About this file

This is an Electronic Signature Implementation Agreement between the County of Bergen, New Jersey and Bonfire e-procurement solution, establishing protocols for electronic bidding and procurement processes. The agreement authorizes authorized individuals representing vendors to execute electronic signatures that serve as valid signatures for bid submissions, requests for proposals, requests for quotations, and offers to participating local units within Bergen County. The document requires vendors to create and maintain a single vendor profile through the Bonfire platform, which can be utilized across all local units in the county. Electronic signatures affixed to this agreement remain valid for a one-year term from the date of execution and eliminate the need for vendors to provide unique signatures on individual documents unless explicitly requested by a participating local unit.

The agreement operates under the framework of the Electronic Signatures in Global and National Commerce Act (E-Sign Act) of 2000 and New Jersey's Uniform Electronic Transactions Act (UETA, P.L. 2001, c. 116), which authorize state and local government agencies to conduct official business through electronic forms, filing, and signatures. Signatories must be authorized representatives of their respective vendors and must affirmatively consent to electronic signature practices. The County of Bergen has implemented this e-procurement modernization initiative to streamline vendor interactions and standardize the bidding process across all local units within the county, reducing administrative burden while maintaining legal validity and proper record maintenance.
