About this file
This is a Questions and Answers document for USCG solicitation 70Z03826QS0000014, with responses provided on August 20, 2026.
The document addresses seven clarification questions submitted by potential contractors regarding a facility cleaning and maintenance project. The work involves exterior washing of three buildings: Hangars HMF 1 and 2 (combined exterior wall area of approximately 96,000 SF, measuring 400 ft by 800 ft by 40 ft tall at the eave with a 1/12 pitch roof) and Warehouse Building 63 (approximately 323 ft by 829 ft by 20 ft tall with an exterior wall area of approximately 46,080 SF). Key clarifications from the Coast Guard include: site visits must be coordinated through the listed point of contact; building dimensions are provided for rough estimating only and must be field-verified; there are no lead-based paint concerns on exterior surfaces, though paint chip collection is required as a stormwater protection measure with no RCRA manifesting required; roof work requirements have been removed per Performance Work Statement Amendment 1; pressure washing must follow industry standards for soft wash (means and methods not defined by the Coast Guard); water and electrical hookup locations and distances will be determined during the site visit; and weekend work hours are generally 0800 to 1530, with alternate hours available by advance Coast Guard approval.

Responses to Questions
Answers provided August 20, 2026
This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding solicitation 70Z03826QS0000014. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.
Number Question USCG Response
1 As the current solicitation documents do not specify a date or time, can the Government provide the scheduled date for this visit and the deadline for submitting attendee names for facility access?
The site visit must be scheduled through the POC listed on the solicitation notice.
Attendee names and facility access requirements are coordinated through the same POC.
2 To ensure an accurate firm-fixed-price quote for labor and materials, can the Government provide the estimated exterior square footage for Hangars HMF 1 and 2, and Warehouse Building 63?
Building 63 is approximately 323 ft by 829 ft by 20 ft tall, with an estimated exterior wall area of approximately 46,080 SF. HMF is approximately 400 ft by 800 ft by 40 ft tall at the eave, with a 1/12 pitch roof.
Based on those dimensions, the estimated exterior wall area is approximately 96,000 SF. These dimensions and quantities are provided for very rough estimating purposes only and should be field verified by the Contractor during the site visit.
3 Does the Government have records indicating the presence of Lead-Based Paint (LBP) on these structures, and will certified hazardous waste disposal manifests be required for the off-base disposal of this debris?
None of the buildings in question have lead paint concerns on their exterior. The paint chip collection noted is a stormwater protection control measure (Stormwater BMP). This is to ensure debris runoff from the washing evolution does not end up in our stormwater system.
At the present time there is nothing that would require the need for manifesting the waste under RCRA.
4 Can the Government clarify if "safely accessible" assumes the existence of certified fall protection anchor points on the facility roofs, or is the Contractor responsible for providing all temporary fall protection infrastructure and equipment?
The roof requirement was removed. See updated Performance Work Statement- Amendment 1

5 What is the approximate distance from the structures to the nearest available exterior hookup points to assist in estimating hose and cable requirements?
The location and approximate distance to available water and electrical hookup points can be determined during the site visit.
6 Does the Government have a specific maximum PSI rating that defines the "low pressure" threshold to prevent damage to building finishes?
This needs to follow the industry standard for soft wash and will not be defined by the Coast Guard, as this is considered means and methods.
7 Can the Government clarify if there is a mandatory daily "stop-work" time to accommodate Base security resets or mission-readiness requirements?
The weekend work window is generally 0800 to 1530. The statement that the Contractor is “not limited to these hours” means the Contractor may coordinate with the Government POC if alternate working hours are requested for consideration by the Coast Guard. Any alternate hours must be approved in advance by the Coast Guard.
