L
L.10.(e)
The Final RFP combines Factors 1, 2, and 3 into a single Volume I. RFP Section L.10.(e) states that all volumes shall include the front matter such as Cover Page, Title Page, List of Illustrations, Tables and Glossary. RFP Sections L.11 and L.12, pages 9 and 16 indicate the front matter is required for each Factor. Would it be permissible to include only one "master" front matter for Volume I?
Yes. One master front matter for Volume I is acceptable.

L
L.14.(b)
Past Performance Narratives - Considering the amount of information required for the narratives and the space for a 3x5 image, would the government consider increasing the page allocation from 2 pages to 5 for each Past Performance Narrative?
No, the Government appreciates the question and suggestion however will not be extending the page count at this time.
3
L
L.7(5)
For purposes of the bid, can the offeror provide a single drawing for drawings that are common to both vessels with notation that it is common to both vessels? Can a single drawings with shared elements (such as a GA with common aft arrangements be supplied with notations as to differences)?
Yes. As part of the proposal, a single drawing may be submitted with appropriate annotation only if the drawing is identical for both variants.

551.3.12.1
Does the River Buoy Tender Variant require a jetting station as well? If not, is the large fire pump size suitable for jetting needed for the River Buoy Tender Variant as well? If not, are the compressors for the River Buoy Tender able to be smaller? (no air starting of engines is required)
Yes. The River Buoy Tender variant requires a jetting connection. The WCC System Specification (Attachment J-1) Section 521.6.13 is revised to delete "(Construction Variant)" and will state, "Jetting Station. A dual purpose fire station shall be installed forward of the crane pedestal to serve as a forward firefighting hose station as well as a jetting connection."

580.11.4
Our vessel design has a maximum bollard pull of about 37,000 lbs in the ahead direction and significantly less sideways and astern. Could the capstan static load be rated more appropriately to the maximum force the vessel can generate, say ~40,000 lbs? (This would be the SWL for the capstan and supporting structure. Actual load applied during design analysis is 2x SWL.
The USCG has clarified that the requirement is structural regarding the capstan and its foundation, but will not reduce the strength requirement. WCC System Specification (Attachment J-1) Section 580.11.4 is revised to state "The capstan and foundation shall be capable of withstanding a static (bollard) pull not less than 100,000 lbs."

Could a box beam type boom crane be proposed? Production lattice beams are generally considerably larger and may not be able to fulfill the proven similar operational experience requirement. Many existing USCG cutters do have box boom cranes for these type of buoy operations. Solid box beam cranes may also be more tolerant of off-axis loading than lattice boom crane.
No, a box beam type boom crane will not be considered acceptable for the Construction Variant. The USCG appreciates the question and suggestion however will not be making a change at this time.

582.4.3
No closed chocks seem to be shown on the working deck drawings
The working deck drawings, Attachments J-1B & J-1C, has been revised to reflect the location of the horned chocks required by WCC System Specification (Attachment J-1), Section 582.4.3 and will be provided.

589.2.14
We assume that if a central hydraulic system has failed, deck winches will not be available for moving a crane boom, and crane’s own hydraulic motors and cylinders may not be available due to failure of a hose, cylinder or other hydraulic system. Is a secondary source of hydraulic power suitable? Can bidders assume there are no failures of crane cylinders or slewing motors and the loss of hydraulics/power is only the central hydraulic power unit itself? Is a hand pump or accumulator a suitable source of power to secure the crane?
A secondary source of hydraulic power is acceptable to secure the crane in stowed position. A hand pump or an accumulator is an acceptable source of power. Offerors should consider a single point of failure of any component on the crane in addition to the loss of hydraulics/power for the central hydraulic power unit. WCC System Specification (Attachment J-1) Sections 589.2.14 and 589.3.8 are revised to clarify the requirements as follows:

589.2.14 The crane shall be capable of being returned in the stowed position when there is a single point of failure due to loss of electrical or hydraulic power or a component on the crane.

589.2.14.1 Any deck equipment used to return the crane in the stowed position shall ensure the forces do not exceed the equipment rating.

589.3.8 The crane shall be capable of being returned in the stowed position when there is a single point of failure due to loss of electrical or hydraulic power or a component on the crane.

589.3.8.1 Any deck equipment used to return the crane in the stowed position shall ensure the forces do not exceed the equipment rating.

