Questions & Answers concerning SIR 6973GH-20-R-00139:
Replace existing 9'X 25' Engine Generator (EG) shelter with 13'x 25' CMU EG shelter at the NEXRAD SOK facility located in Loleau, Kauai, HI
1. The exact physical location is unclear. The design documents note the location as both Ioleau and Loleau but neither can be pulled up on a map. Can you get me a description for the physical location please?
The job site resides on a coffee plantation/farm. It is about 1 mile(s) or so from the visitor’s center address listed below.
Kauai Coffee Company 870 Halewili Road Kalaheu, HI.
Map to the site from the visitor center off the main road
2. There a sheet note on the design documents that states “4. Remove entire existing EG Shelter and turn over to local FAA…… 3244 Waikai St. Lihue, HI” however the Scope of Work document states “Remove / Dispose of the existing 9’ x 40’ metal container” can you please clarify which is to be done?
Please have the contractor dispose of the 9’ x 40’ container, the FAA no longer wishes to salvage the building as listed on Drawing, SOK-D-NXRAD-D007, note 4.
3. Is there any additional information as to the existing foundation under the EG Shelter that is to be removed/demo’ed? From the site photos it appears to be a concrete slab, can you please verify and provide a thickness if possible?
The concrete foundation for the EG building is 8” with 12” footers. See attached drawing, WP-D-645-40931-S06.
(under attachments/links section in betasam.gov)
4. Sheet SOK-D-NXRAD-C003 states “Install 6” concrete pad walkway from existing sidewalk to EG Building. See Detail 8 on Drawing C004.” The location and dimensions of the existing sidewalk and new walkway are unclear. Please provide additional detail.
Please see attached drawing, SOK-D-NXRAD-C003, for new concrete sidewalk/walkway. (under attachments/links section in betasam.gov)
5. Please confirm that where sheet notes are indicated as (Future) those elements of work are Not In Contract.
Correct, all “Future” listed items in the drawing package are not part of this contract.
6. Can you please provide clarification as to what the agreement is between the FAA and the Kauai Coffee Co. in terms of use of their fields to host this facility? Specifically, the extent to which contractors will be able to use the dirt roads through the fields, any time limitations on when we will be able to enter or exit the property, or any other constraints that will affect this project under the agreement between the FAA and the Kauai Coffee Co.
• The FAA is able to access the roads to the site during the construction period. The FAA will notify the Lessor when the project will start/construction time frame. Included in this notification to the Lessor will be a notification of when the building will be removed so that they know a large crane/semi-truck will be on site to remove the building (possibly blocking the road for a period of time).
• Access to the site is still from the visitor center. There is a locked gate which prohibits entrance to the property.
From the web site, the visitor center is open from 0900 to 1700 so…the site is accessible at least during those hours.
• Access in and around the job site. The lease stated that we had use of 22,500 sq. ft. of land. The existing fenced in property is approx. 110’ x 110’ that would leave us about 20’ on the exterior of the fence lines. In the past, we have limited the contractor to staging his equipment inside the fence line and if required 10’ from the fence line along the South end of the complex. The vehicles are usually parked in this area. This is provided that this area is still clear (in the past this area was over grown with tall grass and had to be cut. I think the coffee company did it for us the last time. No promises).
