About this opportunity
The Montgomery County Housing Authority (MCHA) is seeking sealed bids for a comprehensive mechanical, electrical, and plumbing (MEP) construction project at Sidney Pollock House, a 9-story, 102-unit residential property located in Pottstown, Pennsylvania. The procurement involves replacing existing boiler systems with two new AERCO BMK-1000 condensing boilers, installing new hot water heating pumps, replacing thermostats and control valves in all 102 apartments with Honeywell TH1010D2000 models, and installing two new gas-fired instant water heaters. Bidders must submit electronic proposals via the PennBid Program by 2:00 P.M. on Thursday, January 29, 2026, with a public bid opening at Robert P. Smith Towers. A non-mandatory pre-bid meeting is scheduled for 10:00 A.M. on Tuesday, January 20, 2026, at Sidney Pollock House. Qualified contractors must provide comprehensive labor, materials, and equipment for complete system installation in accordance with 2018 International Building Codes, International Mechanical Code, International Plumbing Code, and National Electrical Code 2017. Bidders are required to submit a bid bond equal to five percent of their total bid amount and must be prepared to furnish Performance and Payment Bonds if selected.
The contract is subject to Section 3 of the Housing and Urban Development Act of 1968, which mandates that training, employment, and economic opportunities be directed to low- and very low-income persons, particularly HUD assistance recipients. Contractors must comply with prevailing wage requirements and ensure non-discrimination in employment practices. The project is structured as three separate prime contracts for mechanical, electrical, and plumbing work, with each bid submitted independently. Contractors must complete all work within 210 calendar days from the Notice to Proceed and will be subject to liquidated damages of $500 per day for failing to meet the contract completion deadline. The project is financed through HUD and falls under the Build America, Buy America Act requirements, meaning all iron, steel, manufactured products, and construction materials must be produced in the United States. While no specific budget range is explicitly stated, bidders must provide detailed cost breakdowns for plumbing, mechanical, and electrical scopes of work, with general conditions, profit, and overhead limited to 20 percent of all line items except bond premiums.
