The project encompasses four separate prime construction contracts: General Construction, Plumbing, Mechanical, and Electrical work. The General Construction contract includes 21 line items covering mobilization, bonds, permits, general conditions, selective demolition, concrete and exterior improvements, metals, canopy construction, rough carpentry, doors and hardware, drywall partitions, architectural millwork, acoustical ceilings, flooring, painting and finishes, wall protection, tile and restroom finishing, window treatments, furnishings and accessories, landscape work, and four deduct alternates related to landscape options and park benches. The Plumbing contract includes 13 line items addressing mobilization, bonds, permits, general conditions, plumbing demolition, domestic water systems, community kitchen plumbing, ADA unit plumbing, public restroom plumbing, laundry plumbing, utility service modifications, building sanitary modifications, and existing sanitary stack replacements. The Mechanical contract comprises 11 line items covering mobilization, bonds, permits, general conditions, mechanical demolition, air distribution, ductwork, through-wall units, hydronic systems, testing and balancing, and a mini-split system installation. The Electrical contract includes 10 line items encompassing mobilization, bonds, permits, general conditions, electrical demolition, branch power, lighting fixtures, lighting controls, fire alarm work, and communications and security systems. Electronic bids via the PennBid Program are due by 1:00 P.M. on Thursday, November 19, 2026, with public bid opening at Robert P. Smith Towers in Pottstown, Pennsylvania. Bidding documents are available on PennBid beginning Thursday, October 29, 2026. A non-mandatory pre-bid meeting is scheduled for Thursday, November 5, 2026, at 10:00 A.M. at Golden Age Manor.
Bidders must submit a bid bond equal to five percent of their total bid amount and, if selected, will be required to furnish Performance and Payment Bonds. General conditions, profit, and overhead are limited to 20 percent of all line items except bond premiums across all four contracts. The project is funded through HUD and subject to Section 3 of the Housing and Urban Development Act of 1968, which requires that training, employment, and economic opportunities be directed to low- and very low-income persons, particularly HUD assistance recipients. Contractors must comply with prevailing wage requirements and ensure non-discrimination in employment practices. The Build America, Buy America Act requirements apply, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States. No specific budget range is provided in the cost breakdown document, which explicitly states that the bid cost breakdown serves as information to MCHA and shall not alter the bidder's bid price or limit the scope of work required by the contract documents.
