o ASI has 12 ECPs prepared for JFI.
o ASI continued efforts on various other ECPs.
o Additional information on specific ECPs can be found in Appendix
B.
o Highlights and status of major ECPs are summarized below:
016-16, MH-60T Engine High Side Failure with loss of Np and Torque indications. ASI has completed Contractor Final Inspection (CFI) and is prepared to conduct JFI.
012-15, MH-65Dx Automatic Flight Control System (AFCS), Flight Director (FD) & Control Loader System (CLS) Integration and 001-16, MH-65D1 AFCS/FD System Problem Report (SPR) Clearance. The software efforts under these ECPs have been completed and accepted by the USCG. ASI received the final documentation from the Control Loading Original Equipment Manufacturer (OEM).
ASI is awaiting final documentation updates from the AFCS/FD OEM. ASI was informed there is additional documentation, however the AFCS/FD OEM may have data rights issues to resolve prior to delivery.
007-15, MH-60T Cockpit Procedure Trainer (CPT) Telestra Upgrade. Site engineers have implemented the host side changes associated with the “test to speech” Automatic Terminal Information Service (ATIS) functionality on the Operational Flight Trainer (OFT), in a development environment. ASI is in the process of documenting the hardware changes made by this upgrade. ASI began and completed the integration and CFI phases on this effort on the CPT. Site engineers will conduct JFI on the CPT and OFT with the USCG when CFI is completed on the OFT.
003-15, HC-144B OFT Forward Looking Infrared (FLIR) Universal Hand Control Unit (UHCU). The UHCU is installed in the OFT and is functional. ASI is in the process of documenting the hardware changes made by this upgrade.
Installation of final minor hardware has been deferred until after the documentation has been completed.
026-14, Update the MH-60T CPT and OFT Embedded Global Positioning (EGI), Inertial Navigation System (INS) Model. Based upon research and Subject Matter Expert (SME) input, ASI conducted tuning of malfunction effects related to Receiver Autonomous Integrity Monitoring (RAIM) and Actual Navigation Performance (ANP) calculation and validities. As part of CFI phase, ASI noted issues with performing Stored Heading alignments. ASI engineers are currently working on addressing these issues.
014-14, HC-144A CPT Vibrations. Changes have been incorporated into the CPT Block Configuration Upgrade (BCU) software and hardware. ASI is in the process of documenting the hardware changes made by this upgrade.
ASI will attempt to schedule formal testing of this ECP once the documentation is complete.
013-14, HC-144B OFT BCU and 012-14, HC-144B RFTD
BCU.
• The Integrated Processing Computer (IPC) has been installed and in use since early November 2016 with no operational issues noted.
• Currently, three DRs remain open. The three open DRs are written up against the Enhanced Ground Proximity Warning System (EGPWS), and the same issues are present on the aircraft. These items were written up as DRs for tracking purposes and cannot be addressed until the issues are corrected on the aircraft. As of the end of this reporting period, these same discrepancies are still present on the aircraft.
• A list of open HC-144B OFT BCU DRs is included in Appendix A for tracking purposes.
• Engineering Change Notice (ECN) o One new ECN was generated this reporting period.
o Additional information on specific ECNs can be found in Appendix
C.
• The MH-65D2 motion system had been dropping offline occasionally, due to a Programmable Logic Controller (PLC) communication timeout ever since it was installed. The motion system OEM suggested a complete motion computer replacement. The replacement computer was received and installed in December. The OEM has recommended that we send the failed original motion computer in for repair, however they are not confident they have the capacity to duplicate the problem in house. The PC will be sent to the OEM evaluation and/or repair. Additional problems with the motion system were experienced this month. The motion system was failing to erect, for no apparent reason, on an intermittent basis. ASI worked closely with the OEM and motion system SMEs in our Tampa office. The motion systems settle switches could have been misaligned.
The switches were checked and adjusted and the system has not failed since. ASI is working with the motion system OEM to determine why this type of error would not have generated some type of error or warning message. At the end of the reporting period ASI believes this issue has been identified and corrected, however, we will leave the Maintenance Action Form (MAF) open for observation.
• ASI continues to monitor the MH-65D1 and MH-65D2 due to what is described by instructors as “aerodynamic lockups”, “pitch bumps” and “pitch sensitivity” issues. There were occurrences of both of the pitch issues, but no aerodynamic lockups this reporting period. ASI will continue to collect data and provide this information to the USCG.
• ASI engineers and technicians continued to support the USCG, and other contractors, with their efforts on programs contracted to other companies.
• ASI has continued to purge the obsolete records, parts, and equipment from the Flight Training System (FTS) facility. The obsolete parts will be removed from the annual inventory utilization report.

