ATTACHMENT XI

Labor Category Descriptions

Application Developer

Researches, analyzes, and modifies programming systems including encoding, testing, debugging, and installing to support the organization's application system. Consults with Users to identify current operating procedure and to clarify program objectives. Assists in writing manuals for Users to describe installation and operating procedures. Applies fundamental concepts, processes, practices, and procedures on technical assignments.

Senior Engineer

Provides highly technical and specialized guidance, and solutions to, complex information systems challenges.

Thorough understanding of technical systems architecture; able to "dive deep" to determine root cause of issues across technical domains. Participate in planning initiatives for system build, testing and configuration.

Interact with designers to convey possible software interface. Ability to apply security principles and mechanisms to enterprise systems designs. Has an understanding of credentials, authentication and authorization principles and design alternatives. Knowledge and experience with NIST Risk Management

Framework. Experience in the detailed plan, design, and execution of complex, cross-domain enterprise solutions.

Requirements Analyst

Works with product owners and customers to interpret software requirements and design specifications.

Reviews material for accuracy, progress, adherence to the design concept, and system standards. Translates technical information into clear, readable documents to be used by technical and non-technical personnel.

Provides direction for software development tasks, including the review of artifacts for correctness, adherence to the design concept and to user and regulatory requirements.

Senior Software Engineer

Responsible for application design, coding, testing, debugging and documentation. Has knowledge of all phases of the SDLC process. Responsible for quality assurance review. Manages software development and support using formal specifications, data flow diagrams, other accepted design techniques, and Computer

Aided Software Engineering (CASE) tools. Translates software requirements and design specifications to code and integrates and tests software components. Formulates and defines system project objectives through research and analysis.

Testing Specialist

Provides testing and evaluation expertise to validate the proper implementation of new requirements involving complex hardware and software systems. Must be capable of developing and executing IT software tests and evaluating results to ensure compliance with applicable regulations and user requirements. Must be able to prepare test scripts and all required test documentation. Review’s test results and evaluates for conformance to design. Directs and participates in all phases of User Acceptance, Regression and Integration testing.

System Engineer

Performs the planning, development and implementation of hardware, operating system and application software products. Develops and writes technical specifications, and user guides. Provides technical leadership and direction on the implementation of complex enterprise systems and solutions. Serves as the technical expert to support business process improvement practices and methodologies, activity and data modeling, transaction flow analysis, internal control and risk analysis, and performance measurement techniques.

System Administrator

Ensures long-term requirements of systems operations and administration are included in the overall information systems planning of the organization. Responsible for the installation, maintenance, configuration, and integrity of computer software. Implements operating system enhancements that will improve the reliability and performance of the system.

Senior Network Engineer

Provide technical expertise and direction for network design, implementation, and operations tasks. Applies expertise to support routed networks addressing schemes, design of network links for internal and external systems, build and configure network enclaves with IP routers, and segment network traffic. Makes recommendations for approval of major network updates and installations. Design and prepare technical reports and related network design documentation. Responsible for ensuring the quality and services delivered for a particular task.

Senior Consultant

Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry standards. Includes analysis of business and user requirements, documentation of requirements, and translation of requirements into formal system requirements specifications. Provides consultation on complex projects and is considered to be the top-level contributor / specialist in most phases of systems analysis. Considers the business implications of the application of technology to the current and future business environment. Develops and maintains capabilities for the enterprise that are in line with the strategic goals.

Engagement Manager

Serves as the lead interface with the client’s COR and other client program management personnel.

Responsible for the overall task performance and supervision of contract personnel assigned. Plans and develops methods and procedures for implementing program, directs and coordinates program activities, and exercises direction over personnel responsible for delivering specific functions or phases of program. Selects and assigns personnel according to knowledge and experience. Provides governance and oversight, develops and enforces work standards, communicates program policies, purposes and goals to subordinates; organizes resources to support multiple projects, develops and reviews project status, and manages contract personnel costs. Must hold a Project Management certification (i.e. Project Management Professional (PMP) certification or other equivalent/recognized Project Management certification).

