About this file

This is a Questions and Answers document for United States Coast Guard solicitation 70Z03826QS0000014, with responses provided on September 10, 2026.

The document addresses two vendor inquiries regarding measurement procedures for what appears to be a roofing project. In response to Question 1, the USCG clarified that contractors may use commercial drones to obtain roof measurements, but must first request an airspace authorization (waiver) from the FAA to operate in the agency's FAA Class D airspace. The FAA will route such requests to the USCG's air traffic control tower and the designated approval authority. In response to Question 2, the USCG explicitly stated that no roof access is authorized for vendors seeking to take direct measurements for sizing purposes. These clarifications establish the operational constraints and measurement methodologies available to potential contractors responding to this solicitation.

Number Question USCG Response

1 Will vendors be allowed to use a drone to obtain the necessary measurements (They are asking about taking roof measurements.)?

As a commercial drone operator, the contractor will need to request an airspace authorization (waiver) to operate a drone in our FAA Class D airspace. When that request is submitted, the FAA will route it to our air traffic control tower and myself for approval.

2 Could you please confirm whether vendors are allowed to access the roof to take measurements for sizing?

No roof access is authorized.
