| NO. | DOCUMENT REFERENCE (IF ANY) | ISSUE / COMMENT/ QUESTION | GOVERNMENT RESPONSE/ANSWER | |
Solicitation 6973GH-26-R-00020 dated 10/16/2025 on Page 1, L.3 | Project Solicitation 6973GH-26-R-00020 dated 10/16/2025 on Page 1 under Item 13B states that an Offer Guarantee is not required but under Section L.3 Instructions for Preparation and Submission of Proposals, Section II, (e) on Page 88 Item (5) indicates a Bid Bond will be required. Please clarify. Is a Bid Bond required or not? | Yes, a bid bond is required. |
Section L.3 (e)(5) Bid Bond, Page 88 | Are offerors required to submit a hard-copy of the Bid Bond with submission? If so what address should it be mailed to? | For the bid bond only, it is acceptable to get an electronic submission. |
Solicitation 6973GH-26-R-00020 dated 10/16/2025 on Page 4 | Section B - Supplies or Services/Prices - Is this the "Bid Schedule" the government intends for completion by the bidding contractor(s) response? There is only (1) $/Price location indicated yet the schedule indicates Multiple CLINS and Bid Options. Please provide a clarify the Bid Schedule. | List your total price for the base plus bid options under (F) on page 3 of the SIR. Also, on page 4 under "Price," your company will want to list the total price for the base bid and the bid options. On page 87, Section L, it states that Section I of your proposal should include "Contract Documentation & Price Proposal to include price breakdown (remember to state total price in Section B of this SIR)." This means your proposal documentation should include a breakout of the price for the base and all the bid options. An acceptable method would be to type in the prices on page 4 for each element of the base bid and the bid options. |
Solicitation 6973GH-26-R-00020 dated 10/16/2025 on Page 56 | 3.14-2 CONTRACTOR PERSONNEL SUITABILITY REQUIREMENTS, Item 6, How long the FAA take to process and issue site access badges to contractors once the background checks have been submitted? | Unfortunately, we are unable to give the exact amount of time that badging takes. Normally, the process takes approximately 30 to 45 days but that is dependent on how quickly the individual can provide their Real ID and how long it takes for the individual to fully and accurately complete all the inputs needed to be approved via the VAPS process. The VAPS process is outside of the contracting office's control and requires a lot of detailed information and some people are able to complete this process much quicker than others. |
Spec Section 23 05 93 | ||
| TESTING, ADJUSTING, AND BALANCING FOR HVAC | Spec Section 23 05 93, TESTING, ADJUSTING, AND BALANCING FOR HVAC, 1.04 SUBMITTALS, B TAB Plan, Item 2 states, "Submit to the Commissioning Authority". Is the Contractor to provide Commissioning as part of this project and if so will a Spec Section be provided defining the requirement(s)? | Commissioning is not a part of this project. Delete reference to Section 23 05 93, 1.04, B, 2. Submit to Architect and FAA for review. | ||
Solicitation 6973GH-26-R-00020 dated 10/16/2025 on Page 88 | L.3 Instructions for Preparation and Submission of Proposals, (2) Factor 2 - Past Performance:(ii) Offeror will complete Part 1 of the PPS and then provide the PPS from to their customer(s)/client(s) who will in | |
| turn complete Part 2 of the PPS and return the surveys directly to the Contracting Officer by the SIR closing date. Offeror must inform their customer(s)/client(s) to send the completed PPS directly to neil.s.amaral@faa.gov only. Will the government entertain accepting Past Performance Questionnaires previously completed on other projects and submitted in the offeror proposal? | No, only new past performance surveys (PPS)/questionnaires (PPQ) specific to this requirement/contract will be accepted. | |||
Solicitation 6973GH-26-R-00020 dated 10/16/2025 on Page 89 | L.3 Instructions for Preparation and Submission of Proposals, page 89. (3) Factor 3 - Key Personnel: Key Personnel Qualifications (6 page limit): Offerors must provide a Resume for the | |
| Project Manager AND Superintendent…..Are these the only two dedicate Prime Contractor field representatives expected to be associated with this project? | The FAA only identifies key personnel positions and anything beyond that is up to each individual contractor. | |||
