| In order to meet a sufficient assessor cadre and staffing requirements, are assessors permitted to be 1099 employees? |
| Contractor employment arrangements are at the discretion of the vendor. |
| There is a potential risk to FEMA's goals under B.9 OFFER AFFORDABILITY given the PWS requirement to "Ensure all required level of support for this contract is maintained at all times" relative to the intended off-peak production model. Though production requirements are lowered December - July, item g) under SSPA #2.G states Task Orders requiring the return of 50,000 or more assessments will follow Option 1 production, regardless of the time of year. |

| Please clarify that the contractor is NOT to maintain FEMA training requirements for a potential cadre of DSA labor in advance of potential issuance of a DSA task order. This has significant implications for training and adjudication pricing. |
| Specific DSA training will be conducted after TO award by FEMA personnel. The graduated on duty of personnel whereby 25% will be available by Week 3 of the TO is sufficient time for contracted personnel to receive the required FEMA training per TE 10. |
