About this file
This is a Questions and Answers (Q&A) document for United States Coast Guard solicitation 70Z03826QS0000014, with responses provided on September 8, 2026.
The document addresses four key questions regarding exterior building cleaning services. Question 1 clarifies that offerors must maintain appropriate and legally required insurance coverage in accordance with federal, state, and local laws, with no exemptions granted for owner-operated businesses without employees. Question 2 provides corrected scope details, specifying that the approximately 96,000 SF figure was a rough estimate and should not be relied upon; Building 63 is approximately 323 ft by 829 ft by 20 ft tall with an estimated exterior wall area of approximately 46,080 SF, with all dimensions requiring verification by the offeror during site visits. Question 3 addresses wage classification, clarifying that the Government does not designate specific labor classifications for tasks not explicitly listed in Wage Determination 2015-4405; contractors must use professional judgment to select appropriate classifications such as Janitor or Laborer based on the physical duties of exterior building pressure/soft washing. Question 4 defines the cleaning scope as limited to designated walkways, loading docks, exterior stairs, and concrete/paved areas immediately serving HMF 1 and HMF 2, explicitly excluding the ramp side (back) of HMF 1 or 2 and larger concrete aprons or surrounding lot areas unless otherwise directed by the Point of Contact.

Number Question USCG Response
1 Regarding the insurance requirements in the Performance Work Statement, would the Government please confirm whether a North Carolina owner-operated business with no employees may document the applicable workers' compensation exemption, or whether workers' compensation and employer's liability coverage is required regardless of employee status for this contract?
It is incumbent upon the offeror to ensure they maintain the appropriate and legally required insurance coverage for all work performed under the contract in accordance with applicable federal, state, and local laws.
2 Hangar Wall Quantity: The solicitation provides 96,000 SF of wall area for HMF 1 and HMF 2. Based on the stated dimensions of 400 feet by 800 feet by 40 feet, 96,000 SF appears to represent The scope should be interpreted as limited to designated walkways, loading docks, exterior stairs, and other concrete/paved areas immediately serving Building 63, unless otherwise directed by the POC. Larger concrete aprons or surrounding lot areas are not included in the PWS. The exterior wall area of one hangar. Please confirm whether the 96,000 SF quantity applies to each hangar or is the combined quantity for both hangars.
The approximately 96,000 SF figure provided on 8/20 and 8/24 was a rough estimate and should not be relied upon as a final measured quantity. The contractor is responsible for confirming all dimensions, site conditions, surface types, access limitations, and equipment requirements prior to submitting a proposal and beginning work.
Building 63 is approximately 323 ft by 829 ft by 20 ft tall, with an estimated exterior wall area of approximately 46,080 SF.
Building 63 is approximately 323 ft by 829 ft by 20 ft tall, with an estimated exterior wall area of approximately 46,080 SF.
All dimensions should be verified by the offeror during the site visit.
3 Wage Classification: Wage Determination 2015-4405 includes classifications for Janitor, Laborer, and Window Cleaner, but none specifically identifies exterior building soft washing. Has a labor classification been designated for this work, or should the contractor submit a conformance request using SF 1444 after award?
The Government does not designate specific labor classifications for tasks not explicitly listed in the Wage Determination (WD). It is the responsibility of the contractor to review the existing classifications (such as Janitor or Laborer) and determine if the physical duties of exterior building pressure/soft washing conform to an existing class. The Offeror must use their professional judgment to select the appropriate Occupation Code.

4 Are HMF-1, HMF-2, and Building 63 the only areas requiring cleaning, or does the scope also include walkways, loading docks, stairs, concrete surfaces, or other exterior areas? Our facility tour was brief, and focused exclusively on the buildings during. No concrete or additional surface cleaning was discussed mentioned by our POC at that time.
However, I reviewed the updated Q&A sheet from August 27, 2026, which appears to reference these additional areas.
If concrete or other surfaces are indeed included, could you please clarify the exact sections to be cleaned? Depending on the scope, we may need to schedule another on-site visit if necessary.
No concrete on the HMF 1 or 2 ramp side (back) needs to be cleaned.
The scope should be interpreted as limited to designated walkways, loading docks, exterior stairs, and other concrete/paved areas immediately serving HMF 1 & 2, unless otherwise directed by the POC.
Larger concrete aprons or surrounding lot areas are not included in the PWS.
