About this file

This document is a security plan outlining procedures for managing responder lodging locations during disaster operations, specifically addressing the role of Security Managers and the Office of the Chief Security Officer (OCSO) in safeguarding personnel and assets.

The plan establishes that OCSO must be integrated into site selection for all disaster facilities from initial planning stages, with either in-person or virtual assessments required. Security selection criteria for responder lodging sites include proximity to disaster operations, adequate security infrastructure (perimeter security, access controls, surveillance systems), safe evacuation routes, capacity to house Security Managers, and secure storage for sensitive equipment and firearms. Security Managers are assigned dedicated lodging positioned strategically near dormitory entrances or security checkpoints, with responsibilities including routine security assessments, protocol implementation, coordination with local law enforcement, surveillance system management, and incident reporting to OCSO leadership. The plan mandates entry and exit logs for accountability, weekly briefings between Security Managers and operational leadership, Video Surveillance System (VSS) implementation where applicable, secure mobile communication devices for Security Managers, and handheld card readers for access control by Protective Security Officers. Compliance with federal, state, and organizational mandates is required, with periodic audits, post-operation debriefings, and After-Action Reports (AARs) utilized to assess effectiveness and improve future security planning for disaster response operations.

Security Equities in Standing Up Responder Lodging Locations During Disaster Operations I. Introduction The purpose of this plan is to discuss the role of Security Managers in standing up Responder Lodging locations during disaster operations. Security Managers play a critical role in safeguarding disaster response personnel, assets, and operational effectiveness. This plan outlines the procedures for site selection, lodging arrangements, security oversight, coordination, and responsibilities to enhance security resilience and ensure operational continuity.

II. Objectives

· Integrate the Office of the Chief Security Officer (OCSO) in the site selection process for all disaster facilities, including Responder Lodging.

· Provide a clear framework for security management and oversight at Responder Lodging locations.

· Ensure Security Managers are housed at Responder Lodging locations for rapid response and incident oversight.

· Enhance coordination between security personnel and disaster response teams.

· Establish standardized security protocols at all designated lodging locations.

III. Site Selection Process A. Role of the Office of the Chief Security Officer (OCSO) in Site Selection

· OCSO must be involved in the selection of all disaster facilities, including Responder Lodging sites, from the initial planning stage. If an in-person assessment is not feasible, a virtual assessment must be conducted.

· OCSO will perform risk assessments and threat analyses of potential lodging sites.

· Security requirements and infrastructure needs will be documented and incorporated into the final site selection.

· OCSO will collaborate with logistics, operations, and facility teams to ensure compliance with security standards.

· OCSO will coordinate with local law enforcement to understand historical crime statistics.

B. Security Selection Criteria for Responder Lodging Sites

· Proximity to disaster response operations.

· Adequate security infrastructure (e.g., perimeter security, access controls, surveillance systems).

· Safe ingress and egress routes for emergency evacuations.

· Capacity to house Security Managers alongside responders without compromising security.

· Availability of secure storage for sensitive security equipment, firearms (if armed security is housed at Responder Lodging), and confidential documents/PII.

IV. Housing Arrangements for Security Managers A. Designation of Security Manager Quarters

· Security Managers will be assigned dedicated lodging within each Responder Lodging facility.

· Security Manager lodging should be strategically positioned near the entrance of the dormitory area or at security checkpoints.

· Responder Lodging leadership, along with on-duty Protective Security Officers, must familiarize themselves with the Security Manager’s lodging location and immediately notify them in the event of an incident.

B. Access and Identification Requirements

· Security Managers will ensure all individuals entering Responder Lodging facilities are credentialed and authorized.

· Entry and exit logs should be maintained for accountability.

· Access controls will be reinforced to prevent unauthorized entry.

V. Security Oversight at Responder Lodging Locations A. Duties and Responsibilities of Security Managers

· Conduct routine security assessments and risk evaluations.

· Implement security protocols for Responder Lodging facilities.

· Coordinate with local law enforcement and emergency services for incident response.

· Manage surveillance operations (if a Video Surveillance System (VSS) is installed) and enforce access control measures.

· Report security incidents to OCSO leadership and relevant disaster authorities.

B. Emergency Response and Contingency Planning

· Develop site-specific emergency action plans for Responder Lodging.

· Conduct security drills and training exercises where feasible.

· Maintain direct communication channels with disaster leadership.

· Establish shelter-in-place and evacuation procedures for assigned Security Managers and responders.

VI. Coordination and Communication A. Collaboration with Disaster Response Leadership

· Security Managers will participate in weekly briefings with operational leadership to ensure security expectations are met.

· Security concerns and incident reports must be communicated to OCSO and disaster leadership immediately, followed by a comprehensive report once relevant details are received.

· OCSO will serve as the primary liaison for overarching security policies, integration, and enforcement.

B. Technology Integration

· Implement a VSS security system at Responder Lodging if applicable and necessary.

· Equip Security Managers with secure mobile communication devices (e.g., radios).

· PSOs integrate and utilize handheld card readers for access control.

VII. Compliance and Continuous Improvement A. Regulatory and Policy Adherence

· All security operations at Responder Lodging must comply with federal, state, and organizational mandates.

· Security Managers will conduct periodic audits to ensure adherence to security policies.

B. Review and Enhancement of Security Measures

· Post-operation debriefings will be conducted to assess security effectiveness.

· Lessons learned and After-Action Reports (AAR) will be utilized to improve future security planning.

VIII. Conclusion The integration of Security Managers at Responder Lodging locations is a critical component of disaster response security operations. By ensuring their presence and embedding security best practices within Responder Lodging facilities, this plan enhances the protection of personnel and mission-critical assets. Through strategic coordination with the Office of the Chief Security Officer and adherence to security protocols, disaster response personnel can operate with increased safety and efficiency in high-risk environments.
