Follow the requirements of FAR Clause 52.211-12 Liquidated Damages — Construction.

Liquidated damages in the amount specified in Table 108-1 will be assessed for each day beyond the time specified in the contract until substantial completion of the work.

Liquidated damages will not be assessed for the following:

(a) The day of the final inspection.

(b) Days required to perform work added to the contract after substantial completion including items identified during the final inspection that were not required before that time.

(c) Delays by the Government after all work is complete and before a formal acceptance is executed.

(d) Periods of time when all work is complete but acceptance is delayed pending the plant establishment period or similar warranty period.

(e) During winter shutdown periods ordered by the CO.

108.05 Stop Order. Delete the last paragraph.

108.06 Suspension. (Added Subsection).

Follow the requirements of FAR Clause 52.242-14 - Suspension of Work.

Suspend work, either in whole or in part, for such periods deemed necessary due to nesting migratory birds, human burials, cultural resources, historic properties, paleontological remains, or archeological specimens discovered within the construction area. 255.02 Add the following to the materials list:

Backfill Material 704.03(a) Painting 563

Construction Requirements

255.03 General. Amend as follows:

Delete the text of the second paragraph and substitute the following:

Perform the work required under Section 209. Grade the foundation for a width equal to the length of reinforcing elements plus any additional width required by the Reinforced Earth® wall system manufacturer.

Add the following:

Excavate wall foundations to within 4 inches (100 millimeters) horizontally and vertically from the staked location.

Install reinforcement material to within 2 inches (50 millimeters) vertically from the staked location.

Do not operate equipment directly on reinforcements. Place a minimum 6-inch layer of noncompacted backfill material on reinforcements before operating equipment over reinforcements. Install and maintain taut and unwrinkled reinforcement layers that are in full contact with underlying surfaces.

Perform work without damaging or deforming MSE wall elements. Before constructing subsequent layers, correct deficiencies on previously constructed layers as directed by the CO.

F-6 DIVISION 250

Project: ID DOT 21(1), SH-21 Wildlife Overpass at Cervidae Peak, MP 19.3

Before backfill placement begins, repair damage to galvanized components in an acceptable manner and provide a galvanized coating comparable to that provided by AASHTO M111

Install wall drainage systems according to Section 605.

For precast panel-faced MSE wall systems, construct Reinforced Earth® wall system with concrete panel facing according to the designs finalized under Section 257.

Provide a field technical representative from the proprietary wall system manufacturer on site for at least 2 days at the beginning of the initial wall erection, and with availability during the remaining wall erection to assist the Contractor and Engineer. Use a field technical representative, who in the last five years, has been involved in the successful construction of at least three MSE walls with size and complexity similar to the walls of this project.

255.04 Wall Erection. Delete the Subsection (a) and substitute the following:

(a) Precast concrete panel-faced. Erect panels by lifting devices connected to the upper edge of the panel. Place bottom row of panels on unreinforced concrete leveling pad per the approved drawings.

Make the joint openings ¾ ±¼ inch (19±6 millimeters) wide. Install joint material according to the drawings. Cover joints on the backside of the panels with a 12-inch (300-millimeter) wide strip of geotextile filter. Overlap geotextile filter splices at least 4 inches (100 millimeters).

Hold the panels in position with temporary wedges or bracing during backfilling operations.

Compact backfill within 3 feet of the back face of the panels by at least three passes of a lightweight (less than 1000 pounds) mechanical tamper, roller or vibratory system. The lift thickness may need to be a reduced as warranted by the type of backfill and compaction equipment used. Exercise care in the compaction process to avoid misalignment of the panels or damage to the attachment devices. Do not use heavy compaction equipment to compact backfill within 3 feet of the wall panels.

Apply pigmented anti-graffiti coating system according to Section 563.

255.05 Backfilling. Delete the text of this Subsection and substitute the following:

Backfill the stabilized volume, with the specified material, according to Subsection 209.09. Place select granular backfill material from the back of wall facing fill for a width equal to the length of reinforcing elements plus the additional width shown in the plans. Compact each layer according to Subsection 209.10, except use an acceptable lightweight mechanical or vibratory compactor within 36 inches (900 millimeters) of the wall face.

Where the stabilized volume supports spread footings for bridges or other structural loads, compact the top 5 feet (1.5 meters) to at least 100 percent of the maximum density.

F-7 DIVISION 250

Project: ID DOT 21(1), SH-21 Wildlife Overpass at Cervidae Peak, MP 19.3

Backfill and compact behind the stabilized volume, with the specified material according to Subsections 209.09 and 209.10. At the end of each workday, slope the last unfinished lift of backfill away from the wall face, and prevent adjacent surface area runoff from impacting the wall construction limits.

255.06 Acceptance. Amend as follows:

Delete the fifth paragraph and substitute the following:

Structure excavation, backfill material, and unclassified borrow will be evaluated under Section 209.

Add the following:

Select granular backfill will be evaluated under Subsections 106.02 and 106.04.

Wall drainage system will be evaluated under Section 605.

Measurement

255.07 Delete the second paragraph and substitute the following:

When measuring mechanically-stabilized earth walls by the square foot (square meter), measure the front face of wall excluding footings and leveling courses.
