C.1 Background

(a) The Coast Guard established the Waterways Commerce Cutter (WCC) Program to replace the capability provided by the Inland Tender Fleet. The fleet provides the USCG with the capability necessary to execute and support statutory and federally-mandated missions in Inland Waterways and Western Rivers (IW&WR) of the United States which fall into three main categories: (1) construction and maintenance of fixed aids; (2) positioning and maintenance of floating Federal Aids to Navigation; and

(3) repositioning, replacement, or removal of river buoys based on changes in water level and river conditions.

(b) The River Buoy Tender (WLR) and Inland Construction Tender (WLIC) cutter variants will be acquired on this contract. These variants are expected to be mostly common except for hull length, working deck layouts, and deck equipment, including the crane. They will provide the fleet with greater endurance, speed and deck load capacity than their predecessors, along with improved habitability and will accommodate mixed-gender crews.

C.2 General Statement Of Work

(a) The WCC Program intends to acquire an estimated 16 River Buoy Tender Variant cutters (WLR) and an estimated 11 Inland Construction Tender Variant (WLIC) cutters, collectively called WCCs under this contract, which are to be fully operational and sustainable over a projected 30-year life cycle. This solicitation seeks a Shipbuilder which can design and produce WCCs that provide long term supportability and affordability while complying with USCG technical and management requirements.

(b) The WCC will be designed with the following primary operational capabilities: Establish, Maintain, and Operate Aids to Navigation; Position and Perform Maintenance on Federal Floating Aids to Navigation on Inland Waterways; Position and Perform Maintenance on River Buoys; Position and Construct Beacons; Perform Maintenance on Fixed Aids to Navigation; Transmit/Receive Marine Safety Information; Provide Lift Capability; Perform Maneuverability/Sea Keeping; Launch/Recover Boats;

Escort Vessels; Provide Command and Control; Conduct Communications; Employ Sensors; Conduct Search & Rescue.

(c) This Contract encompasses establishing WLR and WLIC designs, constructing an initial WLR and WLIC based on those completed designs, and producing additional cutters up to a total of 16 WLR and 11

WLIC.

(d) The term “lead ships” within the context of this contract refers to the first WLR cutter and the first WLIC cutter designed and produced under this contract. These lead ships are also referred to as WLR-1 and WLIC-1.

(e) Tiered references may reference other technical standards without providing an effective date. If no version is specified in the contract the contractor shall use the revision in effect upon the release date of this solicitation.
