About this file

This is a Bid Questions and Answers document for RFP 70CNR-S3484, issued by the Nevada State Purchasing Division on behalf of the Department of Conservation and Natural Resources' Division of Water Resources. The procurement seeks a single court reporter contractor to provide certified court reporting services for administrative hearings related to water rights matters, with the primary location in Carson City, Nevada, and potential hearings in multiple locations including Winnemucca, Elko, Ely, Eureka, Las Vegas, and Pahrump. The Division anticipates 2-8 proceedings requiring transcription annually, with hearings ranging from half a day to two weeks in duration and averaging 1 to 8 hours per day. Proceedings are held in person with remote access capability. Proposals were due December 4, 2025, by 2:00 PM Pacific Time via the Nevada EPro platform, with no extension granted despite a vendor request. Client references were required to be submitted by December 3, 2025, at 5:00 PM to the single point of contact, and the evaluation period was scheduled for December 4-11, 2025, with a potential contract start date of February 10, 2026.

The procurement requires vendors to provide transcripts in multiple delivery options: Standard (10 business days), Expedited (3 business days), and Next Day delivery, with all transcriptions currently requiring hard copies delivered to the Division's Carson City office. Estimated appearance hours annually range from 20 to 200 hours depending on scheduled hearings. Vendors must bid a single per-page rate for outside sales copies with delivery turnaround to be specified by the requesting party. Real-time reporting, using stenotype machines to transcribe spoken words to written text, is required as a service function during hearing attendance rather than as a separate premium delivery option. No incumbent vendor is currently under contract, although Capital Reporters has previously provided transcription services to the Division. The procurement does not specify a precise budget range; however, detailed cost proposals are required as part of the evaluation process, with Cost Proposal weighted at 15 percent of the total evaluation criteria.