Attachment 2 Drawings 100 V-PAR | In lieu of the conventional Structural Steel frame/bar joist and metal panel structures for the "Prop Building" and "Weather Shelter" would the government accept Pre-Engineered Metal Building structures with applicable signed and sealed Shop Drawings as part of a contractors proposal? This may result in potential cost savings for the project. | Provide per Contract Documents. |
Attachment 4 Project Manual Vol 2 V-PAR, Spec Section 26 50 00 Lighting | Spec Section 26 50 00 Lighting, in 2.2 LUMINAIRES states to obtain "products for this luminaire type from single manufacturer". Will the government allow other manufacturer products for luminaires provided the proposed products are withing the required specification(s)? | This refers to a "single-source" requirement, not a "sole-source" requirement. Each type of fixture shall be from a single manufacturer. |
5/A401 | Break Room sink does not have an ADA knee space. Is this acceptable? | Provide per Contract Documents. |
05 12 00 1.7A&B | Is the design team willing to wave the AISC certification for the steel fabrication and erection? Please clarify. | This requirement may be waived if the fabricator and/or erector provides adequate documentation of quality control procedures and the project undergoes the IBC-required third-party special inspections at the fabrication plant and during erection. |
05 12 00 1.1B1 | The project manual references AESS steel. I do not see on the drawings where this applies to. It references 05 12 13 but that section is not included. Please clarify. | AESS has been removed from the project scope, the associated section has been removed. |
05 12 00 1.7C | The project manual references shop-painting applicator qualifications to be qualified in accordance with AISC's sophisticated paint endorsement P1 or SSPC-QP3. Will this endorsement be required? | Yes. Provide per Contract Documents. |
Section I, 3.6.1-4 Small Business Subcontracting Plan, (b)(1) | ||
| Page 64 | Statement: Page 64 indicates that "Proposals submitted in response to this solicitation must include a subcontracting plan…" |
| Question: Please confirm Offerors are required to submit a Small Business Subcontracting Plan considering the Procurement is SB set-aside? If yes, is there a certain section to include this document in or should it be a stand-alone document? | Construction contracts are now considered "commercial" in FAA Procurement. Therefore, clause 3.6.1-4 is not applicable. Therefore, a small business subcontracting plan is not required as part of your proposal. Clause 3.6.1-4 will not make it into the final award, so please submit a proposal as is if it is not in the SIR. Note clause 3.6.1-3 still applies. | |||
Is this project tax exempt? If so, will the government provide a tax exempt form to the awarded contractor so that they may provide it to their subcontractors? | This contract/project is NOT tax exempt. | |
We could not find any information about a pre-proposal site visit. Does the GOV intend to hold a site visit prior to proposal due date? | Optional site visit information was posted to SAM.gov and held on 11/3/25. | |
Section 01 01 00, para 1.5(E) | Section 01 01 00, para 1.5(E) states that Contractor is to complete a 1A survey and to obtain approval prior to any equipment exceeding 27 feet. Has the FAA completed the survey for the permit structure since the weather shelter exceeds 27-FT? | Contractor is required to complete a 1A Survey for cranes and other tall equipment. FAA will conduct its own 1A Survey for structure obstruction clearance. |
Section 01 02 90, paragraph 1.7(A), Weather Related Delay Claims, states, “The claim for such extension is submitted to the Contracting Officer (CO) in writing by the Contractor within seven (7) days from and after the time when the alleged cause of delay occurred which was beyond the Contractors control” Is the Contractor to submit weather delays within seven (7) days from the weather day? Or would monthly submission be acceptable? | Contractor will need to plan to submit claim(s) within seven (7) days. However, if this becomes too cumbersome the FAA reserves the right to adjust this as necessary and appropriate. | |
