The purpose of this Amendment is to:
1. Provide a summary of responses to questions/clarifications asked by potential bidders.
2. Change the proposal due date to February 15, 2018, at 2:00 p.m.
Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the proposal due date may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. There is a pay item for temporary traffic control pavement markings. In the NEPA document, “revised categorical exclusion form”, it states we will use UNMARKED PAVEMENT signs instead of temporary striping. I would like to confirm if pricing a chip seal with a fog that we will not be required to apply temporary paint markings. Please confirm.
Response: Subsection 635.13 of the Special Contract Requirements (SCRs) specify temporary markings are only required for pavement left unmarked for over 7 days. After 7 days, temporary pavement markings or permanent pavement markings should be applied. If the pavement is left unmarked for any amount of time, then the UNMARKED PAVEMENT signs should be placed as directed by the CO as indicated on the Construction Signs schedules in the plans (C sheets).
Amendment Info
2. The permanent pavement markings are a Type C. The RFP does not specify what a Type C marking is. In previous BLRI contracts, a Type C marking was a high build paint applied at 25 mils with 7 lbs. of Type 3 beads and 7 lbs. of Type 1 beads. Please confirm.
Response: Please refer to Subsection 634.01 of the FP (standard specifications book) which defines Type C as high-build waterborne traffic paint with Type 1 and Type 3 glass beads.
The application of the Type C markings is further described in Subsection 634.05 of the
FP.
3. There is a pay item for asphalt concrete pavement patch Type 3. The RFP does not have the specification for the patching. Can you direct me where to find the specification?
Response: Please refer to Section 418 of the FP for pavement patching Type 3 specifications.
