About this file

This is an Amendment of Solicitation (Amendment A005) issued by the Department of Transportation Federal Highway Administration for a federal highway project. The amendment is dated February 2, 2026, and modifies solicitation number 69056725B000015 for project WA NP OLYM 115(1), Repair Storm Damage on Mora Road. The amendment does not extend the offer receipt deadline. Bidders must acknowledge receipt of this amendment prior to the solicitation deadline using one of three methods: completing items 8 and 15 and returning one copy, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or telegram that references the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the bid. The amendment revises page A-2, Section I regarding project location and Tribal Employment Rights Ordinance (TERO) requirements.

The revision clarifies that bidders should be familiar with the Quileute Tribal Employment Rights Ordinance (TERO) requirements and account for any TERO fees when preparing bids. The Quileute Tribe has agreed to waive the 1.75% TERO fees and 5% business and occupation tax on reservation labor. This is a total small business set-aside solicitation open only to small business concerns. Key requirements include submitting representations and certifications at sam.gov before bid submission, submitting technical information requests in writing, properly completing Standard Form 1442 with specific blocks, and providing an executed Authority to Sign document. The amendment notes that FAR Clause 52.211-10 regarding commencement, prosecution, and completion of work has been removed due to FAR Overhaul, with contract requirements now specified in SF 1442 and Block 11. Email and facsimile bids are not authorized, though bids may be modified or withdrawn by email if received by the deadline. The contract is being administered by the Federal Highway Administration office in Vancouver, Washington.