Since this scope is predominantly outside and will be impacted by weather, please confirm that any weather delay days provided by the GOV will be converted to calendar days to match the contract duration. If a Contractor is delayed Monday through Friday, and is not able to start work again until the following Monday, the Contractor’s contract period of performance has been impacted by seven (7) calendar days, not five (5) work days. If the Contractor’s contract period of performance is in calendar days, and if the schedule provided by the Contractor to the FAA is in calendar days, then weather delay days should also be in calendar days, not work days. | Concur. Seven (7) calendar days would likely be appropriate in this scenario. Please note that this is not a definitive statement as there could be unique circumstances. The FAA will work in good faith with the contractor to determine a fair resolution for weather delays. | |
SF1442 continuation sheet | The SF1442 continuation sheet only has one (1) CLIN item. Section B – Supplies or Services/Prices, only has space to insert one (1) CLIN. However, there appears to be seven (7) prices Contractors are to provide: CLIN 0001, CLIN 0002, Bid Option #1, Bid Option #2, Bid Option #3, Bid Option #4, and Bid Option #5. Please clarify the CLIN schedules, both the SF1442 continuation page and Section B, or clarify how Contractor is to provide these prices. | This was answered to some degree in a prior answer, but will try to clarify further here. The SIR in Section L/M states that a breakout of pricing must be done along with a total price. On page 4 of the SIR, if you include the base bid and the bid options, there are ten (10) items that each need to be separately priced. This separate pricing information needs to be included in your proposal. |
How will the overall price of each Contractor be evaluated? Will it be the base bid only (CLIN 0001 and 0002)? Or will it be base bid (CLIN 0001 and 0002), plus Bid Options #1-5? | The total evaluated price (TEP) will be the price for the base bid plus all the bid options. Note that the FAA may conduct analysis looking for price realism and/or balanced pricing. If your pricing is not balanced or realistic (any portion) it may disqualify your company from award. This is formally noted in the SIR. | |
Section 01 30 00, paragraph 1.4(E) | Section 01 30 00, paragraph 1.4(E) states to email submittals to Guernsey. Paragraph 1.5 states to use Architect’s web-based project management software package. Would the FAA allow Contractor’s Procore to be used for all submittal, RFI, and progress meeting agenda/minutes? This could be provided at no cost to the GOV. | Contractor may utilize a web-based project management software of their preference. Procore and similar systems are acceptable. Newforma and Newforma plugin are not a contract requirement. |
Section 05 12 00, paragraph 1.7 | Section 05 12 00, paragraph 1.7, states that the structural steel fabricator and erector/installer must be AISC-certified. There are currently only 10 companies in the state of Oklahoma that hold the AISC certification, according to the AISC.org website. Of those 10 fabrication companies, only two (2) offer erection. There are no other AISC-certified erectors. That significantly limits available companies within the Oklahoma state-wide area and will significantly increase the cost. Additionally, when discussing this project with the AISC-certified fabricators and erectors, they were shocked that this requirement would be included for a 5,300-SF weather shelter. Would the FAA consider allowing either just the AISC-certified fabricators and non-certified installers/erectors that follow AISC guidelines and principles, but that are not AISC certified, or allowing both non-certified fabricators and erectors that follow AISC guidelines and principles? | This requirement may be waived if the fabricator and/or erector provides adequate documentation of quality control procedures and the project undergoes the IBC-required third-party special inspections at the fabrication plant and during erection. |
Please confirm that an OKC Paving Contractor, with Designation A, is required for this project. | A City of OKC prequalified Paving Contractor Class B, or better is required. | |
Section L and M | Section L and M require Contractors’ clients (mostly government) to complete and email in the FAA’s past performance survey (if a CPARs is not available). With the GOV shut down, Contractor’s will not receive responses from their GOV clients who are on furlough during the shutdown. We are requesting the GOV to either remove this requirement or postpone the submission date to 30-days after the GOV shutdown ends to allow returning GOV personnel to catch up on their duties before being asked by Contractors to submit a survey on the Contractor’s behalf. | An extension simply for this reason is unlikely; however, an extension may happen based on a culmination of factors. Please continue to monitor SAM.gov for any SIR amendments that may include an extension of the proposal due date/time. In regards to this issue specifically, there are a multitude of avenues for companies to provide past performance. Including CPARS, non-federal government survey responses from reputable organizations, etc. In addition, most furloughed federal workers redirect via their out of office email to someone in their organization that is excepted and this person can be asked to complete the survey on that furloughed employees behalf. With the shutdown over, this may also no longer be an issue. |
