Project No.: MT ERFO NP YELL 2022-1(3)

Project : Yellowstone NP Rescue Creek Bridge

# General Technical Question Answer Date

1 X

Do we have access to the project site during bidding and if so who do we contact a NPS to gain access?

The roadway is closed to vehicular traffic due to the flood damage. The area is open to pedestrian access. It is approximately 0.6 miles from the vehicular traffic closure to the project location.

2 X

Do we park outside the park and walk in or do we enter the park and if so would we be able to obtain a contractors pass the enter?

The entrance fee will be waived for contractor’s performing a site review.

Parking would be just outside the closure barricade past the entrance station, not blocking emergency access that might need to pass through closure the gate.

According to the supplemental specification

555.18 the steel erector is required to be AISC certified in steel erection. This requirement prohibits many bridge/steel erectors (many of which have completed work in the park) from being able to provide quotes for the project.

Please let us know if this supplemental specification was intended to limit the number of qualified contractors or if another steel erection certification could be used instead.

Please bid as shown according to the solicitation documents.

Section 201.03 of the contract documents states:

“Do not access any part of the construction access limits without providing a surface that can be driven on and does not disturb the topsoil layer.”

Plan Sheet D.3 further clarifies that topsoil disturbance is only permitted within the

Construction Limits. Topsoil may not be disturbed within the Construction Access Limits.

However, based on both Plan Sheet D.3 and observations during a recent site visit, the existing pathways within the designated

Construction Access Limits are too narrow to accommodate construction equipment or allow for transport of large materials, including the new pedestrian bridge, temporary work bridge, and other necessary materials.

Can we disturb topsoil with the Construction

Access Limits provided full restoration is completed post-construction? If not, how do we access the construction limits?

No, disturbance of topsoil layer is not permitted within the construction access limits as described in 201.03. Contractor to determine means and methods to gain access with equipment and materials without disturbing the topsoil layer.
