Performance Work Statement Summary
This Performance Work Statement (PWS) Amendment 00001 for contract 70Z03826QS0000014 outlines requirements for pressure washing and exterior cleaning services at U.S. Coast Guard Base Elizabeth City, North Carolina. The contractor must provide all labor, supervision, equipment, materials, tools, safety equipment, and transportation necessary to clean the exterior of two facilities: HMF 1 & 2 Hangars (1060 Consolidated Road) and Building 63 Warehouse (1664 Weeksville Road). Work scope includes cleaning exterior walls, doors, windows, gutters, downspouts, overhangs, soffits, walkways, loading docks, exterior stairs, and railings where safely accessible. The contractor must conduct a mandatory site visit prior to proposal submission to evaluate conditions, verify dimensions, identify access requirements, and determine all necessary labor, equipment, and materials.
The contractor shall perform all work on weekends only, with standard hours of 8:00 a.m. to 3:30 p.m., Saturday and Sunday, subject to Point of Contact (POC) approval for alternative hours. Technical requirements mandate the use of low-pressure soft wash methods with water-based, biodegradable, pre-approved chemicals that do not damage painted surfaces, metal siding, concrete block, or aluminum panels. Pressure washing equipment is permitted with POC approval but only at pressures that prevent damage. All chemicals and cleaners require pre-approval by Environmental Compliance before use, and Safety Data Sheets must be submitted within five calendar days of contract award. The contractor must protect storm drains, waterways, and restricted airfield areas from discharge, collect all debris and paint chips, maintain comprehensive site cleanup daily, and restore the jobsite to equal or better condition upon completion. Government-provided utilities (electrical power and water) are available with contractor coordination required; the contractor must supply portable restroom facilities. Final acceptance is contingent upon POC inspection and confirmation of work completion, waste removal, environmental control maintenance, and site restoration.