Section L and M | If the GOV will not consider removing or postponing the submission date, how will Offeror’s be evaluated if none of the past performance surveys are completed and submitted due to the GOV shut down? | Evaluated in accordance with Section M. |
Section L and M | If the GOV will not consider removing or postponing the submission date, will the GOV allow Offerors to include the copy sent to clients in our proposals, with client POCs, and the GOV can call to obtain the completed survey? | Yes, as is stated in the SIR, the FAA will follow up once on the contractors behalf. This situation would qualify. Please make sure the status and contact information is very easy to find in your proposal, and explicitly ask for the FAA to follow-up on your behalf. |
Drawing C-204, Grading Plan | Drawing C-204, Grading Plan, shows a storm sewer on the west side of the weather shelter and support building, running south and discharging, and another on the northeast end of the jobsite. On drawing C-205, Storm Sewer Plan, though, only the storm sewer off the buildings is shown. Please provide detailed drawing for the other storm sewer or confirm it is not applicable to this project. | Both storm sewer pipes are needed. The storm sewer pipe to the northeast is a culvert and has the pertinent information is called out on sheet C-204. Details for the precast concrete end section and standard concrete headwall will be added. |
Drawing C-204, Grading Plan | On drawing C-204, Grading Plan, the northeast storm sewer line has a note, “5/C-302”, for details on the precast concrete end section. However, 5/C-302, is for “Dowel Basket Details”, not precast concrete end section. Please correct the drawings and provide appropriate details for the precast concrete end section. | A detail for a precast concrete end section will be provided by Addendum. |
CIVIL | On the MacArthur Drawing, Sheet #5, Typical Paving Section, there is a Type III Barricade show. Is this a requirement for the project? And if so, where it is to be set? And, will the Contractor leave it in place at the end of the project? | Yes- barricade will be placed at the northern extent of the new road and left in place. |
Drawing ES-101 | Drawings ES-101 indicate to bore a minimum 48” below grade to install ductbank conduits under existing road for the telecom and power services to the facility. However, the MacArthur sanitary sewer drawings, Sheet 3, show the telecom and power services to the facility. However, the MacArthur sanitary sewer drawings, beginning of the new 8” SS starting from south of McLucas St, crossing the street, and continuing north alongside the east side of Staffer St. Is it the GOV’s intent to saw cut, remove existing roadway, and trench across McLucas for the sanitary sewer (then patch back), but bore underneath for the electrical and telecom service? | The sanitary sewer shall be constructed by cutting a trench through McLucas and repairing according to the City of OKC standard "Utility Pavement Cut and Permanent Trench Repair" detail. The work shall be phased so that half of the road is open for traffic at all times. |
CIVIL | Please provide the required patchback standards/requirements for McLucas St. | Will include the City of OKC standard "Utility Pavement Cut and Permanent Trench Repair" detail in Addendum. |
CIVIL | The northwest corner of the McLucas St. and Staffer St. intersection currently does not drain properly and ponds water. Please confirm that Contractor is not responsible for correcting this issue. | Provide per Contract Documents. |
SECURITY AND ACCESS | Would the GOV consider allowing a construction entrance off of S. Rockwell Ave. through the existing double-swing chain link gate? This would eliminate construction vehicles from circulating throughout the MMAC campus and would provide an efficient entrance/exit for the project. The FAA would need to staff the entrance with security. | Comply with access and route shown on Sheet C-101. |
