified until after award.
The Government cannot provide a quantity since the DOR is ultimately responsible for the foundation design, thus the Government is not in a position to provide an estimated removal and fill quantities.
185 2/4/22
Specification section 1800 1.9.6.6 states underground storage tanks are suspected to be on site, possibly on the north side of Bldg 3. Attachment E, Hazardous Material Assessment Report recommends the removal of this UST and a vault. We do not know if there is fuel in the tank or vault or if there has been any contamination spills. For bidding purposes, please confirm that we should assume the tank and vault are empty and there has not been any fuel leaks therefore no soil contamination? Also confirm this is the only the underground storage tank and vault to be removed under this project scope of work?
Bidders should assume that some level of residual fuel remains in the tank or piping, but that a removal and closure report can be completed without encountering soil and groundwater contamination requiring additional remediation. No other tanks are planned to be removed under this SOW. Previously unknown tanks or contamination associated with tanks encountered during this project would comprise a changed site condition.

The TOA documents do not provide any locations or quantities for the removal of soil contaminates under water. For bidding purposes, should the contractor assume that all dredge spoils within the hatched limits shown on the RFP Drawings down to the maximum project depth of -32 ft MLLW do not contain any soil contaminants that would require special handling and/or disposal, and if discovered, it will be handled as a differing site condition?
The USCG has provided representative sample results for dredge spoils (to include sampling locations) that illustrate what types and levels of contamination may be encountered. Determinations on dredge spoil disposal site options and management procedures will be made by the USACE following consultations led by the Contractor as specified in Section 01800 1.18.2.

Please confirm that the supplemental information required for the Navy Permit for Work is comparable to the documents that would be required by a regulating environmental agency (SCDHEC). Also confirm that the Navy
The types of information required for the Navy Dig Permit will be comparable to that required for other regulatory agencies (and may be shared with those agencies), but the USCG cannot confirm the Navy’s timeline in this process, or the extent to which review timelines may be concurrent with other agencies’ reviews.
does not need to review and approve prior to sending permits to other regulating agencies?

USCG has multiple approved boat brows, can USCG provide a BOD/cutsheet for the boat brow that will be support their operations?
Brows are site specific, unique configurations. The Government does not have a standard cut sheet that can be provided.
207 2/4/22
Section 18000 Paragraph 1.8.3.1 - Please confirm that this is reference to only the vertical loads of the traffic, not horizontal?
Vertical, not horizontal.
246 2/4/22 Does the USCG view the change in depth from the PEA (25 feet MLW) to the RFP (30 feet MLLW with 2 foot over dredge depth) a change that will trigger a supplemental NEPA document or something that would be addressed through the permitting process? Please provide direction
The USCG does not believe that this will trigger the need for a supplemental NEPA analysis. The Contractor will coordinate permitting requirements for this element as specified in RFP section 01800 1.18.2.
247 2/4/22 If the optional item for the additional 80 linear feet of pier length is activated, does the USCG view this as a change to the approved PEA and will trigger a supplemental NEPA document. Please provide direction.
The USCG does not believe that this will trigger the need for a supplemental NEPA analysis. The Contractor will coordinate permitting requirements for this element as specified in RFP section 01800 1.18.2.
248 2/4/22
Clarify the boundary of the wetland survey. The PEA requires a wetland survey before “Parcel A” is redeveloped, but that parcel is larger than the project area. Please provide direction.
While included as a reference to this RFP, the PEA is a USCG planning document addressing a broader effort and should not be viewed as providing direction to perform any task. Any required environmental consultations, surveys or permits will be developed by the Contractor as specified in RFP Section 01800 1.18.2.
250 2/4/22 There are Navy monitoring wells that could potentially be impacted by the project, will these wells need to be preserved during the project? If some wells need to be closed or impacted will this be the contractor’s
It is possible that some affected monitoring wells may need to be either closed or protected and preserved. The Contractor will coordinate this need with the Navy responsibility, or will the Navy perform these tasks?
as specified in RFP Section 01800 1.18.2.
253 2/4/22 The RFP mentions a vent pipe next to building 3 and the unknown status of a potential UST. Is there a project requirement to address this potential
UST?
Yes, the Contractor shall remove and properly close the UST which is described in RFP Section 01800 1.9.6.6.
261 2/4/22 In the second paragraph of section
1.2 of the SPCC it states that the USCG is a “qualified facility” in part due to a maximum of 10,000 gallons of above ground fuel/oil containers.
In section 2.5 the current container inventory carries 7,935 gallons of above ground capacity. Does that limit the contractor to 2,065 gallons total of above ground fuel/oil storage? Or will a modified SPCC plan be required/allowed per section 1.3 within six months?
The Contractor’s temporary oil handling and storage activities must be consistent with the existing SPCC Plan and RFP Sections 01800 1.18.4.1.13, 1.18.4.6, and 1.18.5.3.2.
The 10,000 gallon Qualified Facility threshold is not meant to artificially limit either temporary or permanent (i.e., integral to project design) oil tank capacity. Any permanent change to oil storage must be provided to the Base Facilities Engineer for inclusion in the SPCC Plan as described in Section 1.18.8.
274 2/4/22 1800 1.19.12 states pre-dredge sampling from the Terracon Report (April 2019) indicates the presence and concentrations of soil contamination. There are no quantities or locations provided to provide pricing for. For bid purposes, please confirm we should assume no special handling or disposal is required for the dredging materials?
The USCG can NOT confirm that no special handling or disposal would be required for dredged materials.
Only the total estimated volume of material to be dredged, and the representative sampling results from the 2019 Terracon report can be confirmed. Future dredge sampling, permitting and disposal requirements would be coordinated by the Contractor as specified in RFP Section 01800 1.18.2 and 1.19.10 through 1.19.12.
275 2/4/22 Will the contractor be responsible for abandonment or protection of existing monitoring wells within the construction area, and/or replacement of the wells upon completion of the work?
See response to RFI 250.
278 2/4/22 Some of the site monitoring wells to the east of Pier November will be in the way of the dumpster sites and the

electrical equipment shelter and other proposed work. There will also be a decent amount of work with the demolition of the other buildings in that area that can damage the wells.
Knowing how to manage these will be very helpful. Please confirm if they are to be removed or replaced/relocated after the project work is completed?
280 2/4/22 The PEA provided by the USCG in the TOA documents highlights environmental best practices that should be employed (bubble curtains, soft start on pile driving, etc.) during in water activities. Existing permits that cover this area of the Cooper River do not include specific requirements for a dedicated marine mammal observer. Does the USCG agree that a marine mammal observer would not be required for this project?
No, the USCG can NOT guarantee that an observer would not be required, as this is a permitting requirement outside the USCG’s jurisdiction. This would be an issue for the Contractor to coordinate as described in section 01800 1.18.2.
Note that the PEA is a planning-level document addressing a broader program, and that the BMPs and other technical information do not substitute for required project-level agency consultation.
282 2/4/22 Please confirm whether the Bilge Water System will need to be piped into an oil/water separator before connecting into the sanitary system.
297 2/4/22
Will the USCG handle any required mitigation of the potential minor tidal wetlands in the blowout area as a change in site conditions since the required wetland delineation has not been conducted yet?
As specified in Section 01800 1.18.7, the need for monetary mitigation would comprise a changed site condition.
320 2/4/22
Will USCG provide additional area between S. Hobson Ave. and Dyess Ave. on the west of Halsey St. for use as contractor laydown area?
No.
