The Government will award the contract to the responsive, responsible contractor providing best value, with Technical and Past Performance combined being significantly more important than price. The proposal submission deadline is November 4, 2026, at 2:30 PM ET via email to mimie.preston@fema.dhs.gov, and questions must be submitted by October 29, 2026, at 2:30 PM ET.
Technical evaluation comprises 12 subfactors including State License Registration, Security Company/Business License, Proof of Insurance (minimum Commercial General Liability of $500,000 per occurrence), Financial Responsibility, Weapons/Uniforms/Equipment with Master Authorization List, Level II-Armed Protective Security Officer qualifications (Florida Class D and G licenses, current firearms certification, CPR/First Aid/AED/baton/OC certifications), Working & Staffing Plan (5 pages maximum), Project Plan (5 pages maximum), Business Continuity Plan (2 pages maximum), Use of Force Policy (25 pages maximum), Set-Aside and Local Area Determination (local Florida preference with highest priority afforded to responsible small businesses in Florida), and Subcontractor Agreement if applicable. RATING DEFINITIONS FOR PAST PERFORMANCE
RATING DEFINITIONS FOR PAST PERFORMANCE RATINGDESCRIPTION
Neutral No relevant performance record is identifiable upon which to base a meaningful performance rating. Neither is a negative or positive assessment.
Superior Based on an offeror’s past performance record, essentially no doubt exists that the offeror will successfully perform the required effort.
Satisfactory Based on an offeror’s past performance record, it is likely that the offeror will successfully perform the required effort.
Unsatisfactory Based on an offeror’s past performance record, it is not likely That the offeror will successfully perform the required effort.
Factor 3: Price The Government will evaluate offers or quotations for award purposes by price.
The Government will evaluate the Offeror’s price to determine fair and reasonable. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The pricing will be pursuant to the rates specified in the contract for the preceding performance period.
The Government will review unbalanced pricing, which may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more-line items is significantly over or understated as indicated by the application of cost or price analysis techniques.
