1 Amendment 4, Question 18 The government clarified that Offeror should price their complete solution based on 120,000 Derived
Credentials. However, the government did not clarify for both the 400,000 Identities Licenses and
120,000 Derived Credential Licenses if the government was providing the required PKI licenses from the Treasury PKI system as GFE or if the Offeror is required to incorporate those cost into its pricing model for a complete solution. Clarifying Question: Can the government please clarify if the government or the Offeror is responsible for all Treasury PKI license cost.
The government intends to purchase PKI license through the vendor. The vendor cost proposal should include the PKI license cost.

Answer: The government intends to purchase PKI license through the vendor. The vendor cost proposal should include the PKI license cost.
Given that the technical architecture diagram in section 3.5 of the SOO shows PKI as not-in-scope for
TRP, please confirm if the reference to “vendor” in the answer provided does not refer to the awarded contractor for TRP, rather “vendor” refers to the provider (Treasury/Entrust) from whom
Government would be purchasing PKI license directly.
The government intends to purchase PKI license through the
TRP vendor. The TRP vendor cost proposal should include the PKI license cost. The Government intends to use the licenses purchased from the TRP vendor and provide to
Treasury for DHS use.
