About this file
This document establishes the evaluation factors and technical requirements for FEMA's Request for Proposal (RFP) 70FBR42700000001 for Level II armed protective security guard services. The Federal Emergency Management Agency seeks proposals from contractors to provide armed guard support at two Florida locations: Lake Mary (701 International Parkway) and Fort Myers (12651 Gateway Blvd.). The solicitation requires a minimum of 11 Level II armed Protective Security Officers—four primary and two standby positions in Lake Mary, and three primary and two standby positions in Fort Myers—with potential expansion to other Florida FEMA facilities within 24 hours of task order execution. Proposals are due November 4, 2026, at 2:30 p.m. ET via email to mimie.preston@fema.dhs.gov, with a questions and clarifications deadline of October 29, 2026, at 2:30 p.m. ET. Award will be made on a best value basis to the responsive, responsible contractor, with technical and past performance factors weighted significantly higher than price.
The technical evaluation comprises ten subfactors covering state of Florida license registration, security company/business licensing, proof of insurance (minimum $500,000 commercial general liability per occurrence), financial responsibility demonstration (one month's operating funds), weapons roster documentation with proof of ownership, Level II armed officer certifications (including Florida Class D and G licenses, current firearms qualifications, CPR/First Aid/AED certifications, and baton or OC certifications), a working and staffing plan (maximum 5 pages), a project plan (maximum 5 pages), a business continuity plan (maximum 2 pages), and a use of force policy (maximum 25 pages). All required template documents and attachments must be completed and submitted; failure to provide any required documentation will result in a non-responsive determination. Past performance evaluation emphasizes Florida experience managing 11 or more Level II armed officers over one-year periods and uses three questionnaires rated as Superior, Satisfactory, Unsatisfactory, or Neutral. Pricing is submitted via labor-hour rates on the designated Pricing Proposal attachment; the base contract period runs November 16, 2026, through November 15, 2027, with an option period through December 31, 2027. This is a Time and Material/Labor Hour contract, and the solicitation is designated as a Total Small Business set-aside.

High Risk: Likely to cause significant disruption of schedule, increased cost or degradation of performance. Risk may be unacceptable even with special contractor emphasis and close Government monitoring.
Low Risk: Has little potential to cause disruption of schedule, increased cost, or degradation of performance. Normal contractor effort and normal Government monitoring will probably be able to overcome difficulties.

Superior Based on an offeror’s past performance record, essentially no doubt exists that the offeror will successfully perform the required effort.
Satisfactory Based on an offeror’s past performance record, it is likely that the offeror will successfully perform the required effort.
Unsatisfactory Based on an offeror’s past performance record, it is not likely That the offeror will successfully perform the required effort.
Factor 3: Price The Government will evaluate offers or quotations for award purposes by price.
