The purpose of this amendment is to:
1. Extend the proposal due date for Phase I proposal submission from February 12, 2020 to
February 21, 2020 at 2:00pm EST.
2. Attach an updated L001a Prime’s Experience Value Traceability Matrix, which replaces the previous version.
3. Attach updated OFFEROR REGISTRATION PROCESS FOR SETIS LANDING SITE instructions
4. Communicate to industry that the FAA intends to provide responses to industry questions by February 13, 2020. The FAA will provide responses to all questions that were received by the due date of January 21, 2020 at 4:00pm.
5. Previous amendments 0001, 0002, 0003, and 0004 to this SIR were released without the issuance of an SF-30. Therefore, this constitutes the first issuance of a SF-30 for this

OFFEROR REGISTRATION PROCESS FOR SETIS LANDING SITE
The SETIS Landing Site is a Knowledge Sharing Network (KSN) web-based portal used to communicate SETIS pre-award and post-award information and activities. Registration is required to be granted access to the SETIS Landing Site.
All registration requests must utilize the attached SETIS Landing Site registration form. The registration form must be completed and submitted via email to SETIS@faa.gov.
Those with access to the SETIS Landing Site are able to request access to the following sites:
• SETIS Offeror Public Site – REQUIRED to submit questions and comments related to the SIR
• SETIS Offeror Private Site – REQUIRED to submit proposal response for the SIR
At this time, access requests to the SETIS Landing Site, Offeror Public Site and the Offeror Private Site will be limited to no more than two (2) requests per company. Requests will be processed within 3 business days.
A separate email is required for each registration request. The subject line for registration request emails must utilize the following format:
Company Name, Last Name, First Name and Request Number (e.g., ABC Company, Doe, John, Request Number 1)
NOTE:
• A request for a SETIS Private Offeror site must be received 72 hours prior to the Proposal Submission deadline.
• Current KSN users may not receive an email notification that access has been granted to the SETIS Sites.
• Complete a test of the document upload functionality on the SETIS Private Offeror site to make sure it is working properly. The test should be completed well in advance of the SETIS Proposal Submission deadline.
• Proposal documents and revised proposal documents may be submitted to the SETIS Private Offeror Site as many times as required until the Proposal Submission deadline. For a more detailed explanation of how to submit proposal documents, reference the SIR instructions and the SETIS Quick Reference Guide (QRG) located on the SETIS Private Offeror Site.
