Because the unit of measure in Attachment 3 is a Fixed Price Month, all offerors are forced to assume a billing of 16,667 miles per month (200,000 miles / 12 months).
Experience tells us that actual requirements will vary significantly due to factors beyond either ICE or the contractor's control - much like bed-day rates, which during periods of high occupancy routinely involve continuous billing of the Tier I bed day rate plus the supplemental Tier II over GM rate on a daily basis.
