Security DHS Office of Procurement Operations DHS HSPD-12 Program Overview Reid Baldwin, OCSO HSPD-12 was issued on August 12, 2004, and calls for a mandatory, government-wide standard for security and reliable ID for all its employees and employees of federal contractors to access federally-controlled facilities and networks.
Established in 2006, the DHS HSPD-12 Program, under the DHS Office of the Chief Security Officer, leads and coordinates initiatives, policy implementation, and procedures for the issuance of DHS PIV Cards, as well as other DHS Authorized Credentials and services that facilitate trusted physical and logical access to DHS controlled or leased facilities and IT networks.

Question 1. Please discuss the requirements of the Orals and Demonstration.
Question 2. Does the Government intend that part of the evaluation includes a prototype demonstration?
Question 3. The TRP Pre-Proposal Conference Notice - 70RDAD22R00000001.pdf document sets a deadline for questions of Wednesday, December 15, 2021 at 10:00 am EST, and the RFP - 70RDAD22R00000001 - HSPD-12 TRP - 12-10-2021 (Draft).pdf document sets a deadline for questions (regarding Draft Solicitation) of Thursday, December 23, 2021, 10:00 AM EST. Could the government please advise if it will accept additional questions through the December 23rd deadline?

Question 7. HSAR Class Deviation 15-01 (e), pages 26, 27, and 28 of 78 - The document defines a long term obligation of the initial integration and configuration awardee to keep the ATO and privacy certifications current for a period of up to 10 years. If a separate award is made for O&M to a separate entity, could DHS specify how the awardee is expected to maintain the ATO and privacy certifications?
Question 8. Will systems developed or COTS obtained be required to be on any specific system such as on-premises or are cloud systems (IaaS, PaaS, SaaS) applicable? If cloud (IaaS, PaaS, SaaS) is acceptable, is there any restriction on cloud providers?
Question 9. During Orals, government has stated only 5 people are able to have speaking roles. Does this preclude additional staff performing non-speaking tasks during the demonstration?

Question: We believe that there was a change in total funding to the IDIQ total- is there a change in scope of the work?
Question: Will there be a Table B provided?
Question: Will the Government answer all questions submitted by vendors that were sent for this conference?

Question: Question: Page 67, Section 4.3.1 indicates that the page limitation for Step 1 / Factor 1 is 10 pages, while Section 4.4.1 indicates 9 pages (3 pages per DE/PPIF). Will the Government please confirm 10 pages is correct as that will allow Offerors to provide the Government with summary description of the projects listed in the remaining 9 pages including salient information for evaluator’s ease of reference such as whether the past performance is from the Offeror or Subcontractor, alignment to SOO objectives, etc.
Is DHS looking for Data Protection (data at rest and data in transit encryption) as part of the total package? thinking about the perso bureau data transfer and protecting PII data in transit. OR is DHS expecting solution to integrate into existing data protection technologies?

Question: I understand there's plans to move to a centralized card issuance model in time. Will this project involve the replacement of some of the older desktop printers in the field ?
Question: Along with the Oral presentations, does the Government intend to require Offerors provide a “live” or “taped” demonstration of system functionality?
