About this file

This is a technical specification and bid document issued by the Montgomery County Housing Authority (MCHA) for a comprehensive roof replacement project at Golden Age Manor, a residential property located at 400 Walnut Street, Royersford, Pennsylvania 19468. The project encompasses complete tear-off and replacement of existing roofing systems, including removal of built-up low-sloping roofs and standing seam metal roofs down to the concrete deck, installation of new EPDM and standing seam metal roofing systems with rigid insulation and cover board, installation of all necessary flashing products for roof-top penetrations, installation of new mechanical curbs and conduit supports, installation of new centrifugal exhaust fans, and replacement of soffit lighting. The work is divided into three separate prime contracts: General Construction, Mechanical Construction, and Electrical Construction. Substantial Completion is required within 90 days of the Notice to Proceed, with Final Completion within 10 days thereafter. A non-mandatory pre-bid meeting is scheduled for 1:00 P.M. on Thursday, March 19, 2026, at the project site. Sealed bids are due electronically via the PennBid Program by 2:00 P.M. on Monday, March 30, 2026, with public bid opening at Robert P. Smith Towers, 501 East High Street, Pottstown, Pennsylvania 19464. Bidding documents are available starting Monday, March 9, 2026.

A bid bond equal to five percent of the total bid amount is required, with the successful bidder obligated to furnish Performance and Payment Bonds. The project is funded through Community Development Block Grant (CDBG) and is subject to Davis Bacon prevailing wage requirements, as building wage rates apply to non-residential construction. The contract is subject to Section 3 of the Housing and Urban Development Act of 1968, requiring that training, employment, and economic opportunities be directed to low- and very low-income persons, particularly HUD assistance recipients. The specifications include a 3-year warranty period for all defects in equipment, materials, and workmanship, with a 20-year warranty on metal roofing finishes and systems. Pre-construction asbestos survey results, completed December 9, 2025, indicate no asbestos-containing materials were detected in sampled roof materials. Liquidated damages apply for failure to meet the contract completion deadline. All contractors must comply with non-discrimination requirements in employment practices and ensure compliance with 2021 International Energy Conservation Code thermal performance standards and UL Class A fire resistance ratings.