Enterprise Security Architect

Provides thought leadership, technical and policy guidance, and solutions for addressing complex cyber, information and system security problems. Analyzes and defines security requirements at the program and system level. Develops technical solutions including: information operations and analysis related to security intrusion analysis, systems & vulnerabilities, network security and advanced security analytic tools.

Experience with information technology and cyber security practices. Experience implementing network and system security controls. Experience with two or more of the following: System Security Assessments, Cyber

Policy, Data Security, Intrusion Analysis, Continuous Diagnostics and Monitoring, Vulnerability Management.

Functional Analyst

Performs high-level analysis and support related to statutory requirements and compliance, agency mission, strategic goals, business process reengineering, implementation plans, and/or integration of IT investment processes to other procedures and disciplines. Experience inferring application specific requirements from Use

Cases. Experience interpreting and creating business models, system models, domain models and sequence diagrams.

Hardware Security Engineers

Manage overall scope of an integrated security solution. Implement the protocols required for the integration of multiple security disciplines to include infrastructure, connectivity, hardware, and software. Responsible for the overall selection of manufacturer and equipment required to implement the design solution. Develops requirements and specifications and serves as overall solution analyst, responsible for planning coordinating and controlling engineering operations. Also responsible for testing and validating system performance.

Help Desk Support

Provides support to end users on a variety of operational issues. Identifies, researches, and resolves technical problems. Responds to helpdesk calls, email and personnel requests for technical support. Documents, tracks, and monitors the problem to ensure a timely resolution.

HSPD-12 Enrollment/Card Issuance Support Specialist

Provides services to support issuance such as document storage, fingerprint capture, and verification of biographic and biometric data. Manages the HSPD-12 lost/stolen/compromised PIV card process to include providing instructions to users, tracking and monitoring submitted Reports of Surveys (ROS). Maintains knowledge of LACS and PACS registration, use, issues, and remedies to assist end users.

ICAM Architect

Experience with ICAM tools development/implementation, infrastructure/technology environment, including understanding of ICAM tools such as SailPoint, CyberArk, etc. Advanced knowledge of identity technologies / concepts, AD, SSO, federated identities, ICAM security knowledge, credential and access management tools and services, PAM, SAML, OIC, SCIM, federal regulations such as NIST guidelines, and security regulations.

Advanced understanding of ICAM technology infrastructure and server topology; comprehensive knowledge of hardware, software, application, and systems engineering. Ability to assess existing ICAM solutions and make recommendations on best practices for architectural components. Experience in developing TO-BE architecture, concept of operations, and transformation roadmaps

Information Engineer

Performs as an applications programmer on large-scale database management systems, knowledge of computer equipment, and ability to develop complex software to satisfy design objectives for requirements such as GIS data / metadata standards, Cloud Computing multi-tenancy data, data virtualization strategies for delivering Storage as a Service, and Platform as a Service information management. Works with Ada, SQL, JAVA, .NET, ArcXML, ArcIMS. ArcSDE, Oracle Spatial, third/fourth generation languages, XML, SOAP, REST, resource pooling, and rapid elasticity in the design and implementation of systems and using database management systems.

Logistics Analyst – Supply Chain Management

Supports the efforts to manage the entire lifecycle of ICAM related products and consumables. Responsible for preparing material status reports and briefings for program management and customers. Responsible for directing physical inventories and adjusting and/or maintaining inventory account records. Responsible for initiating, shipping, tracking, expediting, receiving and inspecting for conformance all repairable materials through government and contractor systems. Applies in-depth knowledge of warehousing, packaging, handling, and shipping & receiving material. May utilize Salesforce, Sunflower, and other tracking applications.

