About this file
This document is a Questions and Answers (Q&A) Addition dated 11.21.25 for a VPAR Construction project, addressing five key contractor inquiries. The Q&A clarifies critical project requirements, including: contractor quality control program staffing (a full-time on-site Quality Control Program Administrator is required), testing and inspection responsibilities (contractor is responsible for most testing/inspections, with specific exceptions outlined in Section 01 40 00.01), tax status (project is not tax exempt), and permit acquisition (general contractor is responsible for all required permits). The responses also reference previous question sets and direct contractors to specific contract document sections for detailed guidance.

VPAR Construction Q&A Addition dated 11.21.25
1. In section 01 40 00 sub section 1.3 it states "Reference F.A.A. General and
Supplementary Conditions." After referencing AC 150/5370-10H Standard Specifications "Item C-100 Contractor Quality Control Program (CQCP)" states "The Contractor Quality Control Program Administrator (CQCPA) must be a full-time [ on-site ] employee of the Contractor, or a consultant engaged by the Contractor. The CQCPA must have a minimum of five (5) years of experience in QC pavement construction with prior QC experience on a project of comparable size and scope as the contract." Please confirm that a QCM is required on site full time.
Question 1 Response: We are unable to find where AC 150/5970-10H is referenced in the requirements for this project. Section 01 40 00, 1.3 is referring FAA standards listed in the Contract Documents and SIR. Comply with testing and inspection requirements contained within the Contract Documents and SIR.
2. On typical government projects a full-time site safety and health officer is required.
Please advise if a SSHO is required for this project.
Question 2 Response: This question was previously asked and answered. This was responded to in Question 89 of the original set of questions.
3. Is this, like other government projects, sales and use tax exempt?
Question 3 Response: This project is NOT tax exempt. See Question 15 in the previous questions/responses.
4. Section 010100 sub section 1.6 states "contractor shall secure and pay for all special inspections, etc." Section 014000 sub section 1.4a states "Owner will acquire services of independent testing and inspections firm to oversee and certify all special inspections." Please clarify who is responsible for special inspections and the costs associated to them.
Question 4 Response: Contractor is responsible for all testing/inspections, except for those listed listed in Section 01 40 00.01 Statement of Special Inspections. Owner is responsible for the testing/inspections listed in Section 01 40 00.01.
