About this file
This is a Questions and Answers document for USCG solicitation 70Z03826QS0000014, issued August 27, 2026. The document addresses seven contractor inquiries regarding cleaning scope and operational requirements at the Aviation Logistics Center.
The responses clarify that concrete cleaning at HMF 1, HMF 2, and Building 63 is limited to designated walkways, loading docks, exterior stairs, and paved areas immediately serving these facilities, excluding larger concrete aprons or surrounding lot areas. No concrete on the ramp side (back) of HMF 1 or 2 requires cleaning. Building 63 dimensions are provided as approximately 323 feet by 829 feet by 20 feet tall with an estimated exterior wall area of 46,080 square feet. The contractor is responsible for independently confirming all dimensions, site conditions, surface types, access limitations, and equipment requirements prior to proposal submission. Insurance requirements have been added to an updated Performance Work Statement. Contractors may use NDAA-compliant unmanned aerial systems (drones) for exterior cleaning provided the operator complies with all CFR (FAA) Part 107 requirements, including obtaining a valid FAA airspace waiver—mandatory because the base is in a drone-restricted area. Work hours are fixed per the PWS with no deviations authorized; weekend work is the normal period. No restrictions exist on truck or equipment size, but any ground damage caused by contractor equipment must be repaired at the contractor's expense.

Number Question USCG Response
1 Following up on our walkthrough, I have a clarification question regarding the specific cleaning boundaries. Could you please specify how far out (in feet or square feet) the concrete needs to be cleaned from the following areas:
* Front and back of the HMF1 Hangar
* Front and back of the HMF2 Hangar
* Breezeway entrance
* Back middle area
No concrete on the HMF 1 or 2 ramp side (back) needs to be cleaned.
The scope should be interpreted as limited to designated walkways, loading docks, exterior stairs, and other concrete/paved areas immediately serving HMF 1 & 2, unless otherwise directed by the POC.
Larger concrete aprons or surrounding lot areas are not included in the PWS.

3 Insurance: What insurance coverage (types and minimum limits) do we need to carry to perform this work? I didn't see an insurance clause in the solicitation documents and want to make sure we're compliant.
See updated Performance Work Statement
4 Do you have documented square footage figures for HMF 1, HMF 2, and Building 63 on file? We’re independently verifying dimensions from our site visit, but it would be helpful to cross-check against any records you may have.
The approximately 96,000 SF figure provided on 8/20 and 8/24 was a rough estimate and should not be relied upon as a final measured quantity. The contractor is responsible for confirming all dimensions, site conditions, surface types, access limitations, and equipment requirements prior to submitting a proposal and beginning work.
Building 63 is approximately 323 ft by 829 ft by 20 ft tall, with an estimated exterior wall area of approximately 46,080 SF.

5 Would the Coast Guard permit the use of an NDAA-compliant commercial tethered cleaning UAS (drone) for portions of the exterior cleaning at the Aviation Logistics Center, provided the aircraft and operation comply with all applicable FAA, Coast Guard, facility and security requirements?
The UAS would be purpose-built for commercial pressure/soft washing and operated by an FAA Part 107 Remote Pilot.
The platform under consideration has also previously been utilized in U.S.
military/government environments.
We can provide the aircraft manufacturer and model, specifications, NDAA/compliance documentation, and information regarding prior government/military use directly to the appropriate Coast Guard personnel if required for authorization.
A drone for this purpose as long as the drone operator complies with ALL provisions of CFR (FAA) Part 107, to include submitting the appropriate request to the FAA via the UAS Portal and receiving a valid airspace waiver.
The above coordination with the FAA is required as all portions of the base are inside an area restricted to drone activity.
6 The solicitation identifies weekends as the normal work period. If awarded, could the Contracting Officer/COR authorize consecutive weekday work or extended work periods for exterior cleaning activities, provided those operations do not interfere with facility operations and are coordinated in advance with the Coast Guard?
The work hours are listed in the PWS. The USCG will not authorize any deviation.
7 Also because of the large amount of water that needs to be reclaimed are they any restrictions on truck size equipment size or anything of the sort that might affect our ability to do the job properly.
There are no restrictions on truck or equipment size, provided the contractor can access the site and complete the work properly. However, any ground damage caused by the contractor’s trucks or equipment must be repaired by the contractor.