Mobile Solutions Engineer

Provides support by researching upcoming mobile Operation System (OS) updates and their effect to existing derived credential issuance systems. The engineer will analyze upcoming changes to mobile OS's and Mobile

Device Management (MDM) solutions and provide guidance on the impact to the Program's mobile derived infrastructure along with a planned resolution for each issue identified. Must have in-depth knowledge of the following technologies: Account Management functions in Active Directory, Mobile device management for

Smartphone/mobile device (iPhone, iPad, Windows tablet), PC/laptops (Windows 10), Outlook Web

Application (OWA), MS Office 365 / SharePoint, various mobile technologies and operating systems (iOS, Android, Windows).

Network Engineer

Provides in-depth engineering analysis of network alternatives for organizations in support of their strategic modernization efforts and network enhancement design for medium and large-scale infrastructures. Provides interface support to end users, operations personnel, and strategic program management. Monitors and responds to hardware, software, and network problems. Provides routine testing and analysis of all elements of the network facilities (including power, software, communications machinery, lines, modems, and terminals).

Operations Manager (Data Communications)

Manages all aspects of the daily operation for data network(s) in either a stand-alone data network environment. Develops project plans for the implementation of new data technology and systems. Directs technical analysis of complex software, hardware, and transmission systems. Coordinates with vendors involved in providing communication activities.

Operations Systems Manager

Provides assistance and oversight for all information systems operations activities, including computer and telecommunications/communications operations, data control, operations support, operating systems programming, system security policy procedures, and/or web strategy and operations. Provides input to policy level discussions regarding standards and budget constraints.

Software Developer

Formulates/defines specifications for complex operating software programming applications or modifies/maintains complex existing applications using engineering releases and utilities from the manufacturer. Designs, develops, troubleshoots, debugs, and implements software code (such as HTML, API, and JavaScript) for a component of system. Participates in development of software user manuals.

Software Systems Engineer

Designs and develops new software products or major enhancements to existing software Addresses problems of systems integration, compatibility, and multiple platforms. Responsible for project completion. Performs feasibility analysis on potential future projects to management.

Software Test Engineer

Subject matter specialist providing testing know-how for the support of user requirements of complex to highly complex software/hardware applications. Directs and/or participates in all phases of risk management assessments and software/hardware development with emphasis on analysis of user requirements, test design and test tools selection.

Solutions Architect

Assist with assessing business objective and conducting gap analysis of existing versus needed capability.

Evaluates business requirements and develops potential technical solutions to meet business needs and supports analysis of alternatives for best fit. Evaluates technical trends and provides recommendations for technology and architecture to meet business objectives. Performs research on emerging technologies to support proof-of-concept (POC) capabilities and identify future solutions for the organization.

Senior Security Subject Matter Expert

Provides expertise for the Design, development, testing, documentation, of software products in accordance with specifications. Ability to perform the following: overall system design of a security COTS product, IT security system knowledge security standards expertise and general support for improving security posture of overall system; secure integration with other COTS and legacy products using programming and UI interfaces;

impact analysis on system components as well as deployment environment. Highly knowledgeable about the cybersecurity threat scape (and keeping up to date with the security industry).

Systems Operations Specialist

Monitors, controls, and maintains the operations of computer networks and associated peripheral equipment. Provides technical and staff support to network operations centers (NOC) and security operations centers (SOC) with monitoring the status, security and performance of computer networks.

Investigates and resolves computer operations problems and security threats.

Training Specialist

Develops, disseminates, and instructs computer-based training. Develops and revises training courses and prepares appropriate training catalogs. Develops courses and instructional material to educate technical and non-technical personnel in ICAM related subject matter. Prepares instructor materials (course outline, background material, and training aids, etc.). Prepares student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms, etc.).

Technician (Mid-level)

Provides support to end users for either PC, server, or mainframe applications and hardware. May interact with network services, software systems engineering, and/or applications development to restore service and/or identify and correct core problems. Simulates or recreates user problems to resolve operating difficulties. Recommends system modifications to reduce user problems. Provides root cause analyses for all issues and briefs leadership.