Drawing C-205 | On Drawing C-205, do the three (3) 4” roof drains tie directly into the 12”? Or do they transition to a 6”, and then tie into the 12”? Similar to how the north and south 4” roof drains transition to a 6” with cleanouts, and then into the 12”. | Provide per Contract Documents. |
CIVIL | Please confirm that there is no cleanout for the 6” rood drain coming from the support building to the 12” storm pipe. | A cleanout will be added to this roof drain by Addendum. |
STRUCTURAL | The structural drawings include the following notes on many details, “by CFMF designer.” We can not locate any delegated design requirement for the structural members, such as pre-engineered metal buildings. Please confirm that this note is not applicable to this project. Or, clarify what is to be designed. | CFMF - cold formed metal framing. Refer to S-001, Deferred (Delegated) Structural Design 1.B and specification section 05 40 00 - 1.3B and 1.3C |
Sheet VL-101 | Sheet VL-101 identifies Optional Bid Items 2, 3, and 4, which appear to include lighting system components for expanded vertiport or taxi area scope. Please clarify whether installation of these optional lighting systems requires:
| A) | Any special contractor certifications (e.g., FAA-approved airfield lighting installer, manufacturer-certified technician, etc.); or | |||
| B) | Any minimum past experience requirements (such as documented prior airfield/vertiport lighting projects)beyond holding a licensed electrical contractor’s license in the State of Oklahoma. | There are no additional certifications or requirements associated with the optional bid items. | ||
Section 26 41 19 | The Lightning Protection Section 26 41 19, in specification section 1.1 Summary states: The following items of work are specifically included in, but not limited to the generality implied by these specifications: 1: ESE lightning protection air terminal. These systems do not meet any national lightning protection standards from Lightning Protection Institute (LPI), National Fire Protection Association (NFPA) and Underwriters Laboratories, Inc (UL). The NFPA, which has overseen lightning protection standards for over 100 years, has repeatedly reviewed and rejected the proposed standards for these types of systems. In addition, these systems are ineligible for a third-party certification. Please advise if only an ESE system will be the only approved system for this project or if a conventional Lightning Protection System will be allowed? | UL issues an Engineering Inspection Report or E.I.R. for ESE inspections in lieu of a master label. Basis of Design uses the Prevention system to minimize the number of terminal that is required on the facility. Provide per Contract Documents. |
LIGHTING | The drawings show exterior wall-mounted fixtures and two pole-mounted site lights fed from panel 1N4A, but do not indicate any lighting contactor, photocell, or timeclock for automatic control. Division 26 50 00 references "photoelectric sensor and timeclock” control, but no device locations or connection details are provided on the plans. Please confirm the intended control method and responsibilities for base-bid site lighting:
A) Is exterior/site lighting to be controlled by a photocell and time-clock combination operating a lighting contactor at panel 1N4A (as implied by the specification)?
B) If so, should the contractor furnish and install all control devices (photocell, timer, contactor, and control wiring)?
C) Please provide the intended locations for all control devices (photocell, time clock, contactor, and manual override if applicable).
D) If alternate control (manual breaker or BAS interface) is intended, please clarify the method and any required coordination. A) Exterior wall packs and light poles are to be controlled via photocell located on NE corner of the support building. (RE:Sheet EL101) B) Contractor shall furnish photocell, contactors and wiring for fully functioning system.
C) Locate photocell at location shown on Sheet EL101; no manual override is required.
Sheets ES101 and EP101 | Sheets ES101 and EP101 depict the project’s communications infrastructure, including underground ductbanks, cabling, and interior data / AV outlets. While the design shows intent, the documents lack details necessary to confirm scope and installation requirements. Please clarify the following items: | Intentionally left blank.
