About this file

This is a Questions and Answers document for federal contract solicitation WA NP OLYM 115(1), Repair Storm Damage on Mora Road.

Five questions were submitted by bidders between December 18, 2025 and January 27, 2026. Question 1 addressed a missing Stormwater Pollution Prevention Plan (SWPPP) from SAM.gov, which the Government confirmed was uploaded to solicitation attachments on 12/18/25. Questions 2 and 3 concerned access to the Interested Vendors List (planholders list), with responses directing bidders to obtain the registered vendors list through SAM.gov after linking their entity and obtaining the Contract Opportunities Administrator role, with the Government committing to publish the IVL as a SAM.gov attachment on 1/7/26. Question 4, answered on 1/16/26, clarified that material sources for environmental design log barriers and root wads (line items A0460, A0480, A0500, A0520, A0540, A0560) related to Sections 251 and 647 have not been identified, requiring contractors to secure all permits and clearances for self-located sites per Subsection 105.02(c). Question 5, answered on 1/27/26, confirmed that the Government extended the solicitation and bid opening due date by one week via Amendment A003.

The SWPPP has been uploaded to the solicitation attachments.

The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into

SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract

Opportunities Administrator role for your entity in SAM.gov.

8220 or https://www.fsd.gov/gsafsd_sp?id=gsa_ind ex.

We do not have the system credentials required to enable or disable IVL. However, we will publish the IVL as an attachment to the SAM.gov posting.
