About this file

This is a Questions and Answers document from the United States Coast Guard (USCG) addressing inquiries regarding solicitation 70Z06826QS0000014, with responses provided on August 13, 2026. The document contains four questions and corresponding USCG answers clarifying requirements across the solicitation documents.

The clarifications address site-visit logistics, project completion timelines, wastewater discharge procedures, and roof cleaning scope. Specifically, the USCG directed inquirers to updated Terms and Conditions and Performance Work Statement documents for details on site-visit scheduling, registration deadlines, advance access requirements, and completion periods or weekend limitations. Regarding wastewater management, the USCG clarified that discharge to approved grassy areas is permitted only when the discharge contains no visible debris such as paint chips; otherwise, full wastewater collection, vacuuming, and disposal are required. For roof area cleaning, the USCG referenced the updated Performance Work Statement for clarification on whether complete roof surface cleaning or only accessible roof-level exterior components such as gutters, soffits, and overhangs are required. The question numbers are provided for reference only and do not indicate prioritization.

Responses to Questions

Answers provided August 13, 2026

This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding solicitation 70Z03826QS0000014. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.

Number Question USCG Response 1 Please confirm the site-visit date/time, meeting location, attendee-registration deadline, and any advance access requirements.

See updated Terms and Conditions and Performance Work Statement.

2 The PWS establishes the post-award submittal and start milestones, but we did not identify a required final completion date. Is there a required completion period or maximum number of weekends allowed for field performance?

See updated Terms and Conditions.

3 PWS §10(h) states that wash water containing organic debris or approved chemicals may be directed to grassy areas where allowed and approved, while §10(i) requires wastewater generated during cleaning to be collected, vacuumed, and properly disposed of. Could you please clarify when discharge to an approved grassy area is permitted versus when full wastewater recovery and disposal are required?

Discharge to grassy areas is approved as long it does not contain visible debris, i.e. paint chips.

4 The scope includes “roof areas, where applicable and safely accessible.” Please confirm whether this requires cleaning the complete roof surfaces, or only applicable accessible roof-level exterior components such as gutters, soffits, overhangs, and similar areas.