580.10.1
TANDEMLOC AJ12A00-DS110” tie downs” are very large (~12” diameter cup) and have a 66,000 vertical load rating. Considering the weight of typical deck cargo to be restrained, and limited motions for this sort of vessel (only rated for small waves) perhaps a smaller fitting should be considered.
This specific fitting is standard in the fleet for ATON cutters and must be used. The WCC System Specification (Attachment J-1), Section 580.10.3 is updated to state, "Tie-down fittings shall be fabricated and installed in accordance with USCG Drawing FL-573-001. The support structure for each fitting shall be sufficient to achieve a minimum SWL of 6,000 lbs."

580.10.1
“The deck fittings shall be arranged in a grid pattern spaced 40 inches to 56 inches …Tie downs shall be located on deck stiffeners and/or transverse frames.”

This tiedown spacing (inadvertently) forces the Proponent to a structural arrangement defined by this grid spacing. e.g. long’l stiffeners at 24” spacing, stiffeners would have be to modified from 2 stiffeners @ 24” = 48” spacing to suit the tie downs. Unless there are strong reasons to impose this particular grid size, perhaps the approximate number of tiedowns should be specified for the working deck area, and the proponent should adjust the spacing in a reasonable rectangular grid to suit their structural arrangement?

The USCG concurs. The last sentence of WCC System Specification (Attachment J-1) Section 580.10.1 is updated to state "Tie downs shall be located on deck stiffeners and/or transverse frames or shall be backed up by local headers between stiffeners if located off primary deck structure."

100.2.4
Please confirm if pipes used for structural pillars/foundations need to be AH 36 steel or can be typical pipe specifications such as ASTM A106 or similar
The USCG confirms that structural pipes and tubes may be of a material other than AH36 steel as allowed by WCC System Specification (Attachment J-1) Section 078 and ABS. See response to Question ID# 15 for further clarification of Section 100.2.4.

100.2.4
Please confirm if AH 36 is to be used for internal structure as well as shell plate.
The USCG confirms. WCC System Specification (Attachment J-1) Section 100.2.4 will be revised to state, "The material for hull and the deckhouse (if steel), shall be higher strength steel of ABS Grade AH 36 or better. Such structure shall include shell, deck, and side plating, longitudinal and transverse stiffeners, girders, keels and keelsons, bulkheads, and transverse frames."

The NAVSEA icing condition (T9070-AF-DPC-010/079-1, Chapter 6), is not typical of mostly inland river vessels, and more suited for ships operating in winter in the North Pacific or North Atlantic. We expect that the icing as defined by the standard has not been a concern with the current fleet. The icing load is required to be added very far forward, because a warship type superstructure is envisioned, and this produces an adverse trim far exceeding the zero” bow down trim limits. Can consideration be given to (a) eliminating the ice loading condition (b) reducing the amount of icing likely to be present (c) allowing a relaxation of trim limits due to icing? Currently we find this standard impossible to satisfy.
The trim limits in WCC System Specification (Attachment J-1), Section 070 are not required to be met with icing.

This relief valve starves the engine of fuel and stops it when a fuel filter is dirty. A vacuum or pressure alarm that sounds to allow crew to change to the 2nd duplex filter would be safer than starving the engine of fuel and shutting it down without warning.
The USCG concurs. The WCC System Specification (Attachment J-1) Section 233.4.6.3 is updated to state the following, "233.4.6.3 Filters shall be duplex type and equipped with a differential pressure gauge. A relief valve shall be provided external to the filter casing to bypass oil around the filter to the fuel return line when the pressure drop across the filter housing exceeds manufacturer specified limits.

233.4.6.3.1 Alternatively, filters and strainers may be fitted with a relief valve to bypass fuel directly to the engine provided that the following requirements are met.

233.4.6.3.1.1 The PCS shall continuously monitor the differential pressure across the filter or strainer.

233.4.6.3.1.2 The PCS shall provide an alarm prior to opening the relief valve to indicate the filter or strainer needs changed. The alarm shall activate when the differential pressure is 75% of the value when the relief valve is set to open.

233.4.6.3.1.3 The PCS shall provide a separate alarm indicating the relief valve has opened."

These are extremely large loads (848 tons at bottom shell, if loads for 4 spuds are added together). It would be expected that the spuds would yield/fail long before such loads are achieved. How were these loads derived? ABS Rules for liftboats/jackup rigs do not give such guidance to our knowledge on forces on side wells
The USCG concurs. The spud well reaction loads are revised. The WCC System Specification (Attachment J-1) Section 180.1.9.1 will be revised to the following, "Each spud well shall be designed to withstand simultaneous horizontal reaction loads of 96 kip and 54 kip respectively where the well connects to the bottom shell plating and deck plating, applied in opposite directions. This couple shall be independently considered longitudinally and transversely. Hydrostatic loads shall be considered concurrently."

