About this file

This document consists of contract specifications and technical requirements for mechanical, electrical, and plumbing (MEP) construction work prepared by the Montgomery County Housing Authority (MCHA) for the Sidney Pollock House Boiler Replacement and Domestic Hot Water Heaters Installation project located at 450 East High Street, Pottstown, Pennsylvania 19464. The project scope encompasses the installation of new boilers, pumps, direct control systems, thermostats, domestic hot water heaters, and associated MEP components. The work is organized under three prime contracts: mechanical (boiler replacement and heating systems), plumbing (domestic water distribution and hot water systems), and electrical (power distribution and controls). Sealed bids are due electronically via the PennBid Program by 2:00 P.M. prevailing time on Thursday, January 29, 2026, with public opening at Robert P. Smith Towers, 501 East High Street, Pottstown, PA 19464. A non-mandatory pre-bid meeting is scheduled for 10:00 A.M. prevailing time on Tuesday, January 20, 2026 at the Sidney Pollock House. A bid bond equal to five percent of the bid amount is required, with successful bidders required to furnish Performance and Payment Bonds. The project specifications reference standards including ASME, NFPA 70 (National Electrical Code), and ASHRAE/IES 90.1, with detailed requirements for materials, testing, and commissioning activities.

The contract is subject to Section 3 of the Housing and Urban Development Act of 1968, requiring that training, employment, and economic opportunities be directed to low- and very low-income persons. Prevailing wage requirements apply to all workers on the project. The specifications require coordination among three prime contractors with the mechanical contractor designated as the project coordinator. The work must comply with requirements for phased construction during partial owner occupancy, with work hours limited to 7:00 a.m. to 3:30 p.m., Monday through Friday. The project includes comprehensive testing, adjusting, and balancing requirements; factory startup services; operator training; and the submission of extensive documentation including operation and maintenance manuals, warranty information, and record drawings. The mechanical contractor is responsible for temporary heating, cooling, and ventilation, and common-use field facilities. The construction documents specify that no work shall commence until systems have been tested and inspected by authorities having jurisdiction, with all work to be completed in compliance with applicable federal, state, and local codes and regulations.
