E.2.6 160

The offeror shall provide copies of their subcontract agreements with their subcontractors. Offerors must submit a letter or some form of documentation confirming commitment between the offeror and subcontract that states the parties will finalize the agreement once the Government makes a final award. The agreements shall demonstrate a firm commitment by both the offeror and the subcontractor, even if all the specifics of terms and final pricing agreements are not finalized

In the Q&A, the question was asked, “For Volume 1 Section 5, does TSA want to see a draft subcontract agreement per subcontractor, or would a draft Master Subcontract Agreement Template to be used for all subcontractors suffice?” The Government response is, “TSA requests a draft of each subcontract agreement to be utilized.” With the size of the subcontract agreements and the number of copies required this could be over 15,000 pages. Would the Government please update directions for Volume I – Tab 3, Section 5 - Redacted Preliminary copies of subcontract agreements with OEMs (no page limit –does not apply to 150-page count) and Volume II - Tab 6: Unredacted Preliminary copies of subcontract agreements (no page limit) such that electronic submission is adequate, and no hard copy is required similar to Tab 4: Security Authorization Package, which states (no page limit; hardcopy submittal not required)?

RFP will be updated to show that only electronic submission is required for all subcontract agreements

Addendum #1 “ILS+Checkpoint+ Draft++RFP”

A.2.2.1 15

Unit pricing for CLIN X001 only applies to deployed, in-service TSE, as defined in Section C.8.8, Deployed Equipment, that are not covered under the manufacturer’s warranty and unit quantity totals may fluctuate in any given month.

The following sentence was removed: “TSE at the TSALC is excluded from Sustainment of TSE CLIN X001”. TSA has clarified via other questions that radiation surveys will not be required for TSE in the TSALC, but striking this entire sentence implies that equipment in the TSALC is no longer excluded from the sustainment efforts of this contract. Please confirm that the TSE in the TSALC will not require any sustainment efforts including preventative maintenance, corrective maintenance, or radiation surveys

Confirmed, the TSALC will not require any sustainment efforts. The stand alone sentence, "TSE at the TSA Logistics Center (TSALC) is excluded from Sustainment of TSE CLIN X001." remains. The TSA had only deleted a duplicate of this sentence in the previous amendment.

A.3 23

The base period shall include the transition-in period for this contract. In the Q&A, the question was asked, “For consistency across offerors for picing purposes, please provide a contract start date." The Government response is, "For proposal purposes, offerors should assume a contract start date of April 1, 2025." Would the Government please clarifiy if this is the assumed start date for Option 1, or is this the assumed start date for the Transition-In (Base) Period?

The April 1, 2025 should be the presumed start date for Option 1, not transition.

RFP Table E.2.6 Attachment F2

160 The Past Performance template F2 instructions state "Offerors are limited to one (1) page per reference." The proposal requirements table in Section E.2.6 states Tab 2 Past Performance is 2 pages per reference.

Please confirm Past Performance citations are 2 pages in length. An updated Attachment F-2 will be provided as part of Amendment 2

RFP E.2.5.3 Email Copy 159 Microsoft Word is the required format for the Volumes I & II.

Microsoft Excel is the required format for the price proposal included in Volume II.

This question has already been asked, but the answer was not clear. Will the Government please allow the Word documents of the email submittal to be made in pdf form due to large file sizes?

For any documents required to be submitted in MS word, pdf is also an acceptable submission form.

Documents required in excel must remain in excel, not pdf.

RFP Table E.2.6 Section 5 - Redacted Preliminary copies of subcontract agreements with OEMs (no page limit) Tab 6: Unredacted Preliminary copies of subcontract agreements (no page limit)

Would the government allow the redacted and unredacted copies of the subcontract agreements to be delivere electronically only? Section 5 and Tab 6 could be as large as 800 - 1,000 pages each.

RFP will be updated to show that only electronic submission is required for all subcontract agreements

RFP C.8.1.2.2 PM Periodicity Requirements C.8.8.1 Deployed

C.8.1.2.2 PMs are not required if the unit is in storage greater than 90 days in accordance with Section C.8.8 Deployed Equipment, of this PWS.

C.8.8.1 For the purposes of this contract, “deployed” TSE means equipment and its associated peripherals (e.g., carts, monitors, servers, switches, etc.) in a location other than the TSALC, including the airport, airport storage, airport rigger’s warehouses, non‐airport facilities such as TSA testing and training locations, and additional locations as designated under TSA Loan Agreements.

This question was previously asked. The answer was that radiation test are no longer required for TSE at the TSALC. Our understanding is that equipment in storage for any period of time do not require preventative maintenance. Please update the PWS to state that the PMs are not required for any equipment in storage for any length of time.

The requirement for PMs ceases to apply to TSE as soon as the TSE is removed from the sustainment CLIN.

File details come from the government source that posted it. Updated .