6. Trainer Performance Summary A. The Trainer Performance Summary (Device Utilization) for the reporting period is shown in Appendix G.
a) Aircrew Weapons Trainer (AWT):
1) There was no Chargeable Downtime (CDT) or Partial Mission Capability Quantity (PMCQ) during the reporting period.
b) HC-144 OFT:
1) There was no CDT or PMCQ during the reporting period.
c) HC-144 CPT:
1) There was no CDT or PMCQ during the reporting period.
d) MH-60T OFT:
1) There was no CDT during the reporting period.
2) There was a PMCQ of 0.57 for this reporting period. The
PMCQ was primarily attributed problems with projectors #2 and #5. Projector #2 was corrected by reseating internal cables and projector #5 was corrected by replacement of the input power fuse.
e) MH-60T CPT:
1) There was no CDT or PMCQ during the reporting period.
f) MH-65D1:
1) There was 0.3 hours of CDT during the reporting period. The
CDT was due to the loss of control loading forces. The crew elected to continue as is. The control loading PC was rebooted after they finished and controls resumed normal operations.
2) There was a PMCQ of 9.09 for this reporting period. The PMCQ was primarily attributed to issues related to problems with a Display Control Panel (DCP), the sim crashing for no apparent reason, failure of the pilots’ Inter-Communication(s) System (ICS) trigger switch, problems with the copilots’ headset cable, pitch oscillations in flight (when there should have been any) and AFCS yaw engage handle sticking. The DCP was replaced. The Host and Instructor Operator Station (IOS) required resetting to recover from the crash condition.
The ICS switch was replaced. See additional information in the Activities Summary section above for oscillation and airspeed issues. The headset cable was repaired and the yaw handle switch was cleaned.
g) MH-65D2:
1) There was 3.4 hours of CDT during the reporting period. The
CDT was due to a motion system failure, failure of an Image Generator (IG) node and the trainer locking up. The motion problem (we believe – this issue is being left open for observation) was corrected by adjusting the motion system settle switches. The IG issue required re-imagining multiple IG nodes. The host lock up was caused by an inadvertent mismatch when the Host was running under cm and the IOS was running under test.
2) There was a PMCQ of 11.78 for this reporting period. The PMCQ was primarily attributed to pitch oscillations in flight (when there should have been any) and issues with pitch sensitivity, loss of and or no motion, FD select panel issues, no radar display, loss of video on both forward displays and miscellaneous burnt out lights and loose hardware. See additional information in the Activities Summary section above for oscillation and airspeed issues. The FD select panel switches were cleaned and or replaced. The radar system required a restart. The forward displays were restored by resetting the projectors. Miscellaneous light bulbs were replaced and loose hardware was reattached/tightened.
h) Reconfigurable CPT (RCPT):
1) There was no CDT or PMCQ during the reporting period.

#1 Generator Failure and #2 Generator Failure
Note: this ECP applies to the MH-60T OFT & the MH-60T CPT.
Current functionality: During main generator failure, #1 or #2 GEN caution is displayed.
Desired functionality: Add a second #1 Generator Failure (SLOW SWITCH) and include the following symptoms: #1 GEN Caution, SAS 1 and AUTOPILOT disengaged, AFCS Degraded, SAS 2 Fail Advisory, Stabilator Caution. Also include momentary loss of #1 MFD, DCS2, V1, ICU, and ADC1. The momentary loss should appear as these items losing power for 2-3 seconds, but then coming back on line as the #2 generator picks up the #1 AC Primary and AC Essential busses.
Add a second #2 Generator Failure (SLOW SWITCH) and include the following symptoms: #2 GEN Caution. Also include momentary loss of #2 CONV, and #2 and #5 MFDs. Again, this should be a 2-3 second power loss, with the equipment coming back on line as the #1 Generator picks up the #2 AC Primary Bus and #2 DC Primary Bus.

Desired functionality: To have the same "gaming" areas and IOS visual/environmental cues control on both the CPT and
OFT.
Reason for the change: To allow the use of identical training scenarios on both the CPT and OFT. To be able to utilize the CPT as a fully functional backup device, with respect to training scenarios, for the OFT. This would also allow us to run virtually the same simulation code on the CPT that the OFT utilizes.
