1.3 Acquisition Background
This acquisition is needed to support runway approach lighting systems. PAR-56 incandescent aviation service lamps will be purchased. These lamps are normally installed in the approach areas to runways extending from the landing threshold outward. These lamps help ensure the safe landing of aircraft especially at night and under poor weather conditions. This statement of work (SOW) describes Contractor requirements for the acquisition of these lamps. SOW acronyms are defined in Appendix A.
2.0 Scope of Work
2.1 Overview
Contractor must provide all required labor, plant facilities, tools, equipment, test equipment, test results, fixtures, parts, supplies, materials, appropriate technical data/expertise, transportation, preservation, packaging, packing and marking; and all other items required to complete SOW tasks and provide SOW deliverables.
2.2 Objectives
Objectives of this acquisition are:
a. Obtain runway lamps to help keep air traffic operating safely, especially at night and under poor weather conditions
b. Enable FAALC to fulfill its logistics supply support mission
c. Enable FAALC to support FAA Headquarters programs and goals
3.0 Applicable Documents
Contractor must comply with the following specification:
• FAA-E-2408b “Lamps, PAR-56 Incandescent Aviation Service” dated July 31, 2000
Contractor must advise FAA in the event of discovering a conflict between this SOW, other contract documents and FAA-E-2408b. The Contracting Officer (CO) or Contracting Officer’s Representative (COR) will work with the Contractor to resolve the discrepancy.
4.0 Description of Tasks
4.1 Manufacture Lamps
Contractor must manufacture the following type of lamp as specified in FAA-E-2408b:
• Type I Lamp, PAR-56, Mogul End Prong

Contractor must deliver new lamps that meet SOW requirements.
4.2 Test and Inspect Lamps
4.2.1 First Article Testing and Inspection
(Clarification: This SOW references “first article” units. The specification FAA-E-2408b references “production model” units. These terms are interchangeable.)
Contractor shall provide the following:
a. Five (5) First Articles of the lamps that were tested and inspected in accordance with (IAW) FAA-E-2408b, Paragraph 4.2.
b. Test and Inspection Data to include a list of tests, written test and acceptance procedures for the testing and inspection of the five first articles IAW FAA-E-2408b, Paragraph 4.2.
o Exception: Recommend that the contractor performs the 4.5.6.1 Cold Water Test last. Since the coating is required to be cut and not peel, performing this test last will prevent the possibility of other tests appearing to cause Cold Water Test failure.
c. Documented Test and Inspection results on test data forms of first article testing and IAW FAA-E-2408b, Paragraph 4.2. FAA will waive the requirement for providing test results for the solar radiation test in FAA-E-2408b section 4.5.14. However, the Contractor must provide a signed Certificate of Conformance that states their lamps meet the environmental requirements of that test and FAA-E-2408b section 3.5.8.
o See Appendix C: First Article Test Procedure and Result Form
FAA will:
i. Review the written test procedures, documented test results, and Test and Inspection Data provided by the testing activity to ensure compliance with FAA-E-2408b
ii. To the extent considered necessary by FAA, visually inspect the five (5) first articles
iii. Determine the extent to which the lamps meet SOW requirements and are technically acceptable
FAA will not return the five first articles.
Other requirements and information:
i. All tests described above shall be performed by the contractor, at the contractor’s facility, or at a FAA approved independent testing laboratory. An independent testing laboratory that has performed testing for FAA is Intertek at http://www.intertek.com. A FAA representative may witness tests. Tests shall be conducted on the first articles and production units in accordance with FAA-E-2408b (with exception noted above in Section 4.2.1.b).