Our resistance calculations indicate the required engine power is >599 kW to obtain 11 knots at 85% MCR. EPA Tier 4 engines are required to be fitted for engines >599 kW. Can EPA Tier 4 engines, with associated SCR exhaust after treatment be fitted or will USCG obtain an exemption from EPA to allow fitment of Tier 3 engines for >599 kW engine power?
The USCG does not intend to obtain an EPA Tier 4 engine emission exemption for the WCC program. EPA Tier 4 engines with ABS approved emission abatement systems can be installed in the WCCs. The WCC System Specification (Attachment J-1) will be revised to state the following:

“233.2.5 Diesel engines shall comply with 40 CFR Part 1042 emission standards.

233.2.5.1 If exhaust emission abatement systems are required to achieve 40 CFR Part 1042 emissions then the systems shall be in accordance with ABS Guide For Exhaust Emission Abatement.”

Stowing an anchor below decks is contrary to typical CFR/Class rules and good marine practice. In case of loss of propulsion, it could cause a grounding or collision since the anchor cannot be deployed quickly. Could the anchor be stowed on deck for ease of deployment with the chain and synthetic line stowed below in a typical chain locker arrangement with a spurling pipe leading below?
No. The anchor, anchor chain, and synthetic line shall be stowed below deck within reach of the crane. WCC System Specification (Attachment J-1) Section 581.1.3.1 will remain unchanged.

This significant change reduces overall allowable hull beam by 5.56” because fendering is included in the 35.0 ft maximum beam (070.3.5.1.8). Hull displacement reduces by about 1.5%, a very significant reduction. In our experience split pipe fender is damaged or fractured quickly, leading to extensive internal rusting and costly removal and replacement of fender and hull plate. We suggest a 1/2” x 12” shear strake plate would be more robust and provide better protection than a split pipe fender without losing as much displacement. This is very common practice on US Great Lakes freighters which go through locks, barges on the West Coast, etc.
The requirement for half-pipe fendering as specified in Attachment J-1 Section 611.7.2. will remain unchanged.

We assume expanded metal bulkheads should not apply to ATON store, as the adjacent ATON workshop is air conditioned and the store is not. In this case could a joiner bulkhead be provided?
Joiner bulkhead will be acceptable. WCC System Specification (Attachment J-1) Section 621.5.3, which specifies use of expanded metal bulkheads in storerooms, is overridden by the need for an HVAC boundary, for which a joiner bulkhead is acceptable. The space is kept at 50F by unit heaters. The emergency generator will have a block heater and will start easily, even with cold outside air. Pre-heating the incoming air is not required for generator operation, is not typical commercial practice, and is not understood.
The USCG concurs. Attachment J-1G (PPD-512-001 WCC HVAC Design Criteria Manual), Design Criteria Sheet No. 2, paragraph 8(d) is revised to include "If Emergency Generator is provided with provisions to allow for starting in the service environments defined in WCC Systems Specifications 070, the unit heater may be omitted for the Emergency Generator Room only."

We typically supply fresh air with intake fans to the machinery space. There are no exhaust fans, just natural exhaust through louvres on the funnel(s). Some of the air supplied is consumed by the engines. Therefor the quantity of exhaust air will always be less than the intake air. Please provide clarification if such an arrangement could be acceptable.
The machinery space ventilation arrangement described in the question would not be acceptable. The proposed design will not meet the rate of change requirement for the machinery space (DCM sheet 2 special requirement 8b) or the negative pressure requirements (DCM sheet 2 special requirement 8i).

Our design does not have any diesel engines in the Auxiliary Machinery room. The auxiliary machinery room is not under the deckhouse, but further forward, near amidships and under the working deck. Please clarify if exhaust fans are required in this situation or if a supply fan and natural exhaust serving the space will suffice, not directed to the uptakes.
Mechanical exhaust, in accordance with PPD-512-001 (Attachment J-1G) Design Criteria Sheet No. 2, is required whether or not diesel engines are located within an Auxiliary Machinery room.

To clarify requirements for exhaust routing, Design Criteria Sheet No. 2, section 8(k) will be revised to state, "Exhaust fans serving Engine and Auxiliary Machinery rooms may discharge into uptake spaces. Machinery rooms with fixed firefighting systems installed that do not discharge to uptake spaces shall be provided with independent supply and exhaust systems."