| A) Exterior Communications Ductbank / Cabling (ES101 Notes 11 & 20–25): Confirm whether installation of the 50-pair copper and 72-strand single-mode fiber identified in Notes 23 and 25 is included in this contract or provided by the Owner’s telecommunications service provider. | All telecommunications cabling (internal and external) to be provided Contractor. This includes installing all copper and fiber and also include all terminations and testing of cabling.. Contractor must provide all materials necessary to complete all telecommunications cabling both internal and external. | 47 | SECTIONS L & M | Regarding Section L and Section M, Factor 1 and 2, please confirm that there is no additional value or benefit to submitting more than the three (3) required projects. | Correct. Three (3) is the required amount. No benefit for extra. The only situation where it may make sense is if you are not sure a client is going to fill out a PPS on time (perhaps due to the shutdown), then having a backup to make sure you have the required three (3) would be reasonable. I would explain this as a note in your proposal if you decide to do it this way, and state the order in which you would like the FAA to pull the three (3) projects for review if the FAA gets four (4) PPS delivered. | |
SECTION 28 31 10 | 28 31 10 Fire Alarm Specifications Item 2.2, A, 5 is requiring “multimode fiber card” for the campus network communication loop reporting to the FAA Security Command Center’s TrueSite Workstation. | |

With the current government shutdown and people not in offices, can we submit previous completed PPSs, especially if no CPARS exists? | No, these need to be new PPSs filled out specific for this procurement. There are prior answers that talk to the variety of pathways contractors have to secure the correct amount of PPSs. | |
If the answer to the previous question is yes, can we have permission then to submit PPSs directly from the offeror? | No. Copies of CPARS ratings can be provided directly to the FAA as part of an offers proposal as CPARS are government records. However, PPSs, as stated in the SIR, must come directly from a third party, and you as the offeror MUST not see the results. Please specifically advise your client that surveys are to be sent directly from the client to the cognizant contracting officer(s) overseeing the procurement. Offerors should NOT be in the CC nor should they be given a copy until after the contract is awarded. Please inform your customer of this requirement when you request a survey be filled out and submitted to the FAA. | |

SF1442 block 13a states, “Original and 1 copies”; however, this is an electronic submission via email. Please confirm that only one electronic original is required for each volume. | One electronic proposal submitted to the primary (and alternate/secondary) contracting officer POC email address is the appropriate method to respond to this solicitation. Remember to request a confirmation receipt and follow up if you did not get one. |
Paragraph 3.2.2.3-20 OFFERS (JAN 2018), item (d) states, “Send your offer to andre.casiano@faa.gov.” Please confirm the email submission address referenced in this paragraph is incorrect and submissions should be directed to neil.s.amaral@faa.gov. | The primary POC, and where you must submit offers directly to, is Neil Amaral at neil.s.amaral@faa.gov. Andre Casiano may be added as an alternate on SAM.gov. Please send your proposal to both neil.s.amaral@faa.gov and to andre.casiano@faa.gov. |
Section L | Section L.3, paragraph (f)(2) - Factor 2: Past Performance, requires submission of a CPARS or PPSs completed by customer(s)/client(s) and returned directly to the Contracting Officer. Due to the ongoing federal furlough, many of our primary project references are currently unavailable to respond to PPS requests, and the designated temporary points of contact are unable or unwilling to complete these requests because they lack sufficient knowledge of referenced projects. | This has been answered in prior responses. In addition, at the time of this writing, the shutdown has ended. These furloughed federal employees should be coming back. It is recommended you call these federal employees as soon as they are back to see if you can get this survey response prioritized.
In light of these circumstances, we respectfully request that the Government consider permitting offerors to submit previously completed performance evaluations—such as PPQs, or PPSs from other procurements—to satisfy the requirements of Factor 2: Past Performance. Allowing the use of existing, validated documentation would ensure a fair and consistent evaluation process while maintaining the integrity and intent of the solicitation criteria during this period of limited federal availability. Thank you in advance for your consideration. | This has been answered in length as well in a prior response. Only new PPSs submitted in response to this solicitation/SIR will be accepted. |
Given the ongoing federal furlough and the associated reduction in personnel availability, will the Government please confirm whether the scheduled site visit and proposal due date will remain as currently stated in the solicitation? | It is very important to monitor the SIR posting on SAM.gov frequently before going through the process of finalizing your proposal. The site visit has occurred and there will NOT be another one. However, it is possible the SIR response date is extended due to a variety of circumstances. |
We are concerned that the furlough may affect the Government’s ability to conduct the site visit as planned or to respond to inquiries necessary for proposal preparation. Furthermore, our inability to obtain completed Past Performance Surveys (PPSs) from furloughed project reference personnel directly impacts the ability to obtain an Acceptable rating for Factor 2: Past Performance given the current proposal due date. Thank you in advance for your consideration. | The site visit was optional and occurred without issue. Questions/RFIs were received and are being answered in this spreadsheet. The shutdown ended prior to PPSs being due. |
SF1442 | SF1442 block 13, item D indicates a minimum of 120 calendar day acceptance period is required. However, Section K, 3.2.2.3-2 Minimum Offer Acceptance Period, item (b) states, “This provision supersedes any language about the acceptance period appearing elsewhere in this SIR. Furthermore, item (c) states, “The FAA requires a minimum acceptance period of 90 calendar days. Can the government please clarify the length of the offer acceptance period? | Minimum acceptance period is 120 days.
Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals? | The FAA does not state every staffing position that is required to perform a construction effort. It is incumbent upon each offeror to be fully aware of all contract requirements included in the SIR, to include all SIR attachments and to fully comply with all contractual requirements. |
Are there any phasing requirements? | Construct in one phase. |
If the building remains occupied, how many people will be in the building? | Building will not be occupied. |
Are there any temporary heating/cooling requirements? | Refer Project Manual Section 01 50 00. |
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? | Not typically unless the delay was caused by the government. All this research should be done up front as you are preparing your proposal. If, based on this research, you believe the 425 day period of performance is too short based on lead time factors you should put the evidence of this in your proposal and suggest a different period of performance. Note that unless the evidence is compelling, the FAA is likely to keep the period of performance at 425 days. |
Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation. | This is new construction. No known Asbestos or Lead. |
Please provide the site visit attendee sign-in sheet. | This has been done. PII redacted. |
Please provide photos of the job site and existing conditions. | As no specific photos were requested, the FAA is unable to fulfil this request. Please refer to the technical drawings and specifications. |
Is this project tax exempt? | Project is not tax exempt. |
Sheet M-601 specifies that new HVAC equipment shall be provided with BACnet-compatible controllers and connected to the site-wide control system for monitoring purposes only, through a contractor-provided switch in the M/E Room. The note also requires coordination with the FAA to determine which points to map and to provide “site-wide control system re-programming to integrate.” Please confirm the following: | Intentionally left blank. |
A) Identify the existing site-wide control system vendor and platform (e.g., Johnson Controls Metasys, Siemens Apogee, Schneider, etc.). | Johnson Controls Inc. (JCI) METASYS |
B) Confirm whether the integration and re-programming scope is to be performed under the FAA’s existing BAS vendor contract (by others at Government cost) or is to be included within the contractor’s scope of work (at contractor cost). If the latter, confirm whether the contractor may subcontract this work to a qualified open-protocol integrator. | Construction Contractor will be responsible for delivering the requirements of the Contract Documents. |
C) Clarify if any existing control system license, software, or access credentials will be provided by FAA to facilitate integration. | FAA will provide access to facilitate integration. |
D) Confirm the extent of monitoring points required to be mapped (status, alarms, temperatures, etc.) and if a standard FAA BAS point list or template is available. | Provide the following points:
Zone Temp, Zone Setpoint, Discharge Air Temperature, Filter Pressure Differential (if applicable), Supply Fan Command, Supply Fan Status, Relief Fan Command (if applicable), Relief Fan Status, Compressor Command, Compressor Cooling, Compressor Heating, Reversing Valve; Heating Stage 1 Command, Heating Stage 2 Command, Heating Stage 3 Command, Unit Enable, Occupancy Schedule Command, Zone Temperature Setpoint, Effective Cooling Setpoint, Effective Heating Setpoint, Occupied Cooling Setpoint, Occupied Heating Setpoint, Unoccupied Cooling Setpoint, Unoccupied Heating Setpoint
Sheet FA001; Spec Section 28 31 10 – Fire Alarm System, Addressable, Tone Type. Please confirm: | Intentionally left blank. | |
A) Identify the existing FAA campus fire alarm monitoring system and vendor. | Johnson Controls Inc. (JCI) / Simplex | |
B) Confirm whether programming and integration are to be performed under FAA’s existing fire alarm vendor contract (at Government cost) or are included within the contractor’s scope of work (at contractor cost). If contractor, confirm whether a qualified NICET-certified integrator may be subcontracted for this work. | Contractor will be responsible for all work for a fully functional system that complies with the Contract Documents. | |
C) Clarify if FAA will provide network access, credentials, or configuration templates required for system interface. | FAA will provide access to facilitate configuration.
