1. RFI Questions #61, 102, 181, 315, 316, 353, 417

Add the following language to the RFP

RFP Specification 01800 – 1.18.1.5 DEFINITIONS

Upland Non-Contaminated Soils and Materials – Any excavated soil, aggregate or debris recovered on the landward side of the former Piers M/N bulkhead wall that are considered clean enough for reuse on-site based on State of South Carolina environmental regulatory requirements. These materials will exhibit levels of contaminants (petroleum, toxic metals, volatile and semi-volatile organic compounds, PCBs and Dioxin, organopesticides, hazardous waste characteristics, etc.) below applicable State action levels.

Upland Contaminated Soils and Materials – Any excavated soil, aggregate or debris recovered on the landward side of the former Pier Piers M/N bulkhead wall that are not clean enough for reuse on-site based on contaminant levels exceeding State of South Carolina action levels. These materials will require disposal in an approved facility (e.g., RCRA Class D landfill) but would not trigger requirements for management as hazardous wastes as defined under 40 CFR 261 and equivalent State standards.

Non-Contaminated Dredge Spoils – Any dredged materials recovered from the outboard side of the former Piers M/N bulkhead wall that are considered clean enough for disposal at a U.S.

Army Corps of Engineers (USACE) Dredge Disposal Cell/Facility in the Charleston, SC area.

Dredged materials may still contain environmental contamination, however environmental contamination levels will be low enough that the USACE will accept these materials at one of their Charleston dredge disposal cells/facilities.

Contaminated Dredge Spoils – Any dredged materials recovered from the outboard side of the former Piers M/N bulkhead wall that contain environmental contamination levels which would cause the USACE to not accept them at a Charleston Dredge Disposal cell/facility, and would require alternative disposal. These materials will require disposal in an approved facility (e.g., RCRA Class D landfill) but would not trigger requirements for management as hazardous wastes as defined under 40 CFR 261 and equivalent State standards.

RFP Specification 01800 – 1.18.5.2.5 CONTAMINATED UPLAND AND DREDGE SPOILS

DISPOSAL

For areas of upland excavation and spoils generated as part of in-water dredging, the contractor will segregate contaminated from non-contaminated materials to the maximum extent practicable. See RFP 01800 – 1.18.1.5 for applicable definitions of “non-contaminated” and “contaminated.”

Upland disturbed/excavated Areas – The Contractor shall ensure that any soil, aggregate or debris recovered on the landward side of the former Piers M/N bulkhead are properly stored until all testing and disposal can be arranged. The Contractor shall provide a cost per ton disposal rate for contaminated soils and materials as part of the bid schedule. For bidding purposes, assume that up to 1,500 tons of contaminated upland soil and material may be generated. The contractor will only remove soils and materials from upland areas as required to complete construction activities. Any materials that are found to be RCRA hazardous wastes or are otherwise too contaminated for RCRA Class D landfill disposal will be considered to be a changed site condition.

Dredge Spoils – For dredge spoils generated during required dredging activities, the Contractor shall assume that dredge spoils will be allowed for disposal at a USACE disposal facility/cell in the Charleston, SC area and will bid the project accordingly. In the event that the USACE will not accept a portion of the dredge spoils due to environmental contamination this will be considered a changed site condition. The contractor must separate non-contaminated dredge spoils from contaminated dredge spoils to the maximum extent practicable in order to minimize the quantity of contaminated dredge spoils not allowed at a USACE disposal facility/cell.

88 1/26/2022 Final RFP Pier Papa

Specs

Per Final RFP Pier Papa specifications under Section 01800 Design Build Criteria section 1.1.1 Project Description indicates the scope of work includes, but is not limited to:

"removal of uncontaminated underwater released aggregate to a depth of -20' MLLW". Is this sentence in reference to the underwater released aggregate upland or outboard side of the once existing collapsed bulkhead? Please clarify.

Yes, outboard side.

97 1/28/2022 Please refer to section 1.8.3.2.2.