Project Manager

Function as workgroup leader for a project team or function as a technical specialist. Support development of

Project work plan and effort estimates for the solution to support overall Project work plan development.

Provide financial input on department or project budgets, capital expenditures or other cost estimates as requested. Provide assistance and work direction to aid other team members in their development. Plan and coordinate complex implementation overseeing quality control of systems functional design and implementation, client operations design and implementation, and client training and conversion. Must hold a

Project Management certification (i.e. Project Management Professional (PMP) certification or other equivalent/recognized Project Management certification).

IT Program Manager

Manage multiple teams and the ability to set and promote strategy across various facets of the business and technology portfolios. Provide technical guidance and make proper technical decisions. Interact with different groups and various levels of a large organization. A strategic thinker who can focus on process improvement at the enterprise level. Ability to lead and direct a team of technologists and business analysts whose main focus will be to implement and maintain technology platforms and systems.

IT Training Manager

Develop and maintain a training regimen for IT systems to the entire staff. Managing and adapting the training regimen to suit the evolving technology needs of the organization. Scheduling and performing daily, weekly, monthly, and quarterly training sessions as needed. Create supporting materials and videos as needed. Partner with program management and training and communication teams to provide training resources for onboarding new staff. Provide periodic information sessions about IT topics in partnership with subject matter experts.

Change Management Specialist Provides technical support to Program Manager by documenting solutions to information systems.

Recommend and implement automated tools for managing SDLC activity, inputs and outputs. Establishes and maintains a process for capturing and tracking the design and development of all hardware implementation and software development activity. Describes provisions for configuration identification, change control, configuration status accounting, and configuration audits. Maintains continuity of products and artifacts while ensuring conformity to program directives and regulations.

Enterprise Architect

Supports and participates in the conceptualization and development of technology policy, methodologies, models, techniques and strategies. Works independently or leads a development or engineering team in designing and developing new solutions or major enhancements to existing complex IT systems/solutions.

May lead or support enterprise-wide strategic system planning, information planning, business studies, and analysis. Manages the purchase, installation, and support of hardware/software. Develop high level network diagrams, database schemas and interface diagrams

IT Security Specialist

Experience with implementing information technology and cyber security practices. Experience implementing network and system security controls. Must have experience with two or more of the following: System Security Assessments, Cyber Policy, Data Security, Intrusion Analysis, Continuous Diagnostics and Monitoring, Vulnerability Management.

IT Senior System Engineer

Performs the planning, development and implementation of hardware, operating system and application software products. Develops and writes technical specifications, and user guides. Provides technical leadership and direction on the implementation of complex enterprise systems and solutions. Serves as the technical expert to support business process improvement practices and methodologies, activity and data modeling, transaction flow analysis, internal control and risk analysis, and performance measurement techniques.

Database Specialist

Ability to create and maintain MS SQL Server Management Studio database tables, queries, views, forms, reports, macros, and stored procedures. Experience with monitoring database performance and designing database management tools Supporting application design by contributing expertise to applications, operations, and technical support teams. Manage exporting and importing data across database systems. Prepare documentation for all database procedures and guidelines. Provide high-level support to customers on a daily basis and assist with database enhancements and modifications.

Senior Database Management Specialist

Oversee the efforts of less senior database staff and/or be responsible for the efforts of all staff assigned to database implementation and maintenance. Experience administering, testing, and implementing enterprise scale databases, applying knowledge of database management systems. Plan, coordinate, and implement security measures to safeguard databases. Maintain databases within an application area, working individually or coordinating database development as part of a team.

IT Operations Specialist

Experience applying system performance measurement techniques to ensure optimal and cost-effective operation of computing resources. Experience developing system documentation, maintenance procedures and best management practices for complex computing systems. Experience configuring, administering, and supporting key computing infrastructure elements including virtual machine infrastructure, on-prem servers, workstations and end user, technical support systems.
