About this file
This is a Bid Bond document required by the Montgomery County Housing Authority (MCHA) for sealed bid submissions on construction projects in Pennsylvania. The bid bond serves as a financial guarantee that bidders will not withdraw their bids within the specified timeframe (sixty days from bid opening if no period is specified) and will enter into a written contract with the MCHA within ten days of receiving prescribed forms for signature. The bond obligates the principal and surety to pay the difference between the bid amount and the cost to procure the required work if the bidder fails to perform. Bidders must submit the executed bond alongside their bids via the PennBid Program, with bond amounts equal to five percent of the total bid for the projects advertised: Mechanical, Electrical and Plumbing Construction for Boiler/Thermostat Replacement at Sidney Pollock House (bid deadline January 29, 2026) and General, Electrical and Mechanical Construction for Roof Replacement at Golden Age Manor (bid deadline March 30, 2026). Non-mandatory pre-bid meetings are scheduled for January 20, 2026, and March 19, 2026, respectively.
The bid bond requires that surety companies executing bonds appear on the U.S. Treasury Department's most current list (Circular 570) and be authorized to conduct business in Pennsylvania. The document includes provisions empowering any court officer to appear on behalf of the bidder in default actions and to confess judgment for damages, costs, and attorney commissions of five percent. All corporate principals and sureties must provide proper certification, including corporate seals and attestations from authorized representatives. Failure to execute and deliver the required agreement, performance bond, payment bond, insurance certificates, and Public Works Employee Verification Form within ten days of contract presentation constitutes default and triggers the surety's obligation under the bond.
