Check General or Technical

5 X

After a thorough and thoughtful review of the plans and specifications it has become clear this is a fairly complicated project located in a fairly remote area that will require an outstanding performance from all involved to successfully complete the project. Given the current state of the economy, as well as the construction market as a whole, Johansen has determined that we require additional time and effort to investigate every possible lead and angle to give the best possible value in competing for this project. There are a variety of trades involved and we must contact several venders from each in order to give enough time for each of them it do their own investigations, and estimating their portions of the work. Just getting to the project requires more effort than most projects. For this reason, we respectfully request a two week bid extension to further analyze and work on the estimate in order to give the best possible value on this project.

The Government does not intend to extend the bid opening date for this project.

Please submit bids according to the solicitation documents.

6 X Will Section 204.06(b) Earth Cuts ‐Roadway

Excavation apply? Will 6” Scarify be required?

In accordance with FP‐14 and the SCRs, comply with the requirements of

Subsections 204.06.

7/18/2024

7 X Based off of the Square Yardage take‐off, the

Select borrow appears to be short 6,000 CY.

This has been addressed under

Amendment A002.

7/18/2024

8 X Where is the blotter item being placed?

Comply with the requirements of

Subsection 108.01(c).

7/18/2024

9 X Is compaction for Recycled Aggregate Base per

Subsection 204.11(a) or 301.05?

Recycled aggregate base specifications are under Section 308. Please submit bids according to the solicitation documents.

7/18/2024

10 X Are the complete closures limits from the start of the project to the end of the project?

In accordance with Subsection

156.04(b)(2)(b), closure lengths need to be coordinated with the CO. Please submit bids according to the solicitation documents.

7/18/2024

See Section 313 and submit bids according to the solicitation documents.

7/18/2024

12 X

There appear to be several quantity discrepancies between the proposal and the plans. See Bid Items A0420; A0720;

A0740; A0960; A1320; A1360; A1380; A1400;

A1420; A1440; and A1460. Please clarify.

This has been addressed under

Amendment A002.

7/18/2024

13 X

Will a lab trailer be available for asphalt testing for the project? If not, will there be any changes to result reporting time in Table 401‐8 to allow time for sample transportation?

This will be addressed under Amendment

A003.

7/18/2024

14 X

SCR 308.05 – SCR 308.05(a) seems to indicate compaction of recycled aggregate based on method specified number of roller passes. SCR

308.05(b) notes that the effort of the method spec may be decreased if compaction meets FP‐

14 301.05 which requires the use of nuclear density gauge. Please clarify if density is to be determined according to SCR 308.05(b)

(AASHTO 310). If so, this will require substantial test effort.

Subsection 308.05 of the SCRs requires compaction by Subsection (a) or (b). Please submit bids according to the solicitation documents.

15 X

Is the prime coat and blotter intended only to protect the subgrade prior to paving for winter shutdowns or is it to be applied to the final roadway surface as a wearing course? Please provide revised roadway sections and or limits of the blotter and prime coat if it is intended to be final wearing surface.

Comply with the requirements of

Subsection 108.01(c).

30 min delays (per 156.07(i)) is required at all times except from September 2, 2025 to

September 30, 2025?

Yes, this is in accordance with Subsection

7/19/2024

18 X

Special Provision 156.04(b) references

Subsection 156.07(l). Subsection 156.07(l) does not exist within FHWA Standard Specifications

FP‐14; the Subsection ends at 156.07(j). Please provide the missing information.

See the Special Contract Requirements shown in the solicitation documents.

7/19/2024

19 X

We cannot find specific traffic control restrictions on the duration of the full road closure shown on plan sheet G.2.

See FP‐14 and the SCRs for Section 156. 7/22/2024

20 X

Addendum 2 changed quantities on the plan sheets, but a revised proposal form was not included. Please forward a revised bid proposal.

7/23/2024

21 X

No. Please submit bids according to the solicitation documents, which will be amended under Amendment A004.

7/23/2024

22 X

I am having a hard time finding any language regarding the overhead tree trimming that will be required for the length of the project for the asphalt paving work.

Not sure what section and bid item covers the payment for this work as well.

There is no tree trimming required for this project.

7/24/2024

23 X

Addendum 2 modified PS D.2 quantities resulting in a reduction of Select Borrow on that sheet. Bid Item A0400 Subexcavation has a quantity of 11,500 CY. Bid Item A0420 Select

Borrow has a quantity of 6,500 CY. Based on PS

C.1 Pavement Structural Detail, there should be removal of 6” milling and 4” roadway excavation and replacement of that volume with 6” recycled agg and 4” HMA. This road section sits above the subexcavation / select borrow section. Why are these volumes different? Is there a material which occupies the volume between select borrow and 6” recycled agg base? If so, how is that material paid?

Subsection 204.07, and Sheet C.2 through

C.4 will be revised under Amendment

A005. See Subsection 109.05, and please submit bids according to the solicitation documents.

7/24/2024

“material used to backfill subexcavated area, holes, pits, and other depressions will be paid as Embankment. There is not an embankment item in this proposal. How does the 5,362 CY of

Roadway Ex get paid for when placed as select borrow?

Subsection 204.07, and Sheets C.2 through

C.4 will be revised under Amendment

A005. See Subsection 109.05, and please submit bids according to the solicitation documents.

7/24/2024

Laboratory Trailer?

See Amendment A003, E‐46 through E‐46b 7/30/2024

26 X

I'm trying to find the bidder list for this project so I can provide a sub quote and un able to locate one on the project. I'm able to review all of the documents that were posted to the project.

Can you help me locate the bidder list?

The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into

SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract

Opportunities Administrator role for your entity in SAM.gov.

If you need additional assistance, you can reach the Federal Service Desk at 866‐606‐
