About this file

This is a Questions and Answers document for Project No. WA NP OLYM 115(1), Repair Storm Damage on Mora Road. The document addresses six inquiries from potential bidders regarding solicitation administration and project requirements.

Key administrative matters addressed include: the Stormwater Pollution Prevention Plan (SWPPP) listed in Section 102 of the Specifications and Contracts Requirements, which has been uploaded to solicitation attachments; the Interested Vendors List (IVL), which will be published as a SAM.gov attachment since the Government lacks system credentials to enable it directly; and access procedures requiring bidders to link their entities to SAM.gov registration and obtain the Contract Opportunities Administrator role. Regarding project specifics, the Government confirmed that material sources for Sections 251 and 647 (including Environmental Design log Barriers and Root Wads for line items A0460, A0480, A0500, A0520, A0540, A0560) have not been identified, requiring contractors to secure all permits and clearances for any contractor-located sites and sources per Subsection 105.02(c). The solicitation deadline was extended by one week via Amendment A003 (dated 1/27/26), though a subsequent request for additional evaluation time prior to bidding was denied. Questions were answered between December 18, 2025 and February 2, 2026.

Project No. WA NP OLYM 115(1) Project: Repair Storm Damage on Mora Road

# General Technical Question Answer Date

1 x There is a SWPPP listed in the SCR Section 102 that is missing from SAM.gov.

The SWPPP has been uploaded to the solicitation attachments. 12/18/25

2 X We just wanted to check and see if there was a plan holders list for this project.

The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract Opportunities Administrator role for your entity in SAM.gov.

If you need additional assistance, you can reach the Federal Service Desk at 866-606- 8220 or https://www.fsd.gov/gsafsd_sp?id=gsa_ind ex.

12/31/25

3 X Can you enable the Interested Vendor List ?

We do not have the system credentials required to enable or disable IVL. However, we will publish the IVL as an attachment to the SAM.gov posting.
