About this file
This document is a Questions and Answers (Q&A) file for a National Park Service (NPS) bridge construction project at Yellowstone National Park. The project, identified as MT ERFO NP YELL 2022-1(3), involves the Rescue Creek Bridge and addresses four key contractor inquiries. The questions cover site access during bidding, parking logistics, bid bond form validity, and steel erection certification requirements. The NPS responses indicate that the roadway is closed to vehicular traffic due to flood damage but open to pedestrian access, with entrance fees waived for contractors performing site reviews. Parking will be permitted just outside the closure barricade. The bid bond form's acceptability will be addressed in a future amendment, and contractors are instructed to bid according to the solicitation documents, specifically maintaining the AISC certification requirement for steel erectors.

According to the supplemental specification
555.18 the steel erector is required to be AISC certified in steel erection. This requirement prohibits many bridge/steel erectors (many of which have completed work in the park) from being able to provide quotes for the project.
Please let us know if this supplemental specification was intended to limit the number of qualified contractors or if another steel erection certification could be used instead.
Please bid as shown according to the solicitation documents.
