About this file
This attachment provides a vessel classification and certification guide for the Waterways Commerce Cutter (WCC) program. The guide is intended to assist shipbuilders in understanding the design and construction standards required for the American Bureau of Shipping (ABS) to classify the WCCs. Key details include:
-
The WCCs will be classed by ABS in accordance with their rules for steel vessels under 90 meters in length, noting classifications for government service within 50 miles of shore and maximum wave heights of 6.2 feet.
-
Deviations from certain ABS rules are allowed, such as using a depth plus 2.5 feet for structural calculations and 0.20 inch thickness for side bulkhead steel. Oily water filtering equipment will not be installed as the WCCs cannot discharge overboard.
-
The related federal contract opportunity is a small business set-aside solicitation from the U.S. Coast Guard to design and produce up to 27 WCCs, along with long lead materials, spares, training and support. Proposals are due by July 30, 2021 and one fixed-price contract with economic adjustments will be awarded.

The WCC Vessel Classification and Certification Guide
The WCC Vessel Classification and Certification Guide, or “Classing Guide,” is to assist the Shipbuilder(s) with understanding the design and construction standards that comprise the basis for the American Bureau of Shipping (ABS) to class the WCC. In accordance with the WCC System Specification, the cutter shall be classed in accordance with the ABS Rules for Building and Classing Steel Vessels under 90 meters (m) (295 feet or ft.) in length, 2019, hereafter referred to as the “ABS Rules,” with the following notations:
• ✠ A1
• Government Service – 50 Miles from Shore and 6.2 ft Maximum Significant Wave
Height
• ✠ AMS
• R2
• CRC
As the operational environment and mission requirements of the WCC differ from a traditional ocean going vessel classed by the ABS Rules and the USCG, and ABS have determined that various ABS Rule requirements are excessive in certain areas. This Classing Guide documents the specific areas in which deviations from the ABS Rules have been determined to be appropriate.
This Classing Guide does not levy additional requirements beyond the WCC System Specification or create additional work items.
The Order of Precedence shall be in accordance with WCC Specification Section 042.
Applicability of Part 5 of the ABS Rules
Unless otherwise noted, the WCCs will not operate as any of the vessel types listed in Part 5 of the ABS Rules, thus none of the requirements in Part 5 applies to the WCCs.
WCC Structural Design
It is anticipated that in accordance with ABS Rules 3-2-1/1, the Beam (B) to Depth (D) ratio (B/D) will be greater than 2, and will require special consideration and acceptance from ABS.
For the value of h, in ABS Rules 3-2-2/3.3, a value of D + 2.5 ft may be used, where D is as defined in ABS Rules.
For the value of h, in ABS Rules 3-2-2/5.1, a value D + 2.5 ft may be used, where D is as defined in ABS Rules.
For the value of t with regard to all tiers for side bulkhead thickness in ABS Rules 3-2-9/3.5, the value of 0.20 inch may be used for OS steel.

As the WCC operates almost entirely within areas in which it cannot discharge overboard and is required to contain any oily water onboard the vessel, the Oily Water Filtering or Separating Equipment, required by ABS Rules 4-4-3/5.15, shall not be installed.
The WCC requirements for Anchors and Anchor Handling systems for the WCC are located in the WCC System Specification section 580 and 581. The anchor shall be sized in accordance with 5-12-A1.
The WCC does not have requirements for traditional towing; the towing details required by ABS Rules 3-5-1 do not apply.
