Abstract The purpose of this amendment is to remove SIR provision G.8.3 (b) Other TO Award Conditions:
The Contractor agrees, as condition of participation in this acquisition, that it will not protest any SETIS Task Order award resulting from this competition. This provision is being removed from the SIR, but may be added back into the SIR by amendment in the future.
ANNOUNCEMENT
The Federal Aviation Administration (FAA) is seeking qualified small and large businesses that possess highly specialized and skilled engineering and technical resources to fulfill future agency requirements.
PURPOSE
The FAA intends to award multiple contracts to a mixture of small and large businesses under this screening information request (SIR) for a broad range of Research, Service Analysis, and Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services, and other aviation related support services, that will enable the Federal Aviation Administration (FAA) to accomplish its National Airspace System (NAS), Mission Support, and other aviation related mission objectives. Vendors are solely responsible for all costs incurred with the preparation and submission of their proposal packages.
The maximum total period of performance of this contract is ten (10) years or 120 months consisting of:
Base Period – Three (3) years (or thirty-six (36) months) Option Period One - Three (3) years (or thirty-six (36) months) Option Period Two - Two (2) years (or twenty-four (24) months) Options Period Three – Two (2) years or (twenty-four (24) months)

PROPOSAL SUBMISSION
IMPORTANT: All potential offerors must register and be granted access to the SETIS Landing Site in order to provide comments, ask questions and submit a proposal responding to the SETIS SIR.
PLEASE READ SIR AND ALL ATTACHMENTS CAREFULLY FOR ADDITIONAL INSTRUCTIONS
ON PROPOSAL SUBMISSION.
Your offer MUST cite your Cage Code and Dun & Bradstreet Number (DUNS). The NAICS code for this contract action is 541330. Please ensure that your firm is SAM registered (https://www.sam.gov/SAM/). The point of contact for this SIR is Mr. Elijah Gross, who may be contacted by e-mail at SETIS@faa.gov.
All Offeror questions, concerns, and clarification requests for Volume I (Phase I) must be made in writing and submitted to the FAA via the designated KSN Site no later than 4:00 PM, EST, December 16, 2019. Proposal submissions for Volume I (Phase I) are due no later than 2:00pm EST on Friday, January 24, 2020. Failure to submit timely proposals will exclude the proposal from consideration.
The proposal submission due date for Volumes II – VII (Phase II) will be posted once Phase I evaluations are complete. The FAA will evaluate Volume I Past Performance (Phase I) from each responsive Offeror to determine which Offerors may submit Phase II proposals. All Offerors will be notified of the FAA’s decision.
OFFEROR REGISTRATION PROCESS FOR SETIS LANDING SITE
The SETIS Landing Site is a Knowledge Sharing Network (KSN) web-based portal used to communicate SETIS pre-award and post-award information and activities. Registration is required to be granted access to the SETIS Landing Site.
All registration requests must utilize the attached SETIS Landing Site registration form. The registration form must be completed and submitted via email to SETIS@faa.gov.
Those with access to the SETIS Landing Site are able to request access to the following sites:
• SETIS Offeror Public Site – REQUIRED to submit questions and comments related to the SIR
• SETIS Offeror Private Site – REQUIRED to submit proposal response for the SIR
At this time, access requests to the SETIS Landing Site, Offeror Public Site and the Offeror Private Site will be limited to no more than two (2) requests per company. Requests will be processed within 3 business days.
A separate email is required per registration request. The subject line for registration request emails must utilize the following format:
Company Name, Last Name, First Name and Request Number (e.g., ABC Company, Doe, John, Request Number 1)
Note: Current KSN users may not receive email notification that access has been granted to the SETIS Sites.