"the contractor shall remove all the missing bulkhead components of the missing section between Pier Mike and Pier November. The missing section experienced a failure and the remnants of the bulkhead system are resting on the sea floor". Based on our understanding, this was a circular/rotational failure. The components of the bulkhead system could be buried down to EL -40 and not just resting on the sea floor. In order to remove these components, specifically around the new sheet pile wall location, a massive SOE system would need to be installed in order to prevent further collapse and erosion of material as this area is excavated/dredged out to remove the pieces. This excavation could result in 150,000 cy of material.

1 - Please confirm all pieces of the failed bulkhead will need to be removed regardless of depth and location.

2 - Please provide what material is to be used as backfill waterside.

3 - Will USCG provide additional laydown area in order to process and stockpile debris material removed from the failure site?

For item #1, See Amendment 0005.

For Item #2 Shall be up to the DOR.

For item #3, No.

99 1/28/2022 The RFP states that the underwater released aggregate be removed to -20 MLLW. Does this requirement only relate to the

The aggregate on the OUTBOARD side of the former bulkhead wall must be removed. The Government aggregate water side of the new bulkhead line or will aggregate have to be removed on land side as well? Due to the nature of the collapse and current site conditions, almost all of the aggregates land side of the collapse are also “under water”, thereby per RFP would need to excavate to -20 MLLW, and those aggregate limits extend within 50’ of Hobson Ave. Please confirm.

presumes the released aggregate is no deeper than -20 MLLW.

Released aggregate on the INBOARD side of the former bulkhead shall remove at the discretion of the DOR.

101 1/28/2022 RFP Section 01800 Paragraph 1.8.1.2, Paragraph 1.8.3.2.1

RFP section 01800 paragraph

1.8.1.2 specifies the requirements to demolish the deadman, tiebacks and support piles. Also Paragraph 1.8.3.2.1 specifies the demolition of the in-tact bulkhead system. Would it be okay to leave the existing sheet piles, relieving platform system and deadman piles of the in-tact bulkhead abandoned in place?

See Amendment 0005

102 1/28/2022

SECTION 01 80 00 Paragraph 1.9.6.6

Underground storage tank to be demolished at Building 203 -please confirm the size and type of tank.

Assume tank to be an approximately 1000-gallon single -walled steel diesel tank.

108 1/28/2022 RFP Sec 018000 Paragraph 1.8.1.2 For the removal and replacement of the bulkhead, please confirm that 'removal' includes fully removing all sheet piling, existing concrete bulk head, tie backs, and dead men.

110 2/1/2022 Specification Section 011800, Paragraph 1.19.7.2 notes the application of the “FAR 52.212-11, Variation in Estimated Quantity”. Which appears to be a typo. Please verify this should read, application of the “FAR 52.211-18, Variation in Estimated

See Amendment 0009 for correction to FAR clause.

Quantity”. Which if it is, FAR 52.211-18 is based off the quantity of a unit-priced item estimated verses actual quantity.

The Price Proposal Form does not include anywhere to list the unit price. Will a updated Price Proposal Form be provided to include a unit price?

111 2/1/2022 Specification Section 01800, Paragraph 1.8.3.2.1, states “Demolition of the in-tact bulkhead system is a project requirement, however, the Contractor is not prohibited from demolishing the existing bulkhead and relieving platform system.”

Please confirm this should state:

““Demolition of the in-tact bulkhead system is not a project requirement, however, the Contractor is not prohibited from demolishing the existing bulkhead and relieving platform system.”

Correct. See Amendment 0009.

The referenced section of the RFP requires water modeling to 'ensure all proposed fire hydrants, fire suppression systems and domestic service lines will provide adequate pressures and flows as required by the International Fire Code". The International Fire Code specifies minimum fire flow requirements based on the type of construction and fire area of buildings. NFPA 307, Standard for the Construction and Fire Protection of Marine Terminals, Piers and Wharves, states "the capacity of the water system shall be sufficient to deliver the quantity of water determined by the authority having jurisdiction".

On-board fire pumps will not connect to shore systems. There is a Memorandum of Agreement (MOA) between the Coast Guard and North Charleston Fire Department (NFCD).

NFCD will connect to hydrants along Hobson Avenue and each of their trucks carry 1,200 feet of hose.

(They will not draft from the river unless it is a matter of last resort.)

NFCD also has a marine vessel that moors nearby and could be at the site within approximately five minutes.
