Solicitation Number 70Z03818RS0000002
Amendment 0004
Questions and answers in response to Solicitation Number 70Z03818RS0000002 for the Integrated Maintenance, Operation, and Modification Support for Flight
Training Devices.
1. Question: Attachment 1 states the Period of Performance is "TBD mm/dd/yyyy -mm/dd/yyyy". Can the Government please clarify the dates to be used for pricing purposes?
Reference: Attachment 1
Answer: The dates are based on when the contract is awarded and will be determined at the time of contract award.
2. Question: Item 2 under Submission Requirements for Factor 1 states in the first bullet that resumes and signed contingent offers of employment for all key personnel are required or alternately an explanation of how a contractor anticipates recruiting qualified applicants is required. The second bullet refers to
FAR 52.222-17, Non-displacement of qualified workers and notes its applicability to this procurement. Since 3 of the 6 key on-site personnel labor categories are covered by the Service Contract Labor Standards, they would be covered under the provisions of FAR 52.222-17. Provided these incumbent employees are qualified, any successor contractor would be required to retain these employees.
This being the case, we request that the Government modify proposal requirements to only require resumes for the Site Manager, Engineer and
Information Assurance Systems Administrator labor categories.
Reference: Attachment 2, Contract Terms and Conditions
Answer: Will remain as written.
3. Question: Item 4 under Submission Requirements for Factor 1 requires an offeror to submit a total compensation plan for professional employees. An Employee
Compensation Plan contains more information than can be presented in 6 pages which is the page limit for the entire section. Will the Government consider excluding the Total Compensation Plan from the page limit?
Answer: Yes, the Government will exclude the Total Compensation Plan from the page limit. The table on page 13 of 30 is updated to read:
Factors & Sub-factors Description Maximum Pages Number of Copies
Factor 1 Technical Capability and Management 2 1
Sub-factor 1
Staffing and Key Personnel
(The maximum pages count does not include resumes or offeror’s total compensation plan.)
6 1
Sub-factor 2 Off-Site and Backup Support 4 1
Sub-factor 3 Organization and Management 2 1
Factor 2
Fa Past Performance 15 1
Factor 3 Price Attachment 1 1
4. Question: The submission requirements for Past Performance were revised in
Amendment 2 to read "…The offeror shall provide Attachment 7, Past
Performance Questionnaire for the following:
o Three (3) relevant contracts (references) completed within the preceding three (3) years."
The page limit for the Past Performance volume (shown page 13 of 30) is 15 pages, however, Attachment 7 states "The Past Performance Information Sheet shall be no more than three (3) pages in length for any contract (reference)."
Can the Government please confirm that the page limit for each contract cited is five pages?
Answer: Attachment 7, Past Performance Questionnaire, is updated to read, “The
Past Performance Information Sheet shall be no more than five (5) pages in length for any contract (reference).”
Remainder of Page Intentionally Left Blank
5. Question: Technical Exhibits 3, 4, 5, 6, 7, 8, 9, 12, and 13 note in sections (e.g.
Section 7, Technical Data Support Package) that "preliminary inventory will be available on-site during the Pre-Proposal Site Survey Conference." Since this conference was over a year ago, are copies of these preliminary inventories available and can they be made available to bidders?
Reference: Attachment 4, Technical Exhibits
Answer: All Technical Data Support Package (TDSP) material was made available at the Pre-Proposal Site Survey Conference due to the volumes’ amount of data and the onerous task that would be required make this material available by electronic means. The TDSP packages have not changed substantially since the Pre-Proposal Site Survey Conference.
The Government is willing to make all TDSP material available to potential offerors with the capability to fulfill this requirement again on Wednesday, January 3, 2018 from 9:00 am – noon Central Standard Time. The location will be the United States Coast Guard, Aviation Training Center located at 8501
Tanner Williams Road, Mobile, Alabama 36608-8322 in Wilks Hall Theater. A map of the Aviation Training Center is provided as Attachment 11.
Participants must register to attend this event. Interested companies shall complete and submit the attached registration form (Attachment 12) to Brandy
Moneymaker, Contract Specialist, at Brandy.L.Moneymaker@uscg.mil no later than December 28, 2017, 1:00 pm Eastern Standard Time. Registration is free and each company may register up to three (3) participants. The Government will not pay any costs associated with attending this event. No meals or beverages will be provided at this event. The Aviation Training Center is a secured facility. Base access will not be granted without prior registration. 6. Question: SOW 2.6.2 states “the contractor shall provide all necessary personnel and materials to design, develop, integrate, install, document, and test training device changes and modifications in accordance with this SOW and each
Government approved change and modification directive.” In addition, in
Attachment 9 the Government provides the Name of annual ECPs. To provide accurate assessment of the number and experience of personnel required, would the government provide additional details on the ECPs, i.e. technical details on each ECP or number of hours expended to complete In-House ECPs for each year or the number of engineering and engineering support hours expected to be used each year? Assessment of the complexity and asset requirements is essential to ensure the Government requirements can be met by the proposed staffing.
Reference: Attachment 3, Statement of Work
Answer: Historical Data (Attachment 9) was provided as an attachment to the subject solicitation. This is the extent of the information that will be provided.
7. Question: SOW paragraph 2.8.4, Travel states that no G&A costs will be allowed. G&A is an allowable costs. By FAR, contractors are not to allocate
G&A to some contracts and not others and therefore the contractor must allocate the G&A to travel whether it is reimbursed by the Government or not. If the G&A is not recoverable, the contractor loses money on each travel related expenditure.
Our first request is to ask the Government to reconsider reimbursement of G&A on travel.
If the Government will not reconsider reimbursing G&A on travel, please provide an estimate of travel on an annual basis (number of trips, number of personnel per trip, duration of each trip, location of travel, etc.), so that contractors can estimate the annual loss to be incurred on travel related expenses.
Answer: The Government has carefully considered this request and determined it in the best interest of the Government that G&A not be allowed on travel; will remain as written.
8. Question: SOW 3.5 lists the on-site personnel requirements. Can the
Government please confirm these personnel are currently on-site?
Answer: Yes these personnel are currently on-site with the exception of the
Information Assurance Systems Administrator which is a new position under this solicited requirement.
9. Question: SOW 3.8 states the contractor shall maintain a minimum of at least two personnel per shift. Can the Government please clarify if this is meant to be two
Engineering Technicians or simply a minimum of two personnel?
Answer: The two (2) person per shift requirement supports the requirement in
Statement of Work (SOW) Section 4.10.1. Handling energized equipment implies persons who are capable of operating and maintaining like equipment.
10. Question: Can the Government please identify the number of workspaces to be provided for SOW paragraph 6.4 to allow contractors to identify any additional space that will be required?
Answer: Workspaces are identified in Technical Exhibit 17. The Government will not consider additional contractor space. The Government also assumes that off-site modifications will be performed at contractor facilities until the installation and testing stages of the project.
11. Question: Can the Government please define "in house"?
Reference: Attachment 9, Historical Data
Answer: “In house” is contractor employees and resources located at the United
States Coast Guard, Aviation Training Center located in Mobile, AL.
12. Question: Were the efforts that have dollar values assigned performed completely by off-site personnel or do these dollar values represent additional off-site support that was required?
Reference: Attachment 9, Historical Data
Answer: Engineering Change Proposals in Attachment 9 with dollar values represent projects managed and performed by the contractor's off-site staff with sub-contractor support, where applicable.
13. Question: Can the Government please provide the following additional CDRL data?
- B003 Monthly Status Report for last 2 years