ABS Part 5C, Chapter 7 Vessels Intended to Carry Passengers / Section 4 Structural Fire Protection, 3.5 “Crowns and casings of category A machinery spaces are to be of steel construction...” This requirement would prevent the use of aluminum for the aft part of the deckhouse above the machinery space, imposing a significant weight penalty. It would also be complex to join an aft steel deckhouse to a forward aluminum deckhouse. We would suggest aluminum be accepted, with A-60 fire insulation to protect the bulkhead separating it from the rest of the deckhouse. The overhead deck of the lower part of the machinery space is steel and would be fitted with A-60 fire insulation. The aluminum deck over the machinery space aft (boat deck) should also be protected with A-60 fire insulation to protect the cutter boats.
The USCG, in discussion with ABS, concurs that adequately insulated aluminum for structural fire protection is acceptable in an aluminum superstructure where the machinery space is above the strength deck.

WCC System Specification (Attachment J-1), Section 070 will be revised with the following requirements:

"070.10.1.2 Boundaries of category A machinery spaces constructed of aluminum shall have "A-60" rated insulation installed on the machinery space side.

070.10.1.3 Where category A machinery space, constructed of aluminum, shares a boundary with an adjacent space, the insulation installation shall be unrestricted."

Please clarify if the main deck is still allowed to form the top of the potable water tank
WCC System Specification (Attachment J-1) Section 532.5 is revised to clarify when the main deck is allowed to form the top of the potable water tank and is as follows:

532.2.3 Potable water tanks shall not be in direct contact with the shell plating.

532.5 POTABLE WATER STORAGE

532.5.2 Storage tanks.

532.5.2.1 There shall be two (2) potable water tanks and they shall be approximately equal capacity. Potable water tanks shall not share a common boundary with tanks or piping containing non-potable liquids. Cofferdams shall be provided, as necessary, around the tanks to ensure that the potable water will not be contaminated from other tanks or from the sea and shall have a minimum clearance of 24 inches.

532.5.2.2 Piping systems carrying non-potable liquids shall not pass above (within the same compartment) or through potable water tanks.

532.5.2.3 A deck may be used as the top of a potable water tank provided that it is within the confines of the deck house, there are no access or inspection openings therein, and that the seams are continuously welded on the inside of the tank. There shall be no deck fittings, rivets or bolts in that part of the deck which forms the top of the tank. No toilet shall be installed over that part of a deck which forms the top of a potable water tank.

532.5.2.3.1 When potable water tank tops are not sharing a common boundary with the deck above, a minimum of 24 inches of clearance shall be provided between the tank top and deck above.

We assume that sewage tanks can still be integral with the hull structure. Thus deck, side shell, and bottom structure must still be inside the tank. Only internal bulkheads can have structure that is external to the tank. If sewage tanks must be self contained, they add a very significant weight addition to the vessel. Please clarify the intent of this requirement.
The USCG does not concur with the assumption; the intent of the requirement in WCC System Specification (Attachment J-1) Section 593.2.2.5.5 is to have non-integral sewage holding tanks. 070.3.5.2.2
It is understandable why the government has proposed the introduction of the mentioned requirement into the specification. The Government has issued the Attachment J-1B WCC-SK-580-001 & the Attachment J-1C WCC-SK-580-002 and called them ‘contract drawings’ issued in the final RFP for the industry.

Many factors dictate a successful hull form, as well as interior and deck arrangement for the WCC. This includes a hull form that not only provides the least draft and optimal speed, with the use of least propulsion power, while being able to safely and efficiently conduct all the mission objectives of the WCC, and at the same time ensure that the WCCs are built and operated in a cost efficient manner. These can become challenging and conflicting requirements, to propose a balanced and properly designed WCC in an integrated format with careful attention to each detail.

Will the arrangement drawing provided by the successful offeror become the contract drawing after evaluation and contract award if a maximum flexibility be provided, which is in the interest of the Government? Because it will allow the industry maximum flexibility and will provide a unique benefit to the Government to enhance mission effectiveness and operational capability. This will allow the innovation, and ingenuity to arrange the variants of the WCC and their interiors and working deck to enhance and offer the best, safest, most cost competitive and efficient design solution for the cutter operations to the USCG. If the Government agrees with this, we recommend to submit the details of the departure/changes benifttable to the Government and attain the specific approval per J-1 Sec 042.3.2.1.

In order to satisfy the above, Please recommend the Government's intention such that the our design will both comply and exceed the requirements.

Attachment J-1B WCC-SK-580-001 and the Attachment J-1C WCC-SK-580-002 remain as ‘contract drawings'.
